3 / Matters Arising
Playpark - The legal process is causing some delay.To be progressed. GS
Norbord - Emissions seen to be darker than usual. This is due to the commissioning of the new stack.

5 / Highland Councillors’ Report.
There was discussion on the response from Transport Scotland to BCC’s objections. If the route were to follow the CC’s preferred option it would result in compulsory purchase of 2 properties at Allanfearn. Noise nuisance would be mitigated but the question of what happens if the modelling of anticipated noise increases is wrong will be asked. The BCC will maintain our objection to the lack of a footpath (NMU) on the south of the new road from the Hedges to the crossing at Milton of Culloden. The BCC welcomed the inclusion of CCs in the detailed design of visual mitigation.
Response to be sent to Transport Scotland. IW
Transport Scotland will consult with Highland councillors from Ward 17 over the new A96. This will take place before 8 Sep which is the date for Transport Scotland to receive confirmation, or withdrawl of objections to the new road.HCs
The contribution by developers to education has increased substantially. Highland councillors were thanked for their efforts over this and in particular Cllr Jarvie.
The Budget is still under great pressure. Options to resolve this are increase revenue, cuts in services and greater efficiencies.

6 / Chair’s Report.
A proposed development within the Culloden Battlefield area was discussed and the view was taken that with the current level of information an objection to it would be made.
More information about the shape of the new junction that was to be constructed, at Viewhill, as a result of the development of the farm will be sought. GS
