1 Introduction

1.1 The Asset: Pensioners Court, is part of Sutton's Hospital in Charterhouse, which includes a number of adjacent buildings and sites, including Charterhouse Square.

1.2 Pensioners Court, together with the adjacent Stable Court were added to the statutory list in 1972 (current EH reference 1195528). The buildings which are listed as Grade II are of national importance and are of special interest.

1.3 These buildings are adjacent to other buildings forming Sutton's Hospital in Charterhouse, comprising Preachers Court, Wash House Court, Master's Court, Entrance Court and the chapel. These buildings were added to the statutory list in 1950 (current EH reference 368718). The adjacent buildings are clearly of exceptional interest as Grade 1 listed structures, and are noted in the listing description for both their architectural and historic aspects. Any changes made to Pensioners Court would therefore require careful consideration and justification particularly regarding external proposals.

1.4 In the main, as the works mainly relate to intervention in a listed building, the document is principally intended to address heritage issues. However the considerations for design and access are often considered as an integral part of this process, but where any reasoning for either design or access are considered as separate issues, these have been covered under a separate heading.

2 Conservation Management Plan

2.1 The overall Charterhouse site is subject to several planning applications, one of which is a development which forms part of a Heritage Lottery bid. As part of this process a Conservation Management Plan (CMP) has been developed and forms part of an agreement between Charterhouse and Islington Council.

2.2 The stakeholders for this document were representatives of the Governors, Brothers, English Heritage, LB Islington, the Ancient Monuments Society and the Society for the Protection of Ancient Buildings

2.3 The CMP was adopted in November 2012 with the responsibility of its implementation being with the Master, Estates Bursar and Finance Director of The Charterhouse.

2.4 The Conservation Management Plan uses much of the Survey of London Monograph 18 – The Charterhouse as the basis for the history of the site.

3 Heritage Statement

3.1 This change of use and listed building consent application is for internal alterations to 13 and 15 Preacher s Court.

3.2 Pensioners Court, together the adjacent Stable Court, which was constructed between 1823-40, was designed by Edward Blore (1787-1879). Blore was surveyor to and also restored . Following Nash’s dismissal, Blore completed , including the design of the principal facade, although this was subsequently refaced in 1913.

3.3 Blore designed a number of Commissioners churches in London, including one near Charterhouse, St Thomas’s Charterhouse Church, Goswell Road (built 1842, demolished 1909).

3.4 Charles Eastlake (A History of Gothic Revival, Longman, 1872) commenting on Blore’s work at Westminster Abbey, noted "His restorations ... though wanting in life and vigour, abound in careful detail. Pevsner considered him not very original (London 2: South. Buildings of England series, Penguin, 1986).

3.5 Preachers Court is built in a yellow stock brick, in Flemish bond under a Welsh slate roof. The elevations are plain with brick plinth and limestone dressings comprising Tudor arched doorways and two light flat arched windows with hood moulds and label stops. The interior of No 13 has few features although there are three four-panelled doors with three-centred head. The interior layout has undergone change since the original interior layout.

3.6 Currently the first floor room in 15 Pensioners Court is office use, and the first floor of 13 Pensioners Court is used rented out by Charterhouse as a residential flat.

3.7 The pressure on Charterhouse to expand the infirmary has led Charterhouse to proposing to extend this facility into 15 Pensioners Court. The infirmary is part of the almshouses which has operated from the Charterhouse site since 1614.

3.8 The current office user is prepared to be re-locate their first floor office and expand to the adjacent vacant flat of 13 Pensioners Court, releasing the first floor room in 15 Pensioners Court for use by the infirmary.

3.9 The works would comprise:

3.9.1 Removing some internal partitions and forming new ones to provide layouts for the office use.

3.9.2 Lifting the existing boarded floor to insert acoustic insulation, as there is significant sound transfer to the flat below. The method of sound proofing would be to use battens fitted to the existing floor joists, spanning between the battens with new additional boards, covering with a sand pugging, and relaying the existing floor boards.

3.9.3 New central heating system, comprising gas fired boiler supplying hot water to radiators.

3.9.4 New hot and cold water services and drainage.

3.9.5 Kitchen, in new location.

3.9.6 New male and female toilets.

3.9.7 Internal decoration.

3.10 In order that Charterhouse can improve the infirmary facility, which is part of the almshouses which has operated from this site since 1614, it is proposed that

3.11 The removal of several original doors is required to enable the office area to be functional. It is proposed that these doors are stored on site for potential reuse.

3.12 Whilst some internal changes are proposed, these internal alterations will have no impact on the exterior of the building and the internal changes are relatively minor and reversible. It is proposed that these alterations will not adversely affect the significance of this listed building.

4 Design Statement

4.1 The heritage issues have been the overriding concern for the design and adaptation of these spaces, and therefore the Heritage Statement provides the justification in terms of design. The revised layout has been proposed as it will provide use of the space without adversely affecting the character or significance of the building.

5 Access Statement

5.1 15 Pensioners Court would be used as part of the infirmary, which is accessible by lift.

5.2 13 Pensioners Court could be adapted to an office, but could not be altered to provide flat level access. A lift could not be incorporated and there are level changes at first floor level.

Almshouses, built as part of Sutton's Hospital in Charterhouse, 1826-40. By Edward Blore, and probably also Pilkington, Surveyor to the Charterhouse. Yellow brick in Flemish bond, with stone dressings, roof of Welsh slate. Two and three storeys, external south range of fourteen windows. The buildings originally consisted of the quadrangle to the north, and an open quadrangle to the south of similar depth, the east wing of which connected to the north range of Master's Court; these wings were shortened, after bombing, in the 1950s restoration of the Charterhouse by Seely and Paget, and are now of four-window range to the east and three-window range to the west. The south range has a slightly projecting entrance bay of three-window range, with two windows to the west of it, and nine windows to the east; segmental-arched carriage entrance; the ground floor originally an open arcade of five-centred arches but now blocked; first-floor windows flat-arched with chamfered mullions and hoodmoulds, three-light over the carriage arch, the rest two-light; moulded storey band; embattled parapet; octagonal embattled tower to entrance bay; octagonal corniced chimney shafts. Wings of three storeys, that to the east with an arcade of five-centred arches forming a cloister to ground floor; first- and second-floor windows flat-arched with two lights under hoodmoulds; storey bands; embattled parapet and octagonal chimney shafts; the west wing is similar but with a Tudor-arched doorway and flat-arched two-light windows to ground floor in place of arcade. In the north quadrangle, the south range is detailed as for its south side but it is of nine-window range with a central entrance; the west, north and east ranges appear to have had nine Tudor-arched entrances originally, that to the south-east corner now a window; this would give a double-fronted arrangement to each house, with flat-arched two-light windows under hoodmoulds to both floors; broad Tudor-arched carriage entrance to east and west range, matching that to south, narrow Tudor-arched passage entrance to north range, all three with panelled doors; moulded eaves rafters; stacks to ridge, the shafts gathered in groups of four with chamfered brickwork, brick cornice and stone coping. Two- storey, four-window range to north and west of north range, more simply detailed, known as Stable Court. (Information from the Master of Charterhouse, 1990.).
