1. Population Needs
1.1Service outline
To offer training to appropriate Alcohol Inquiry partner and statutory organisation staff, to enable them to train their own organisation staff to be able to give 5-10 minute brief interventions to clients they are in contact with who may have or live with someone who has an unhealthy relationship with alcohol.
1.2National/local context and evidence base
Alcohol related harm is a significant problem in Barrow-in-Furness as in other parts of the country. Alcohol use in Cumbria has historically been high and is an integral part of the county’s culture. The 2010 Health Related Behaviour Questionnaire suggests that young people in Cumbria are drinking in greater quantities, and more frequently, than the national average. Rates of hospital admissions as a result of alcohol misuse are also higher in Cumbria than the national average.
In March 2012, a National Alcohol Strategy was published by the government and includes 6 outcomes:-
  • A change in behaviour so that people think it is not acceptable to drink in ways that could cause harm to themselves or others
  • A reduction in the amount of alcohol-fuelled violent crime
  • A reduction in the number of adults drinking above the NHS guidelines
  • A reduction in the number of people “binge drinking”
  • A reduction in the number of alcohol-related deaths
  • A sustained reduction in both the numbers of 11-15 year olds drinking alcohol and the amounts consumed
Through a report commissioned by North West Employers and Drink Wise North West, the economic costs of alcohol during 2010/11 to Barrow local authority areas are now available. Included are NHS costs, crime and licensing costs, workforce and wider economic costs and social services costs. The total cost for Barrow was £36.37m. This breaks down to £515 per person in Barrow.
2. Scope
2.1 Service description/care pathway
Provision of a partnership based service which will deliverbrief intervention ‘Train the Trainer’ training to appropriate Alcohol Inquiry partner organisation and statutory body staff to enable them undertake own organisational staff training on how to signpost and give basic advice to people they may encounter who may have or live with someone who is affected by alcohol misuse.
2.2 Aims of service
  • enable attendees to give training to own staff on how to undertake a brief intervention
  • enable attendees to be able tospeak to clients about their relationship with alcohol
  • show how to promote the benefits of making long term positive changes to health behaviours
  • instill a non-judgmental way of dealing with clients who may have alcohol issues
  • give a clear pathway for signposting clients who live with alcohol misuse
2.3 Objectives
  • to provide brief intervention training to appropriate Alcohol Inquiry partner and other organisation staff
  • to educate attendees in understanding why people may have an unhealthy relationship with alcohol
  • to provide attendees with the skills and knowledge on how to perform a brief intervention
  • to give attendees a clear pathway on signposting within a brief intervention
  • to maintain a register of all peoplewho have attended for brief intervention training including DNA information
  • to provide an overview report from session evaluations and attendance lists to commissioner
  • to utilise the Alcohol Learning Centre online tools as required
2.4 Expected Outcomes
  • attendees to be competent and confident to provide brief intervention training to own organisation staff
  • decrease in number of people who report using alcohol at harmful levels
  • increase in confidence of professionals in discussing alcohol habits with their clients
  • increase in people signposted to GP, Unity, CADAS and other relevant organisations for further support
2.5 Accessibility/acceptability
The service will accept Alcohol Inquiry partner organisation and relevantstatutory bodies’ staffwho have a role in their organisation to deliver training and a mandate to deliver a minimum of 1 training session per year. The organisations will need to agree to attendee undertaking first training session of own staff within 2 months of attendance and to provide an overview summary report to the commissioner and provider upon completion.
2.6 Interdependencies
The service has a number of interdependencies to deliver the service and needs to maintain appropriate relationships with other organisations to fulfil the function, i.e.

  • Primary care
2.7 Sub-contractors
The provider will not sub contract this service without the express permission from Cumbria CCG.
3. Service Delivery
3.1 Service model
The service will provide the delivery oftwo 1 day ‘Train the Trainer’ brief intervention training to maximum of 30 people (15 people 2 sessions) to be completed over one year.
The package will include both online and practicaleducation modules to enable attendees to present own organisation staff with training which will maximise confidence in performing an opportunistic brief intervention as well as providing information about alcohol and its effects, how to introduce the subject to clients who maybe drinking hazardously and best practice around appropriate signposting.
Attendees will receive certification of attendance and competence.
The training must be delivered by appropriately trained and qualified staff.
The attendees must be people who have a role in their organisation to deliver training and a mandate to deliver a minimum of 1 training session per year with the first session to be within 2 months of attendance.
The training will be delivered at appropriate venues which take into account accessibility, parking, public transport and capacity.

The brief intervention training will run in parallel with the train the trainer programme.
The train the trainer programme will be populated with interested people from the attendees in the Brief Intervention programme.

6.2 Service Review
The activity will be reviewed quarterly on the above Key Performance Indicators (KPI).
7. Prices and Costs
Costs
  • Provision of 2 one day sessions of maximum 15 people per session @ £2000 per session = £4,000
  • Payment to comprise of £2000 per session to be paid upon completion.

As part of the continual improvement of the Brief intervention training service, the measurements agreed above will be reviewed on a 6 month basis. Any areas of concern will be discussed and an action plan agreed between Provider and the Commissioning Manager.
