MECHANICAL (Power)

1.0 ORGANIZATION

Mechanical Loco department is headed by Sr.DME/Power assisted by ADME (P). There are 5 integrated crew lobbies, 4 Runnning Room and 3 RDI’s in BKN division. BKN & CUR lobbies are headed by loco supervisor and rest of lobbies are headed by Crew Controller In-charges. RDIs at BKN, CUR & HMH are headed by CLI fuel.

2.0 STAFF STRENGTH

On roll strength of running staff is 669 (including Crew Controller & Power Controller & CLIs) against Sanctioned strength of 752.

On Roll strength of maintenance staff is 99 against sanctioned strength of 125. Maintenance staff is being utilized to manage the R/Room, RDI & Lobbies.

4. RUNNING ROOMS:-

There are four combined running rooms for guards and drivers located at SOG, BKN, CUR & HSR.

v  Explosive clearance obtained for all RDIs from PESO department, Nagpur.

v  For the purpose of fuelling & maintenance of GM locomotives (WDG4/WDP4 Locos), a fuel pad inaugurated at HMH by Hon’ble DRM/BKN on 28.02.2013.

6. CREW MANAGEMENT SYSTEM (CMS)

Crew Management system is functioning properly at BKN, HMH, HSR, SOG & CUR lobbies. CMS equipment in lobby at BNW is under Control of traffic department

As per the instruction of HQ/Jaipur one complete set of CMS equipment has been sent from HSR to CUR..

7. IMPORTANT ACHIEVEMENTS:-

A. For the purpose of energy conservation, 9244 locomotive were shut down during lie over totaling 46125 hours in the financial year 2012-13. This has resulted in saving of H.S.D. oil costing Rs. 48295692.

B.  10 hrs. duty of running staff in financial year 2012-13 is 83.7% compared to 81.03 % in financial year 2011-12.

C. IMPROVEMENT IN CMS SYSTEM:-

In order to prepare NDA & RA effectively on CMS the following software features have been incorporated in CMS with the coordination of CRIS:-

v  BKN-RTGH, RTGH-SRDR, SDLP-HMH & SGNR-SOG (via CLL) sections are included in the system.

v  Nal station in BKN-KLYT section has been included in the system.

v  Short trip 120 km. of running staff is also included in CMS(earlier this facility was not available in the system)

v  06 heavy duty printers have been provided in all CMS lobbies(earlier this facility was not available in the system).

D. ACHIEVMETS IN RDIs OF BKN DIVISION

v  RDI/HMH is shifted to the new safer site.

v  Extension work of RDI/BKN has been completed in Feb.-13.

v  For the purpose of fuelling & maintenance of GM locomotives (WDG4/WDP4 Locos), a fuel pad inaugurated at HMH by Hon’ble DRM/BKN on 28.02.2013.

E. ACHIEVMENTS IN LOBBIES OF BKN DIVISION

v  64 nos. GPS based fog signal devices (Pilot Assistance system) for safety has been supplied in RE-HSR-BTI section. Revised trial of these equipments has been completed after updating of mapping. All Mail/Exp./Pass. Loco Pilots of HSR & RE running in RE-HSR-BTI section are equipped with FSD.

v  A totally modernized air conditioned new guard and crew lobby has been inaugurated at HSR by Hon’ble GM/NWR/Jaipur on 16.02.2013.

F. ACHIEVMENTS IN RUNNING ROOMS OF BKN DIVISION

v  Electric Chimney has been provided in running rooms BKN,CUR,HSR & SOG.

v  23 bed side lockers have been provided in running room HSR.

v  33 quilt with 340 quilt cover have been provided in running room BKN,SOG,CUR & HSR.

v  01 sofa set,02 easy chair & 01 wooden bench have been provided in running room HSR.

G. MAN POWER

v  Pin pointing of Maintenance staff implementd in the division after obtaining permission from competent authority. In the above Pin Pointing 04 posts of MPK (Misc.) & 02 posts of Fitter of RDI/SDLP shifted to RDI/CUR.

v  After shifting administrative control of RE lobby from BKN divison to JP division, 05 posts of crew controller , 03(Tfc.)+05(Loco)=08 lobby operator posts,02 posts of Ministerial staff & 03 posts of MPK(RR) have been transferred from BKN division to JP division.

v  16 posts of Lobby operator has been provided in various lobbies in BKN division after obtaining permission of competent authority. These posts are given from existing Ministerial cadre of Mechanical department.

9. INFORMATION TECHNOLOGY

v  Following information has been made available on FTP and same is update regularly:-

(a) Lobbies, Running Rooms, RDI, Cadre Position, Performance Parameters Loco & Crew , Works, M&P & RSP, Presentation , Inspection ,Highlights/ Innovation ,PCDO, Budget and Important communication/ Feed back.

(b) Running allowance & Night duty allowance of running staff are being prepared on CMS.

(c) Computerization of all Loco Lobbies.

(d) All correspondence with HQ now being done on e-dak.

10. ASSISTANCE REQUIRED

v  BKN division is facing difficulty to fill up the vacancy of CCR & PCR as Loco pilots are not interest to work in these posts because of expected loss in KM allowance given to them. An early action may kindly be taken in this regard.

v  Existing running room at CUR is old designed and have limited infrastructure. Proposal for construction of new RR at CUR is with construction department.

v  Augmentation of BKN Running Room by 05 rooms, proposal sent to HQ under PU-64 Law Book.

v  A stocking proposal for 880 Spare batteries & 95 Chargers have been sent to HQ on 26.04.12 & 12.11.12.

v  A NS indent dated 08/02/2013 for procurement of 132 complete VHF sets has been sent to HQ on 13.03.13.

v  Indent No. 023050020 dated 21/03/2013 to procure 439 nos. Battery Pack for Kenwood TK-2107 VHF sets, sent to HQ through S&T department on 05/04/2013.

v  Indent No. 023050021 dated 22/03/2013 to procure 395 nos. Battery Pack for Motorola GP 328 VHF sets, sent to HQ through S&T department on 05/04/2013.

v  Stocking proposal No. 310218 dated 13.06.13 of 68 transreceiver VHF hand held 1W/SW synthesized with N1-MH Batteries conf. VH-3 band 136-174 MHZ fuel band battery cap.(with battery & battery charger) has been sent to COS/N.W.Rly./Hqrs office/JP vide Dy.CMM/BKN letter no. LJ-06/BKN/04/13-14/X dated 13.06.13.

v  New CMS Kiosks yet to be commissioned at CUR & HSR lobbies.
