Q:

Please clarify the points 2.36 and 2.37 concerning switching to test mode in standardspecification for EJ-S-1T_RO and ET-S-1T_RO in point 2.36 it is told that the test mode is switched on by connecting to the grid voltage and in point2.37switched off by voltage disconnecting following 2 hours of switching to test mode.

A: The test mode, mentioned here, is testing mode for verification of the meters, based only in higher resolution of the value on the LCD – to three decimals. This is not the REAL TEST MODE with higher functionalities.

For CZ and BG

The „switching to test mode“ signal is generated by the calibrating station through the IR interface (command E2 0101). The „switching off“ is effectuated automatically following 2 hours after the switching to the test mode.

For RO

The test mode is switched on automatically following the connection to the grid voltage and switched off following two hours of operation.

Q:

For us, it seems to be an error becauseafter voltage disconnection and following the reconnection to the grid voltage, the meter will start again in test mode, which cannot happen.

A:This is not an error.This is not the REALTEST MODE, but testing mode for

verification of the meter with higher resolution of the values on LCD.

Questions concerning the tender – CEZ – EJ-S-2T_CZ:

Q: Ref. 2.23:

As per ČSN EN ISO 898-1 standard, we know the strength classes 4.8 and 5.6. Please specify the mechanical qualities of screws in compliance with the required strength class 5.1. Can we use the commonly applied ZnCr surface protection?

A: ZnCr finishing only is not acceptable – see enclosure „Mechanic“.

Q: Ref.2.26:

How shall we interpret the requirement: “Is it required that the clamps with a different potential must be separated by an isolation barrier?” These problems are expressly provided under the ČSN EN 62052-11. Do the requirements under the standard seem to you insufficient? How shall we interpret the term ‘different potential’ (1V, 1kV, etc.)?

A: It is the underlining of the necessity to fullycomply with allthe relevant Czech standards with respect to this query.

Q: Ref. 2.29:

As far as our recent experience is concerned, the T1 tariff is active as long as Clamp No. 13 is connected to Clamp No. 11 (connected to zero conductor). Is this logic of control of tariffs kept?

A: The logic is applicable only to the CZ and RO grids, not to the BG grid. Note that there is ONLY ONE TARIFF in RO, without control.

Q: Ref. 2.30:

What does the “enclosure is unacceptable” expression mean? Does the bonded joint meet your requirement for attachment of the eye?

A: The hanger – fixing eye must be delivered mounted. We cannot accept

a delivery of the separately packaged fixing eye.

Q: Ref. 2.37:

We are convinced that a mistake has occurred in the technical standards, in the quotation of ČSN EN 62052-11 standard, 7.5.4. instead of 7.5.6. Please confirm/decline our assumption and/or provide a closer explanation.

A: You are right. The Article 7.5.6 is missing. We require completion of tests according to ČSN EN 62052-11, Art. 7.5.4 and 7.5.6.

Q: Ref. 2.41:

Which principle should be applied to switching the electrometer from the service mode to the stand-by mode?

This issue is to be understood that, after switching to the service mode, the electrometer must have a power supply for at least 2 hours so that in case of power disconnection it would turn back to the operating mode.

A:The „switching to test mode“ signal is generated by the calibrating station through the IR interface (command E2 0101). The „switching off“ is effectuatedautomatically following 2 hours after switching to this test mode.

Q:

In connection with the announced tender 338-2007 for Bulgaria, we would like to ask you for your opinion concerning the applicable type approval of the enquired electrometers for Bulgaria issued by the State Agency for Metrology and Technical Supervision. Following the information from our partner in Bulgaria, we are not sure if an approval from any EU countries would not suffice, as this is required by some other power engineering groups, such as EVN.

The reason rests in the fact that if we prove the compliance of the electrometers with the applicable standards and specifications laid down in Chapter 3.1, which comply with EU Regulation No. 22/2004, then their own certificate from the Bulgarian Metrology shall not be required so as to evidence the fitness of their devices. As far as our information is concerned, the State Agency for Metrology and Technical Supervision has no approved procedure with respect to the approval of new electrometers.

The situation in the CzechRepublic is identical. The electrometers which have a “MID” certificate under the new act are not required to be approved at all and can be distributed directly; they do not have to be even officially certified. The electrometers which have been certified according to the previous regulations – local, no methodological instructions as to the procedure are established, this concerns the Eastern Europe in particular, so, as a rule, metrological authorities accept the approval marks of other EU countries.

A: We understand that you are well informed on this subject – bringing of new (MID) meters to the market vs. the state of new legislation. We can say that not all procedures were approved and that is why we require the approved meters according to Government Regulation No. 464/2005, Section 9 – Transition assignment, so that we can assure requirements of the valid legislation relating to the approved meters in CZ. The same situation is in other countries, e.g. BG and RO.

Q:

However we found in requirements following the sentence:"Certificate of type approval for the Czech Republic, issued by ČMI in compliance with Section 9 of Government Regulation No.464/2005 Coll.– Regulation No.464/2005" and previous description in the section Compliance with relevant standards and regulations concerning Czech standards and regulations included in:

My main doubts concern the Certificate issued by ČMI in compliance with Section 9 of Government Regulation 464/2005 Coll.– Regulation No.464/2005. This is the MID certificate and having spoken with Dr.Karel Sefcik from ČMI I learnt that ČMI has not issued such certificate yet.Besides standards which you have disclosed, there are old certification rules concerning TCM / TEU type approval.

A: This tender was opened for meters approved under the “old certification rules“.

There is no evidence regarding the MID meters approved for the Czech market now.

Please read carefully Section 9 of Regulation No. 464/2005 and find the „10 year transition assignment“. Everything is written and explained there.

Questions concerning the tender – CEZ – EJ-S-2T-SH_BG:

Q. Ref 6.2:

Should we understand that the permanent low consumption mode of the LCD is meant for the backlight illumination?

A: Yes. It is the low consumption backlight illumination.

Q. Ref 6.2:

What advantages does the tenderer receive when complying with all or some of the optional technical parameters?

A: The mandatory parameters must be complied with, the optional need not. The optional technical parameters may be applied in case ofthe relative equality of prices.

Q:Ref 4.38:

According to Section 4.37, the test mode switching on is done with the command Е2 0101, which is sent to the electrometer by an external testing /etalon device/, and the test mode switching off is done after a two-hour test, followed by disconnection of the electrometer from the 220 V voltage and of course, then after connection to the voltage, the electrometer starts working in normal not a test mode.

How is the two-hour interval defined (set) – by the testing device or by the tested electrometer?

A: The interval is defined by tested power meter. The „switching off“ is effectuated automatically following 2 hours after switching to test mode.

What should be done with the accumulated energy during this test – should it be added to the total energy register or not?

A: The accumulated energy during the test should be added as in case ofstandard measuring – it is only the higher resolution of the value on LCD, three decimals.

Should the software for reading the electrometer via HHT be provided by us?

If so, should this software be provided together with the samples and the documentation required for the participation in the tender?

A: Yes, together with the samples and the documentation.

Q: Ref. 4.2:

Should this software be localised in English or is it possible to have a Bulgarian localization?

A: For this tender, we require the English localization.

Should the HHT be provided by us?

If so, should it be provided together with the samples and the documentation required for the participation in the tender?

A: Yes, together with the samples and the documentation.

Should the synchronizing software for reading and processing the data, acquired by the HHT be provided by us?

Q:Ref 4.32:

For the sake of brevity, you have indicated some of the OBIS codes with first prefix C and F, respectively.Does this mean that, during the communication exchange via the optical port, these prefixes must be transmitted in accordance with the OBIS coding as C=96 and F=97?

A: We require the coding according to the standard specification.

Q:Ref 4.32:

Please specify what is the exact type of the operation parameters in terms of format and number of digits, and namely – the data for ZST10 and ZST12, marked as С.8.1 and С.8.2, respectively.

A: We require this time format:

„ZST10“: time stamp[YYMMDDhhmm]

„ZST12“: time stamp[YYMMDDhhmmss]

Q:Ref 4.33:

Please specify what type of markings for hardware protection you mean – seals, markers, stickers; and where should they be located on the electrometer?

A: For instance HW jumper, press button under the official marker (stickers are not allowed).

Q:Ref. 4.11:

Is it necessary that, together with the cycle displaying /8 second-tact/ of the data from the measurements of the energy by the twp tariffs, the astronomic date is also displayed, which shows the correctness of the stroke of the astronomic clock.

A: The real time (quartz clock time) will be displayed – see Point 4.30 of the standard.

Q: Ref. 4.11:

Is it necessary to transmit the astronomic date during reading via the communication interface, together with the data for the tariff registers and all other parameters according to item 4.32?

A: The astronomic date will not be transmitted during the reading.

Questions concerning the tender - CEZ - EJ-S-1T_RO

Q: Ref 2.33:

Is the requirement for 12 kV mandatory, will 8 kV not suffice?

A: For RO, 12 kV is a mandatory parameter, for CZ and BG 8 kV is a mandatory parameter.

Q:

Is it possible to mark the active tariff by blinking (flashing) of the symbol T1 /T2/, and not with an arrow, as shown in item 4.30?

A: Point 2.17 – The explicit signalling means permanent illuminationof a LED or a symbol.

Q:

s it possible to develop the software for parameterization on the basis of Windows XP?

A: Yes, we accept Win CE base as well.

Q:

Should for each applied position /EJ-S-2T-SH_BG, EJ-S-1T_RO/ a separate set of documentation be prepared?

A: Prepare a set of documentation for CZ, BG and RO (country based).

BUSINESS QUESTIONS

Q: Ref. Invitation to Tender , Clause XII.3) Working language:

English is specified working languageShould the correspondence and the other contractual documents (including delivery documents) which are made for the deliveries destined to CEZ Romania be submitted with the Romanian translation as well?

A: NO, English is necessary.

Q: Ref. Annex No. 2:

The price is expressed in CZK /EUR.For the offer submitted for “Partial Delivery III – Romania” the price should be expressed in both LEI /EUR or EUR only?

If the price is expressed in EUR:please clarify which date (day) of BNR exchange rate of LEU/EUR will be taken into consideration with regard to invoicing?

A: The price has to be submitted in EUR.

Q: Ref. Annex No. 2:

Please specify if the weight (in Kg) should be net weight of electrometer or the gross weight (including the respective packaging)?

A: The Net weight of electrometer has to be specified.

Q: Ref. Bid Form:

Should the offer be translated into Romanian language as well?

A: NO, English is the only language for the offer.

Q: Ref. Bid Form , General Section , VI. Liability Insurance:

Can the Tenderer issue a Performance Bond on behalf of the Purchaser in the total amount of 5% of the total value of the contract for such requirement?

A: The Performance Bond is not required. The tenderer shall specify only the insured sum under liability insurance policy for potential insurance accident in the future.

Q: Ref. Purchase Contract, V. Documentation:

In which language should the shipment documents for “Partial Delivery III- Romania” be issued, in Romanian language as well?

A: The shipment documents for “Partial Delivery III – Romania” shall be issued primarily in English. These documents can be issued in Romanian too, but only after compliance between the buyer and the seller in the contract.

Q: Ref. Purchase Contract, XI.Concluding Provisions, 11.3:

In which language will be the labels for the delivered products in Romania made?(the Contract specifies English language).

A: The labels for the delivered products in Romania shall be made primarily in English. These labels can be made in Romanian too, but only after compliance between the buyer and the seller in the contract.

Q: Ref. Purchase Contract , II Subject Matter of the Contract , Clause 2.3:

It is provided that “The Seller undertakes to reimburse accommodation , …… with respect to the final test and acceptance of goods at the Seller’s production facility”

Please explain in more detail the meaning of “final test and acceptance of goods“, because this condition is not stipulated in other tender documents.

A: The final test and acceptance of goods at the Seller`s production facility is generally used condition of CEZ Logistika, s.r.o. contracts. In this case it is not expected.

Q: Ref. Annex 5, Point 3):

Please clarify the following:what is the meaning of “unverified electrometers” if in the Purchase Contract, Clause II, Point 2.3. g) it is required as follows:“The Seller undertakes to duly perform routine tests as per IEC standard”.

We understand that “unverified” means meters without metrological seals and no metrological checking bulletin.Please confirm.

A: YES, you are right.

Q:Is the BID BOND requested in order to participate in the Tender?(it is not indicated in any of the tender documents)

A: NO, the BID BOND is not requested in order to participate in the Tender.

Q: Ref. Purchase Contract, III.Price of the Subject Matter- 3.1.Total purchase price - item 7) for Romania :it is specifiedas follows:“ three–phase static two-tariff electrometer…” instead of three-phase static one- tariff as in the other documents of the tender (Annex no 1, Annex No.2)

A: YES, you are right. It is a mistake. We apologize for it.

TECHNICAL QUESTIONS

Clarifications at the technical specification for single-phase static meters

Standard specification: EJ-S-1T_RO

Q: Ref. 2.8.

Because Imax = 65 A is not an usual value please specify if there are accepted static meters as per the tender technical specification which have in the Model Approval the variant of 80 A ?

A: No. The 65 A value is fixed.

Q: Ref. 2.16.

Is the power value indication through the flashing icon with frequency proportional with the measured power acceptable?

A: No. We demand a proportional view (image)on the LCD i.e. a BAR GRAPH.

Q: Ref. 2.20.

Is it acceptable that the additional terminals no.2 & 5will be connected with cable terminals clamps, taking into consideration that they are connected in the circuit with current terminals through short circuit clamps?

A: Yes, if „the cable terminal clamps“ mean the terminal connecting clamps of the meter.

Q. Ref. 2.22.; 2.23; 2.24.

Please specify the notation related to the screws named PZ/S2; PZ/S1; PZ/S3.

A: The „PZ“ means a POZIDRIVE type of screw (its head), S1,S2,S3 is its size.

Q. Ref. 2.26.

Referring to the “fixing eye”, please describe clearly the meaning of “Positionable blocking” and “tension and press endurance”.Please specify if the technical condition related to the upper fixing earring (“eye” as per your feature), which must be fixed by its blocking on the static meter case and must resist the tensions and press endurance generated by this fixing.

A: The positionable „fixing eye“ (transport or working position) or the removable fixing eye must be in the working position blocked (detented) and resistant against the meters’own weight plus the tension of the connected wires (if any)–tension detention. The same detention is required for the contrary action– pressure detention.

Q: Ref. 2.28.

The value of the horizontal positioning can be accepted to be max. 56 mm?

A: No. See the drawing/scheme.

Q: Ref. 2.31.

OBIS codes are requested for the memorized information/transmitted or must be displayed on the LCD?

A: Only to the memory. T1 or T2 will be displayed on the LCD.

Q. Ref. 2.36.; 2.37.

Please specify in detail and clearly what the test mode consistsin, how it gets in or gets out from the test mode.It is a common practice (during the entire period) that the billing data recorded by the elecotrometer are not modified.

A: During the „test mode“, all the functions of the meter are provided, only the LCD displays in extended format – three decimals (excluding the unviewabledigits furthest on the left). The active tariff without rolling of the values is displayed. Everything is written in the basic technical parametersof the standard. The „switching to the test mode“ signal is generated by the calibrating station through the IR interface (command E2 0101). The „switching off“ is effectuated automatically following 2 hours after the switching to the test mode.
