Kouga Wind Farm Transportation Plan/ January 2014

The transport of the turbine equipment from Coega Port to the Kouga Wind Farm site will require detailed, accurate, clear and consistent communication to keep the , Humansdorp, St Francis and Oyster Bay communities informed about the movement of abnormal loads in the area.

A detailed road and route study has been conducted to cause the minimum traffic disruption whilst ensuring the loads arrive on site without any risk to lives or damage to equipment. Total Estimated number of loads is 265, which is approx. 10 loads per week.

Route Plan The route plan from the is to travel through Humansdorp via Voortrekker road () and then onto the R330 to the Oyster Bay turn-off.

The route out of the Coega Port to the N2 varies depending on the height of the loads. The lower load vehicles will feed onto the N2 from the Coega Port via Neptune road. The high load vehicles will travel from the Coega Port via R102, turning onto the R334. They will then turn onto the , then taking the off ramp to Union Ave, then left into Marconi Road, right into Algoa and then left into Cuyler street (becomes R334), until it reaches the N2.

The R330 is a tar road and will eliminate the hazards posed by using the district road between Humansdorp and Oyster Bay. The district road has a number of steep dips with associated declines and inclines which makes traveling with heavy abnormal loads on this route too hazardous to be done safely. Over and above this, the bridges over the river crossings are not designed for abnormal loads.

N2/ Humansdorp to the Wind Farm Site

In Humansdorp, the transport vehicles turn right onto Voortrekker road/ R102, and then turn left onto Westgate road/ Park street (R330).

In Uitenhage, the high load vehicles will come via the R334 then turn onto the R75, then taking the off ramp to Union Ave, then left into Marconi Road, right into Algoa and then left into Cuyler street (becomes R334).

Time plan The current plan is to start the transportation of the components the last week of January/ 1st week February 2014. The transport will last until mid-July 2014.

Transport will be scheduled weekdays, during off-peak periods only. There will be no transportation during public holidays and weekends.

There is no plan at any stage to close off any sections of the R330, however, the road will be temporarily disrupted for oncoming traffic while the abnormal load turns left onto the R330 in Humansdorp and at the Oyster Bay turn off. In addition, oncoming traffic might have to be pulled off temporarily whilst the loads pass by.

The traffic police will be in constant contact with the escort vehicles to ensure appropriate action for emergency vehicles should there be an emergency situation.

Communication To ensure the public is updated as to the transportation plan, there will be notice boards at each end of the Oyster Bay road, which will indicate general times and days affected. The notice boards will reference the website etc. for further detailed and updated information.
