IRG Meeting #23, which was attended by delegates from China, Hong Kong SAR, Japan, Macao SAR, Republic of Korea, Taipei Computer Association, USA, and Unicode (liaison member), has made the following resolutions:

Resolution IRG M23.1: Future meeting schedule

Unanimous

The IRG resolves to adopt the following meeting schedule:

IRG #24Taipei/Nantou, Taiwan(TCA), 2005-05-23 ~ 27. Japan as backup

IRG #25Bay Area, USA(Unicode Consortium), 2005-12-12 ~ 16 (tentative)

IRG #26 Taiwan(TCA) or Japan depending on the place of IRG Meeting #24, China as backup

IRG #27 Hong Kong SAR (pending approval)

Resolution IRG M23.2: Appointment of the Republic of Korea’s Chief Editor(N1106)

Unanimous

The IRG accepts the appointment of Mr. LEE Seung Jae as Chief Editor of the Republic of Korea.

Resolution IRG M23.3: IICore Ad Hoc Group Report (ref:N1067R, N1094, N1095)

Unanimous

The IRG accepts the report from the IICore Ad Hoc Group (N1094). The IRG agrees to maintain the supplementary classification of source identifierssubmitted by member bodies. The IRG Rapporteur is instructed to collect source identifiers from DPRK. The IRG Rapporteur is also instructed to submit a full list of IICore characters, excluding source identifier data (N1095), to the ISO/IEC 10646 Project Editor for inclusion in Amendment 1 to ISO/IEC 10646: 2003.

Resolution IRG M23.4: CJKExt C1 EditorialGroup Report (ref.: N954AR, N1093, N1100, N1101, N1101A1, N1101A2, N1101A3 and N1105)

Unanimous

The IRG accepts the report from the Editorial Group (N1101) including the suggestion to adopt the Ideographic Description Sequence (IDS) scheme for future review of CJK_C1. The IRG requests member bodies to review and correct if necessary, attributes (especially stoke counts) of CJK_C1 characters (N1105).

Resolution IRG M23.5: CJKExt C1 EditorialGroup Working Schedule (ref.: N1101)

Unanimous

The IRG accepts the proposal that the completion of the CJK_C1 project be postponed for at least one year to guarantee thatCJK_C1 is sufficiently stable. A schedule for 3 more rounds of review is set below.

Resolution IRG M23.6: Old Hanzi (pre-Qin) Encoding (ref.: N1102)

Unanimous

The IRG acceptsthe Old Hanzi Interest Group Report(N1102), the name change to Old Hanzi Expert Group, and the proposed work plan. The IRG accepts that each type of Old Hanzi should be considered and classified as a separate script in its own right. The IRG requests member bodiesto submit samples in accordance with the rules of character selection and submission in N1102 to the Old Hanzi Technical Secretary before the end of January 2005.

Resolution IRG M23.7: Errata Report(ref.: N858R, N1091, N1008R, N1103, N1104)

Unanimous

The IRG accepts the contributions from WANG Xiaoming, ANAN Yasuhiro and KAWABATA Taichi (N858R, N1091, N1008R, N1103, N1104). Members are requested to submit their errata data to the Technical Editor before end of January 2005. The IRG instructs the Technical Editor to consolidate members’ input to prepare a summary report for distribution before 15 March 2005 for review in IRG Meeting #24.

Resolution IRG M23.8: CJK Strokes (ref.: N1081, N1086, N1086A, N1088, N1090, N985, N987, N1096, N1097 and N1099)

Unanimous

The IRG accepts the report from CJK Strokes Ad Hoc Group (N1099) and the proposed work plan. The IRG requests member bodies to review member contributions (documents N1081, N1086, N1086A, N1088, N1090, N985, N987, N1096 and N1097), send comments on the encoding model and stroke repertoire to the IRG Rapporteur one month before IRG Meeting #24. The work on the encoding model and stroke repertoire will commence in IRG Meeting #24.

RESOLUTION M23.9:Provision of CJK Ideographs source visual reference information (WG2 Resolution M45.33)

Unanimous

The IRG requests member bodies to assess the possibility and time schedule for providing source visual reference information for Extension B characters before IRG Meeting #24.

RESOLUTION M23.10: Appreciation to past IRG Rapporteur

The IRG thanks Mr. ZHANG Zhoucai for his excellent service asIRG Rapporteur from February 1995 to June 2004. The IRG welcomes his expert advice and contributions at any time in the future.

The IRG expresses its sincere appreciation to the host of IRG Meeting #23, the Korean Agency for Technology and Standards (KATS),the Ministry of Commerce, Industry and Energy, Republic of Korea. The IRG also expresses its appreciation to theorganizers, the Institute of Korean Culture (IKC), KoreaUniversity, and the National Institute of the Korean Language (NIKL). The IRG also thanksMr. Taik-JooNAM, Ms Rosa KIM and Ms Moonkyung SHIN of KATS for their excellent logistics, arrangements and hospitality.
