Background

The Laois Co. Enterprise Board Limited invites tenders from suitably qualified companies, with proven experience in the contract cleaning sector, for the cleaning of company office premises at Portlaoise Enterprise Centre, ClonminamBusinessPark, Portlaoise.

Facilities

The premises comprises 2000 square feet of ground-floor space including offices, meeting rooms, public areas, canteen and toilet areas.

Requirements

The Contractor will supply all necessary cleaning equipment and supplies. All chemicals used must be handled correctly. Personal Protective Equipment must be worn when necessary. The Contractor will comply with Irish Employment Legislation and adhere to prescribed rates of pay and conditions of employment relative to the industry.

Cleaning Standards

  1. All ledges, window frames, skirting boards and bookshelves to be maintained free from dust, litter, lint, dust and cobwebs.
  2. All walls, paint work and tiles to be kept free from marks and dust
  3. Mirrors, glass doors and interior glass partitions to be kept clean and well polished.
  4. All fixed ceiling mounted light fittings to be kept free from marks and dust.
  5. Furniture to be maintained free from dust and dirt, especially legs of desks, tables, chairs, etc. Picture frames, clocks, speakers etc to be free of dust.
  6. Floor corners and wall edges are to be kept free from fluff, dust and old polish build-up. Floors are to be cleaned up to and under the doors.
  7. Areas behind doors and moveable furniture to be kept dust free.
  8. All carpets to be clean.
  9. Furniture to be moved to facilitate thorough cleaning by the cleaning staff.
  10. Doors and Fire doors to be kept clean. (Fire doors not to be wedged open or closing devices removed during or after cleaning.)
  11. Open shelves, and tops of filing cabinets to be maintained on continuing basis in a clean and hygiene condition. Refrigerators and office furniture to be kept free from dust.
  12. Woodwork to be kept well polished.
  13. Toilet areas to be well cleaned and washed, areas deodorised, toilets cleaned and disinfected, seats cleaned both underneath and on top, cisterns to be washed and chrome fittings to be cleaned and checked and check list completed.
  14. Wash-hand basins to be well cleaned, all sinks, chromes and metal fittings, tap necks, soap trays or holders to be well cleaned and polished.
  15. All waste disposal bags to be emptied and removed and tops and inside tops on metal parts of bag holders to be cleaned.
  16. Recycling or Waste bins to be emptied and segregated
  17. Door handles, door plates where installed, brasses and telephones to be cleaned.
  18. Store room and presses to be cleaned and maintained in a clean and tidy condition. Kitchen appliances, utensils and crockery to be cleaned and stored.
  19. Toilets and bathrooms to smell fresh and clean.
  20. Internal window frames, blindsand windows are considered part of the cleaning contract.
  21. All cleaning to be carried out in such a manner as to avoid splashes, staining or other damage to fabrics, blinds, floor coverings and other furnishings.
  22. Any damage to furnishings, floor coverings etc. to be made good or replaced by the contractor
  23. All internal glass to be cleaned and polished.
  24. High level dusting of walls, door frames, ledges and furniture as appropriate.
  25. Any chewing gum to be removed.

Term of the Contract

The contract will be for a period of one year, with an option to extend the term exercisable at the sole discretion of the Laois Co. Enterprise Board. The tender will be for price per week for the duration of the contract. The contract may be terminated by one month’s notice by either side at any time. The contract will be delivered during normal office hours.

Experience

Tenderers should set out their experience of operating similar contracts, and include contact details for two referees.

Safety Statement

Tenderers should indicate if it is their company policy to issue a site-specific safety statement, if the company has a safety training programme, and how the company complies with the Safety Health and Welfare at Work Acts in force.

Award Criteria

The tender will be evaluated based on relevant experience, price and overall capability.

The company reserves the right not to award the contract.

Tax

Tenderers shall provide as part of their tender a valid Tax Clearance Certificate or Statement of Suitability for a Non-Resident party, from the Revenue Commissioners, which should remain current for the term of any contract awarded.

Insurance

Tenderers shall provide evidence that they have in place Employer and Public/Products liability insurance.

Freedom of Information

The company is subject to the Freedom of Information Acts. If tenderers consider that any of the information supplied by them is either commercially sensitive or confidential in nature this should be highlighted and the reasons for its sensitivity specified. In such cases, the relevant material will, in response to FOI requests, be examined in the light of the exemptions provided for in the Freedom of Information Acts.

Ethics in Public Office

The normal rules of ethics in public office will be adhered to throughout the tender process. Any breach of the provisions of the Prevention of Corruption Acts or Ethics in Public Office Acts in force by any tenderer will immediately lead to the exclusion of that tenderer from the tender process or cancellation of any contract awarded.

Governing Law

This specification and invitation to tender and any consequent contract shall be governed by the Laws of the Republic of Ireland and the parties hereby irrevocably submit to the jurisdiction of the Irish Courts.

Tenders must be returned to The Laois County Enterprise Board, Portlaoise Enterprise Centre, Clonminam, Portlaoise, County Laois, Irelandby 5pm on Friday, 4th February, 2011
