POSITION TITLE: Transfer Station Operator 1

REPORTS TO: Director of Planning and Development Zoning and Health Supervisor

PURPOSE OF POSITION: Responsible for the efficient operation and general maintenance of the County Transfer Station and the provision of service. This is a safety sensitive position.

ESSENTIAL FUNCTIONS: Schedules incoming loads of refuse and removal of full dumpsters with contractors, and arranges for days with heavy workloads or special events.

Directs customers to areas designated for general trash, building materials, white goods (appliances), scrap tires, scrap metal and household hazardous wastes.

Monitors refuse placed in the bale fill to ensure safety and compliance with State, Federal and County solid waste laws and procedures.

Assists customers in unloading refuse and moving larger items to appropriate boxes with skid loader.

Determines residency of customers and charges for loads accordingly, receives fees and documents the transaction.

Responsible for the safe operation of Transfer Station equipment, machinery and vehicles, including but not limited to baler station and skid loader.

Plans and organizes a personal work schedule, prioritizes work and meets deadlines.

Assists in the preparation and maintenance of various departmental documents, records and reports including but not limited to the daily log regarding incoming and outgoing loads of refuse, daily receipt balances, charge account transactions and required weekly reports. Assists in reading and interpreting documents such as equipment schematics, operating and maintenance instructions and procedural manuals.

Assists in the performance of preventative maintenance, upkeep and minor repair duties of the baler station, skid loader, and other machinery including, but not limited to, changing oil, filters, and other engine fluids, lubricating, changing belts and hoses, and cleaning the interior and exterior of assigned equipment; reports major repairs and maintenance needs to Zoning and Health Supervisor.

Maintains a clean and safe working environment in accordance with Department of Natural Resources specifications through the application of safety procedures and preventative maintenance, upkeep and repair duties including but not limited to cleaning, washing and lubricating equipment, cutting weeds, painting, sweeping and picking up stray refuse in and around the facility.

Performs snow removal, salt/sanding and gravel work of loading/unloading area either manually or by using the skid loader.

Answer the telephone and provides information and/or answer questions of the general public.

Establishes and maintains effective working relationships with the general public, governmental officials, supervisors and coworkers.

Schedules incoming household hazardous waste loads, unloads toxic household hazardous wastes and separates and packs wastes for loads.

MARGINAL FUNCTIONS: Performs other duties as directed or as the situation dictates.

ESSENTIAL KNOWLEDGE EXPERIENCE AND ABILITY: Knowledge of and/or the ability to learn the safe and skillful operation of transfer station equipment, vehicles and machinery.

Knowledge of and/or the ability to learn to perform maintenance and upkeep on equipment, machinery and grounds. Knowledge of and ability to utilize the English language, proper grammar, vocabulary, spelling and punctuation.

Ability to learn, apply and enforce State, Federal, and County solid waste laws and procedures with firmness, tact and impartiality.

Ability to learn to read and interpret documents such as equipment schematics, operating and maintenance instructions and procedure manuals.

Ability to accurately perform mathematical calculations as related to job duties.

Ability to apply departmental policies and procedures in the performance of job duties.

Ability to accurately prepare and maintain various records, reports, correspondence and other department documents.

Ability to deal with the general public in a courteous and tactful manner.

Ability to apply proper telephone etiquette.

Ability to perform job duties efficiently while managing frequent interruptions.

ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES: Must possess a high school diploma or GED.

Must obtain certification in Hazardous Waste Operation and Emergency Response Training within a time frame established by the employer and successfully complete 8- hour refresher course in same annually.

Regular, reliable attendance at work is essential for this position. Work is generally performed outdoors or in an enclosed garage area, and requires a considerable amount of physical activity, including walking, standing, kneeling, bending, crouching, reaching, stooping, climbing, crawling and maintaining balance. Duties also require the ability to tolerate a work environment that includes contact with dirt, dust, exhaust fumes, toxic and non-toxic refuse and waste, poor lighting and inclement weather. The employee regularly works near moving mechanical parts and must occasionally maneuver in and out of confined spaces.

An incumbent must have the ability to regularly lift and/or carry 50 pounds and occasionally lift and/or carry 75 pounds and possess the coordination and manual dexterity necessary to operate transfer station equipment and machinery. Vision abilities include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. The noise level in the work environment is usually moderate to loud depending on the workload. Work may be stressful during periods of heavy activity and in dealing with irate citizens and time constraints. POSITION: TRANSFER STATION OPERATOR 1
