If nothing else, you have to discover the intricacies of the organisation and its administration, build a team around you and respond to the interest of the media, an activity which can take up quite a lot of your time. But you have to adjust quickly, as time does not stop for you and events continue to follow their course. The problems and issues to be resolved have not gone away since I took over as UEFA president, as the violence that marred our competitions in February and March sadly proves. I want us to confront these problems and issues together, seeking solutions by sharing ideas and acting according to democratic principles. As I stressed throughout my electoral campaign, the decision-making power lies with the national associations and their elected representatives. By favouring quick action as a means to efficiency, UEFA has in recent years drifted away from this fundamental principle, which must now be re-established in our statutes IN THIS ISSUE without delay. That is why we are holding an extraordinary UEFA Congress in Zurich at Meridian Project enters the end of May, where the delegates from all our member associations will be called a new era 03 upon to accept a partial revision of the UEFA statutes. Where is there room for improvement? Additional case studies con- cerning clubs or licensors in Austria, Hungary, the Republic of Ireland and Romania were discussed by the par- ticipants and yielded a number of in- valuable lessons. In addition, specific issues were raised in three language groups and the various opinions were then aired and added to in the plena- ry meeting. This showed that it was essential for the core process of the licensing procedure to be observed. Any issuing of provisional licences or any interference from other club enti- ties (e.g. executive committee or pres- ident) in the activity of the licensing authorities has to be categorically rejected. The independence of the licensing bodies, as of the disciplinary bodies, is a crucial component of the division of powers, and the impar- tiality and professional competence of their members is just as important – an issue which arises as soon as they are appointed or rather elected.
