2431.12 - Methods of Measurement Presale measurement sales: Use presale measurement for all timber sale offerings in the Southwestern Region unless otherwise authorized by the Regional Forester.

2431.3 - Rates

2431.31 - Minimum and Standard Rates Use the following table to price all convertible products that will not be appraised by the Transaction Evidence Appraisal. These rates are standard rates for the Region. Each Forest should consider developing their own standard rates for their area. Any Forest standard rate may not be below the Regional rates.

2431.31a - Standard Rates Use the following table when determining what products are available or which categories may not have any products in commercial timber sales:

Forests should make a determination about which products their Forest will offer for sale and which categories will not be a product in commercial timber sales based on the above table. Coordination with adjacent National Forests will be necessary to list the same size material in different product categories. Forests must determine that a permittee is in compliance with state laws pertaining to transportation of plant material before issuing permits. Permits shall not be issued for plant species on the Region 3 Sensitive Plant Species list, federally listed or proposed.

2431.31b - Minimum Rates. The following are base rates (FSM 2431.31), and include both stumpage and K-V. These rates are based on the high value, medium value, and low value species and products groups.

Use the standard rates stated herein as the minimum advertised rates for all timber sales.

2431.31c - Minimum Charge for Small Sales The following minimum charges are established for small sales:

1. Sales shall not be less than $20 for any forest product except Christmas trees.

2. A minimum charge of $10 is established for over the counter and sale-by-mail personal-use Christmas trees in Arizona. personal-use Christmas trees in New Mexico. Local situations may require higher prices to be set in a Forest Supplement establishing standard rates.

When collecting required deposits, the District Ranger shall prepare a plan or plans for the use of the deposits. A master plan(s) with map, for a Ranger District or for geographic areas within Districts, may be prepared for groups of small sales. File at the District Ranger's office and Forest Supervisor's office (FSM 2435, FSM 2470). Use Form FS-2400-62, Brush Disposal Treatment Plan, when planning for the collection of required deposits for slash disposal. Make plans for erosion control or road maintenance using the general outline and instructions of the Sale Area Improvement Plan, Form FS-2400-50, with appropriate wording changes. If appropriate, prepare Salvage Sale Fund Plans on Form FS-2400-51.

2431.4 - Bidding

2431.41 - Bidding Method

Use only the sealed bidding method on all offerings in areas where there is little or no competition on timber sale offerings. In areas where there is competition, use of action and sealed bidding methods are authorized.
