POSITION JOB DESCRIPTION

PROGRAMME: Agriculture Food Security and Markets

Job Title:

District Coordinator (Grade 6)

Reporting to:

Project Manager, Rural Access Programme (RAP) – III- Socio Economic Development (SED)

Purposes of the job:

The District Coordinator shall effectively implement the Rural Access Programme (RAP) – III - Socio Economic Development (SED) project in the district. This includes project management, project planning, and coordination including monitoring & reporting. S/he shall provide technical backstopping in designing and implementing agriculture and income generating activities.

Job Responsibilities

1.  Planning, implementing, monitoring and reporting of the project activities

Ø  Prepare annual, quarterly and monthly plans for effective execution of the project activities in close coordination with the district team of IMC- Rap which include Income Generating (IG) activities and Economic Infrastructures (EI)

Ø  Ensure effective implementation of project activities in the district

Ø  Develop and prepare monitoring plans with PPU unit, regularly supervise and monitor field activities to ensure that activities are in line with achieving expected outputs

Ø  Prepare and submit monthly, quarterly and annual technical and financial report and submit to District Team Leaders (DTL) of IMC- Rap and Project Manager in Practical Action

Ø  Closely work with the district IMC team

2.  Management and Monitoring

Ø  Effectively mobilise the partners NGOs for delivering the project activities

Ø  Extend management support to mobilise the administration, finance and human resources of the project partners at the district level

Ø  Mobilise and supervise the project staffs at the district level

Ø  Manage and mobilise available resources effectively within the project budget limit for achieving optimum results desired, by allocating and distributing across the project districts and partners to conduct project activities in line with project document

Ø  Mobilise external resources where potential to best perform the project activities to achieve project outcomes

3.  Technical Backstopping

Ø  Support to design and plan the agriculture and income generating activities in the project

Ø  Provide technical backstopping to field staffs to implement agriculture and income generation activities

Ø  Prepare /support to produce the agriculture and income generation related knowledge products

4.  Project Coordination and Communication

Ø  Coordinate with district level partners, district local governments, line agencies, communities, project beneficiaries, private sector service agents and suppliers, consultants, and other stakeholders at project level for effective delivery of project activities

Ø  Communicate the project related information regularly to Project manager, head of programme Practical Action Nepal and external stakeholders as and when required

Ø  Travel frequently to project sites and mobilise partner organisations as envisioned in the project document, stakeholders and beneficiary communities as per agreements reached between Partner Organizations and Practical Action Nepal to fulfil the objectives of the project

Ø  Maintain good relations with project beneficiaries, partner organizations, district local governments and stakeholders

5.  Disseminating the Experiences

Ø  Develop education, awareness and extension materials such as project briefs, case studies, lesson learning, policy briefing papers etc. for sharing the experiences of and information on the project with partners, visitors, stakeholders, beneficiaries and policy makers

Ø  Organise meetings, workshops and other information dissemination events with different stakeholders

Minimum Qualification and Requirements

·  Bachelor’s Degree in Agriculture, Animal Husbandry, Livestock Management, Management, Social Science or other relevant field with five years of work experience in related field

·  Strong communication and analytical skills and fluent in spoken and written English and Nepali

·  Knowledge and skills in basic computing

·  Good knowledge and experience of participatory approaches in programme/project development and implementation

·  Willingness and enthusiasm for working with vulnerable communities living in remote areas of the country.

*Candidates from the Far and Mid-Western Regions or those having previous working experience in the regions will be given priority. Prior experience on the market system development approach will be an added advantage.

Contract period: Initially for 1 year

Base Station: One position each in Humla and Bajura with at least 70% of the time at
