Town Council Minutes Regular Town Council Meeting February 10, 2015

Council Members (C/M) present: V/M S. Moss, C/M B. Moss, C/M Wallace, C/M Davis, C/M K. Moss, and C/M Jones (7:13). C/M absent: none Others present: Mayor Paige; Clerk, Peggy Johnson; Jordon Miles, Farmville Herald; Steven Walsh, Donna Jones.

The meeting was held at the Dillwyn Town Hall located at 1030 Main Street, Dillwyn, VA, on February 10, 2015, at 7:00 p.m.

Invocation by C/M B. Moss and the Pledge of Allegiance led by Mayor Paige.

The Mayor Paige opened the meeting and declared there was a quorum in attendance.

The Mayor asked the council if there were any changes to the January minutes. Motion was made by C/M K. Moss and seconded by C/M Davis to approve the minutes as presented. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, C/ M Davis, and C/M Jones. Nays: none.

The council was asked to review the committees and commissions listing to see if any changes were needed: Christmas- remove Tora Jones. Add phones numbers to listing.

Closed dates for the office: motion was made by C/M K. Moss and seconded by C/M B. Moss. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, C/ M Davis, and C/M Jones. Nays: none. Clerk requested Feb. 20 and 27 for days off. Request approved.

Transportation Enhancement: Phase 4: The Clerk is working on the Materials Manual for VDOT. Phase 5: Survey has been requested for the water connection on US 15. Additional funding is needed by LPDA due to the changes requested by VDOT concerning the new sidewalks, curbs and gutters, and the storm drainage between Goldmine entrance and the Post Office. Mayor Paige is to attend a VDOT meeting on Feb. 20 to present our comments concerning the new grant request due to the changes requested by VDOT on this project. The town was not on the listing for approval for the additional grant monies. On March 2 there is another meeting with VDOT on the six-year plan. Mayor Paige to attend.

Revitalization Project: . Phase 2: Fisher Auto Parts is the only remaining building to be completed. Fisher has chosen Triple L to replace the door. . Pocket Park: completed. . Kiosk installation needs to be done and a decision on what to place on the panels. . Motion was made by C/M K. Moss and seconded by V/M S. Moss for an extension letter to be sent to DHCD. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, C/ M Davis, and C/M Jones. Nays: none.

Tourism Committee: no report

Housing planning grant: The Mayor to attend the conference on Thursday, Feb. 15

UNFINISHED BUSINESS:

Charter changes: still waiting on town attorney

Repairs: Disposal, jail, storage building (town hall) and street sweeper building: waiting on Jamerson Construction to start the work.

Storage request: Motion was made by C/M K. Moss and seconded by C/M Jones to approve draft letter to Southwood Building Systems. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, C/ M Davis, and C/M Jones. Nays: none.

Comprehensive Plan: The Clerk asked all to review the plan and advise changes. The Clerk has asked Commonwealth Regional Council (CRC) for cost of review.

NEW BUSINESS:

Relay for Life was approved to have Hope Day on April 25.

Due to the death of Bill Clements, town webmaster, anyone wishing to fill this position is asked to contact the Clerk. Motion was made by V/M S. Moss and seconded by C/M Wallace to donate $100 to the family of Bill Clements. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, C/ M Davis, and C/M Jones. Nays: none.

Ordinances: Loose dogs – Motion was made by C/M K. Moss and seconded by V/M S. Moss for residents to contact the county dog warden to address loose dogs with owners. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, C/ M Davis, and C/M Jones. Nays: none.

Flag dates for Boy Scouts: dates were approved.

2015 VA Community Development Block Grant (VCDBG) deadline is Sept. 30, 2015. No comments.

Zoning request from Cheryl White for repairs to 193 Camden St. She wants to move her business there. Advised her that she must live in the house in order to have a home business, otherwise, cannot have business there unless the property is re-zoned to R2. Public hearing is needed to re-zone. Page 2, February 10, 2015 Request to add another business to property at 776 Main St. Already re-zoned R2. Motion was made by C/M K. Moss and seconded by C/M Davis to approve the new business, Discovery School Family Services. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, C/ M Davis, and C/M Jones. Nays: none.

Consideration of land exchange with the county: Motion was made by C/M K. Moss and seconded by V/M S. Moss to further investigate and research this issue. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, C/ M Davis, and C/M Jones. Nays: none.

Neighborhood Watch: Motion was made by C/M B. Moss and seconded by C/M K. Moss to table until the March meeting. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, C/ M Davis, and C/M Jones. Nays: none.

Essay winner, Garret Love, Buckingham Middle School. Wrote an essay about being the Mayor of the Town of Dillwyn. To be asked to present his essay to the town.

Comcast internet, phone service, and TV offer: to research further.

Funding for Submission of Best Management Practice Data for Developed Areas> no comments.

Refund fees from public hearings: Moss, Newton, Martin/Owen. Refunding approved.
