Policy: Substitutions During Finals Policy

PURPOSE:

The purpose of this policy is to allow for the utilisation of a non-original team player during finals so that a team is not disadvantaged if they have insufficient team members for finals of Rockhampton Netball Association (RNA).

POLICY:

RNA recognises that team member availability for finals can be impacted for a variety of genuine reasons and rather than have a team not being able to place a competitive team on the court for the finals series, RNA will consider requests from teams participating in finals to utilise players from lower grades within the team's affiliated Club. Players under this policy may be from: o a lower grade; o a junior grade into a senior grade, and/or o a floating junior (refer to floating junior policy).

Non-original players who have been approved by RNA are only to be utilised on court if there is less than seven original players unable to play due to injury, illness or unavailability. Unavailability will be based on genuine reasons for nonattendance such as work that is unable to be rostered off, not in Rockhampton due to work or similarly important reasons and family issues that are of an important nature. Social based reasons such as parties, dances or another sport involvement may not be considered as genuine unavailability.

The request to utilise non-original team players is to be submitted to RNA on the appropriate form. Submission of the form to Rockhampton Netball Association is required prior to the commencement to Semi Finals. Only in extenuating circumstances will the form be accepted after the due date. No requests under any circumstances will be considered after the official score sheet has been checked by RNA and delivered to the official scorer/s.

Non-original players are to sign the score sheet under Substitutions and are to meet the eligibility requirements according to policies and by-laws. The signatures of non-original players will be checked by the Registrar.

If an original player needs to be substituted during match play, the AANA rules apply. If the substitution is to involve a non original team member, the scorer must note on the back of the score sheet as to why the original player needed to be substituted by a non-original, i.e. injury or illness. If the reason is not apparent, the coach or manager must inform the scorer of the reason.

If the substitution takes place during an interval, stoppage or break, the coach or manager must inform the scorer of the reason an original player is requiring substitution if a non-original player is the substitute. The scorer must note on the back of the score sheet as to why the original player needed to be substituted by a non-original, i.e. injury or illness.

The instant that a breach occurs, the matter must be acted upon to avoid the game reaching conclusion and post match protests occurring. The Management Committee reserves the right to not accept a post-match protest, as the matter should be dealt with as per this policy.

Should an original player be returning to the court, any substitution is to include the non-original player.

BREACHES:

If RNA has not approved a request for non-original players to be utilised during finals, at the time the score sheet is checked by the Registrar, the team will be informed that the player/s are ineligible to take part in the final.

If the coach or manager of the team does not inform the scorer of a valid reason for the substitution of an original player with a non-original player, the scorer is to inform the umpire and the non-original player cannot be a substitute for this occurrence. The team can reinstate the original player or play with less than seven players but no less than five.
