Armed Security Guard Services – DTMB - MI State Fairgrounds

I.Background Information/General:

This Request for Proposal (RFP) sought proposals to establish a contract(s) for armed security guard service for the Michigan State Fairgrounds as detailed on the attached listing and on the requisition. Article I is designed to provide bidders with information requirements associated with this RFP.

The RFP package was posted to the bid4michigan website on August 1, 2011

3.021Method of Evaluation

In awarding the Contract, proposals will be evaluated by a Joint Evaluation Committee (chaired by DTMB Purchasing Operations).

3.022Technical Proposal Evaluation Criteria

The following chart represents the scoring of the particular factors:

STEP 01: TECHNICAL EVALUATION CRITERIA

  • Bidders will be evaluated based on their proposed approach to meeting the detailed Armed Security Guard specifications identified in STEP 2 (i.e., Work Plan).

STEP 02: TECHNICAL EVALUATION CRITERIA

  • Bidders that complete and pass STEP 1 and achieve a minimum score of 80 points in STEP 2 will be placed on a “Pre-Qualified Bidder Pool for Armed Security Guard Services - Statewideand be eligible to submit proposals for any Contracts that expire between 10/1/11 and 09/30/16 subject to submitting the certifications and representations. Agencies may utilize the pre-qualified Bidder pool for Contractors handled under their delegated authority.
  • Bidderis to prepare (as part of its proposal), the company/organization’s approach to meeting the State’s specifications in response to the Location Specification Sheet (LSS) with a complete work plan. Responses should follow the outline below. The following chart represents the scoring of the particular factors.

Oral Presentation

Bidders who submit proposals may be required to make oral presentations of their proposals to the State. These presentations provide an opportunity for the Bidders to clarify the proposals through mutual understanding. Purchasing Operations will schedule these presentations, if required.

3.023Price Evaluation

(a) Only those proposals receiving a score of 80 points or more in the technical proposal evaluation will have their pricing evaluated to be considered for award.

(b) Evaluation of price proposals includes consideration for a Qualified Disabled Veteran Preference. 1984 PA 431, as amended, establishes a preference of up to 10% for businesses owned by qualified disabled veterans meeting the minimum point threshold for passing.

(c)The State reserves the right to consider economic impact on the State when evaluating proposal pricing. This includes, but is not limited to: job creation, job retention, tax revenue implications, and other economic considerations.

3.024Award Recommendation

The award recommendation will be made to the responsive and responsible Bidder who offers the best value to the State of Michigan. Best value will be determined by the Bidder meeting the minimum point threshold and offering the best combination of the factors stated in Section 3.022, and price, as demonstrated by its proposal.
