State of New Jersey Statewide Voter Registration System Production System Changes Report Date: Monday, March 3, 2008 The following system changes, including bug fixes and enhancements, were put into Production on March 2nd, 2008.

Bug Fixes: Item JIRA # Description of the Fix Issue Logged County

1. NJP-5251 Corrected the SVRS to be able to delete a Voter Monmouth whose Registration Type is Court Ordered. 2. NJP-5401 Corrected the SVRS to be able to change voter Ocean status from ‘Active Federal Election Only’ to ‘Active’ without affecting the voting privilege date. 3. NJP-5434 Corrected the SVRS not to display mailing address Union on the Sample Ballot report upon expiration of mailing address deadline. 4. NJP-5497 Corrected the SVRS Confirmation Card to display Hunterdon postal municipality instead of residence municipality. 5. NJP-5506 Corrected the SVRS to insert batch records correctly Monmouth when same batch name is entered. Previously it was inserting all the batch records in the latest file, leaving blank in previous batch file. 6. NJP-5509 Corrected the SVRS Voter Address Change Mercer Confirmation Export report to export the voters whose status is ’Inactive Confirmation’ only and not to export the voters whose status is modified from inactive confirmation to active while voting in an election. 7. NJP-5521 Corrected the SVRS not to generate the PTD Cumberland Application Labels for the voters who have current PTD/UOCAVA ballot requests or regular ballot requests for current and future elections. Also renamed ‘Absentee Ballot Type’ label on Inquiry View screen as ‘Military/Overseas Status’. 8. NJP-5530 Corrected the SVRS not to display ‘State as NJ’ for Ocean foreign addresses on Inquiries- View Voter Registration screen. Data fix has been applied to correct existing records. 9. NJP-5531 Corrected the SVRS to display 'Ok' and "Cancel" Cape May buttons on printer selection screen while printing Voter Acknowledgement card. 10. NJP-5532 Corrected the SVRS to display complete Voter ID Mercer and Date of Birth while generating the excel version of the Alpha Voters List report. 11. NJP-5539 Corrected the SVRS Party Declaration report to Statewide display correct totals while generating the report with

1. NJP-5413 Data fix has been applied to revert back the voter’s Hudson party to their original party whose party was changed to Unaffiliated.

Enhancements: Item Title Description 1. CCR 215 Following new changes are implemented as part of this CCR: Application Changes Maintain Bearer Information Prior to Feb 08 Primary Users will have the ability to add/update/delete Bearer Information. Part I 1. A new menu item titled “Maintain Bearer Information” is added under “Activities- Absentee Voter” menu item. 2. On clicking the menu link “Maintain Bearer Information” screen is displayed. 3. User can Add/Update/ Delete Bearer Information using this screen.

Add Bearer Information 1. User can enter new Bearer information when no Bearer is selected from ‘Select Bearer’ drop down list. 2. User can enter name and address details and click Insert button to insert new Bearer information. 3. Confirmation Message is displayed upon successfully inserting the Bearer information.

Update Bearer Information 1. On Selecting a ‘Bearer’ from the drop down list, the existing Bearer information is populated. 2. User can make changes to the Bearer information and press “Update” button to update the Bearer details. 3. Confirmation Message is displayed on successfully updating the Bearer information.

Delete Bearer Information 1. On Selecting a ‘Bearer’ from the drop down list, the existing Bearer information is populated. 2. User can delete the existing Bearer by pressing “Delete” button to delete the Bearer details. 3. Confirmation Message is displayed on successfully deleting the Bearer information. 4. Upon deleting the Bearer, the respective Bearer is removed from the Bearer list.

Option to print DOB on Poll Worker Certificates

1. Users will have the ability to generate the poll worker certificates with or without the date of birth of the poll worker.

Page 2 2. A new button ‘Generate Certificate without DOB’ is added on Assign Poll Worker to Election screen. 3. On pressing this button, user can generate the Poll Worker Certificate with out Poll Worker’s date of birth.

Overseas Civilian Absentee Application Labels

Following business rules are implemented for Overseas Civilian Voters Absentee Application Labels.

1. If the PTD/UOCAVA absentee ballot request is not expired or if the voter has regular absentee ballot request for current or future election, then Ballot mailing address of the Overseas Civilian Voter is displayed on the Application label. 2. If the PTD/UOCAVA absentee ballot request is expired or if the voter has regular absentee ballot request for a past election, then the voter’s mailing address or residence address from voter registration record is displayed on the Overseas Civilian Voter Application Label.

ADA Address Changes

All fields in ADA address section on the Add/Maintain Poll Place screens are optional.

1. User would be able to enter ADA address section in Add/Maintain Poll Place screen and will not be alerted to enter any specific address field. 2. This change has been implemented to accommodate ADA addresses that do not have street information such as street number.

Moved Out of County Reminders with Ward District Display

1. Ward and District Columns are added to “Voters who have Moved Out of County” screen. 2. Previous Ward and District information has been included besides municipality where the voter has been moved from. 3. District header sort is provided and the data is sorted as follows: Municipality  Ward  District  Voter Name. 4. Ward and District information will be displayed on PDF report while selecting “Print List” or “Print List by Municipality”. 2. CCR 219 Following new changes are implemented as part of this CCR: Application Changes Set Ballot Mail Date for Unaffiliated Absentee Voters Prior to Feb 08 Primary 1. A new value ‘Unaffiliated’ is added to ‘Party’ multi-select list on Part IV ‘Generate Absentee Ballot Labels’ screen 2. On selecting ‘Unaffiliated’, ballot mail date will be Set/Updated for voters whose party affiliation is Unaffiliated. 3. On selecting ‘Unaffiliated’, labels can be generated/regenerated/deleted for voters whose party affiliation is Unaffiliated.

Acknowledgement Card Generation Acknowledgement Card is automatically generated in the Reminders while the voter status is changed from Rejected to Active.

Page 3 Reminders – Deceased Voters

1. The Date of Death present in the DHSS or SSA-DMF record will be automatically carried over to VR record on pressing the Change button on the Select Activity-Compare External Interface Deceased Voter screen associated with DIA Inquiries screen as well as Reminders. 2. The Date of Death will be pre-populated on selecting Deceased as the deleted reason, but the user can update the date of death on the Accept screen.

Inquiry –View Fax # and Absentee Ballot Information

1. Fax # will be displayed on Inquiry View screen. 2. Fax number entered on Add/Change Voter Registration screen is displayed on Inquiry - View Voter Registration” screen. 3. A new button “Absentee Ballots” is added to “Inquiry- view Voter Registration” screen. Pressing on Absentee Ballots will open a new popup screen which will display all the absentee ballots for the Voter.

Countywide Batch Items –Acknowledgment Card Listing

The Acknowledgement Cards in the Countywide Batch Items screen are listed in the same format as the Confirmation Cards.

1. On pressing the Review button, the Batch Card Details screen lists the voters should be displayed instead of the Batch Printing Details screen. 2. A new column titled ‘Date Generated’ is displayed and will display the date the acknowledgement card was sent to the queue. 3. On pressing the Date Generated column header the records are sorted in the following order: Date Generated  Voter Name.

Active Need ID letter generation-MVC/SSA down

As per the new implementation, if the MVC/SSA system is down, SVRS will not generate Active Need ID letter for new or transferred voters whose voter status is Active-Need ID.

Criminal Conviction Absentee Ballot Request Rejection Reason

New rejection reason ‘Criminal Conviction’ is added to multi-select list “Cancelled/Reject Reason” on “Regular/PTD/UOCAVA Absentee Ballot Request” screen. Absentee Ballot Request Rejection letter will display this new rejection reason on both English and Spanish Versions when selected.

Multiple Ballot Mailing Address screen size

Maintain Ballot Mailing address pop-up will be maximized when selected from the following screens:

1. Add/Maintain PTD/UOCAVA Ballot Request screen. 2. Update/Maintain Absentee Ballot screen.

Maintain Municipality Clerk Information A new ‘URL’ text field is added on “Maintain Municipal Clerk” screen. User
