Minutes of the Meeting of Marston Montgomery Parish Council Held on Thursday 14Th January

MINUTES OF THE MEETING OF MARSTON MONTGOMERY PARISH COUNCIL HELD ON THURSDAY 14TH JANUARY 2016 IN THE CORONATION HALL AT 7.30 P.M.

Present: Cllr. K Bull, Cllr. M Butler, Cllr. P Collyer, Cllr. R Butler,

Cllr. N Brown, Cllr. E Archer.

3.  Minutes of the last meeting held on 28th October 2015

Proposed by Cllr. R Butler and seconded by Cllr. M Butler these were agreed as a true record and signed as such by Cllr. K Bull

4.  Public Participation – There were seven members of the public present

5.  Proposed Planning Application for 9 New Houses and a New Village Hall on land at the rear of the Primary School by Radmore Homes.

Mr. Thomson (Radmore Homes) stated that the plans had not been submitted to DDDC and once they had he would be in a better position to answer any questions regarding the application. He had not expected to be called to a meeting until the plans had gone in. Cllr. Bull said he would like to see the plans when available as when trying to view on the DDDC website it was difficult to get a proper insight due to the reduction in size.

Mr. Thomson said minor changes would be made to the plans before they were available but assured Cllr. Bull he would be able to view them.

Cllr. Bull offered is his experience in planning as he had been involved with planning applications over a number of years in his role as District Councillor. He also made it clear that he was supportive of the new village hall.

Mr. Thomson also stated that 9 new homes in the village would hopefully bring in families who would send their children to the village school whose numbers are very low at present.

Mr. Thomson asked who he would need to approach regarding the right of way needed over the Village Hall Car Park as this was the most sensible access to the 9 houses and the new hall. Cllr. Bull said that the Village Hall Committee would be the first port of call but ultimately the Parish Council as Trustees of the Village Hall would put the question to the whole village.

Mr. Alan Humphries suggested that the Village Hall/Parish Council need to get a valuation on the car park. Cllr. Bull said it was the Village Hall Committee’s responsibility to get this valuation. The land on which the current Hall stands also needs to be valued as if the New Hall is built then this land could be sold.

Cllr. Bull said that this land was given to the Parish by Mr. S Weston and therefore the Village would have to be consulted on any sale.

Cllr. P Collyer stated that at the end of the day the village would be getting a new hall.

Cllr. N Brown stated that not all the Village Hall Committee Members were in favour of the New Hall.

Cllr. Bull stated that the Village would have their say on what they wanted.

Cllr. M Butler asked if the Parish Council would be willing to give a grant towards the cost of the valuation and this was echoed by Mr. Humphries.

Mr. Thomson said it could be many months before the plans were finalised.

Cllr. Bull thanked him for attending the meeting.

MATTERS ARISING FROM THE PREVIOUS MEETING HELD ON WEDNESDAY 28TH OCTOBER 2015

6.  Restoration of Phone Box and Commemorative Seats. Cllr. Archer reported that the book club had volunteered to paint the phone box and seats but work had not been carried out due to the poor weather conditions.

Mr. Murray said the Arts Society had agreed to buy the paint but also commented that the box is cracked and further restoration could be required. A suggestion was made that maybe the box might be replaced and it was agreed to look into this.

Cllr. Bull stated the Parish Council would be willing to make a grant towards the restoration.

7. Potholes – Update The Clerk reported that she had written to Derbyshire

County Council Highways Department regarding the potholes on Marston Common and had received a reply stating that these have now been repaired. It was agreed that due to weather conditions it was always going to be an ongoing situation.

8.  Planning Decisions – Planning Application 15/00676/CLEUD – Use of

Building as Commercial Workshop for Vehicle Maintenance and repairs at Nook Garage, Cubley Lane, Marston Montgomery for Mr. A Robinson

Refused.

CORRESPONDENCE

9.  Central Rivers Proposed Landscape Partnership Scheme

This was a letter inviting the Parish Council’s views on and support for

Proposals for a Heritage Lottery funded Landscape Partnership Scheme

Covering the Trent, Tame and Dove River Valleys.

The Clerk agreed to look into this.

FINANCIAL MATTERS

10.  Parish Precept for 2016/2017 The Clerk presented figures for the new

Precept suggesting the amount of £3000 for the coming year.

Proposed by Cllr. Bull and seconded by Cllr. M Butler it was unanimously

agreed to support this figure.

11.  New Parish Council Audit Scheme. A new Audit regime will commence

from the start of the 2017/2018 financial year when a new Sector Led Body

will oversee the Annual Audit and Parish Councils with a turnover of less

than £25000 will not be required to complete the Annual Return Form in

favour of new simplified form. There is a choice as to whether to opt in or

out of the new Sector Led Body and on the advice of the Internal Auditor it

was unanimously agreed to opt in.
