B.1.URGENT MATTERS – PROTOCOL ITEMS

B.1.a.Bylaw 12301 - To amend the Land Use Bylaw from CNC (Neighbourhood Convenience Commercial) District to DC5 (Site Specific Development Control) District, located at 2303 Riverbend Road, Haddow.

Councillor L. Langley stated that he had a pecuniary interest regarding Bylaw 12301 which was dealt with at the May 24, 2000 Public Hearing meeting. Had he been present at the that meeting he would have declared a pecuniary interest in that he and members of his family own property within the immediate area of the proposed development.

A.5.CALL FOR PERSONS TO SPEAK

D.H. Edey, City Clerk, stated if there were any persons present to speak to the passing of the following bylaws, they would now be heard:

L.BYLAWS

L.1.a.Bylaw 12322 – To amend the Land Use Bylaw and Appendix 1 to Section 820B Statutory Plan Overlay for the Belvedere Station Area Redevelopment Plan from RF1 (Single Detached Residential) District to RF4 (Semi-detached Residential) District; located at 13311 – 66 Street, Belvedere.

PURPOSE

To allow for the development of a semi-detached residential development.

M. Burt, on behalf of B. Short, was in attendance to speak in favour of the passing of Bylaw 12322.

L.1.b.Bylaw 12307 - To close lanes in Block 31, Plan 2715 AN and Plan 3034 MC, locatedbetween 118 and 119 Avenues and 34 and 36 Streets, Beacon Heights.

PURPOSE

To close the lanes in Block 31, Plan 2715 AN and Plan 3034 MC. Once closed, it is the applicant’s intent to consolidate these areas with their adjacent lands.

There were no persons present to speak to the passing of Bylaw 12307.

L.1.c.Bylaw 12317 - To amend the Land Use Bylaw from CSC (Shopping Centre) District to CB2 (General Business) District; northeast corner of 93 Street and 34 Avenue, Strathcona Industrial.

PURPOSE

To accommodate a range of commercial, retail and business service uses on the site.

There were no persons present to speak to the passing of Bylaw 12317.

L.1.d.Bylaw 12320 – To amend the Land Use Bylaw and Appendix I to Section 920 – Special Area Terwillegar Towne from AG (Agricultural) District (County of Strathcona) to RPL* (Terwillegar Towne Planned Lot Residential) District and AP (Public Parks) District, located east of Tompkins Wynd and south of Tompkins Place, Terwillegar Towne.

PURPOSE

To allow for street-oriented single detached dwellings and public park uses, respectively.

There were no persons present to speak to the passing of Bylaw 12320.

L.1.e.Bylaw 12321 – To amend the Land Use Bylaw from AGI (Industrial Reserve) District to IM (Medium Industrial) District, IB (Industrial Business) District and PU (Public Utility) District; located west of 184 Street and south of 114 Avenue, White Industrial.

PURPOSE

To allow for the development of two industrial parcels and a stormwater management facility.

B. Croucher, IBI Group, was in attendance to answer questions in favour of the passing of Bylaw 12321.

L.1.f.Bylaw 12325 – To close a portion of road right-of-way, Road Plan 992 4866, located south of Ellerslie Road SW, west of Calgary Trail Southbound SW, Rural South West.

PURPOSE

To close a portion of road right-of-way. Once closed, the parcel will be consolidated with the adjacent properties.

There were no persons present to speak to the passing of Bylaw 12325.

L.1.g.Bylaw 12326 - To amend the Land Use Bylaw from AGU (Urban Reserve) District to RA8 (Medium Rise Apartment) District; located east of 28 Avenue and west of 55 Street, Mill Woods Town Centre.

PURPOSE

To allow for the development of a medium rise apartment and designate the existing open space/walkway system as an integral part of the stormwater management facility to the south.

There were no persons present to speak to the passing of Bylaw 12326.

Mayor B. Smith asked whether there was any objection to Bylaws 12327 and 12328 being read together. No one objected.

L.1.h.Bylaw 12327 – To amend Bylaw 5739, as amended, being the Edmonton North Area Structure Plan through an amendment to the Eaux Claires Neighbourhood Structure Plan. 

PURPOSE

To redesignate a 0.22 hectare portion of land from Community Commercial to Medium Density Residential and realign 162 Avenue immediately south of the TransAlta Power Station.

L.1.i.Bylaw 12328 – To amend the Land Use Bylaw from CSC (Shopping Centre) District and DC5 (Site Specific Development Control) District to DC5 (Site Specific Development Control) District; located east of 97 Street and south of the TransAlta Power Station, Eaux Claires. 

PURPOSE

To increase the size of the DC5 zoned land and recognize the proposed realignment of 162 Avenue to the north. There will be no changes to the existing DC5 uses.

There were no persons present to speak to the passing of Bylaws 12327 and 12328.

Mayor B. Smith asked whether there was any objection to Bylaws 12332 and 12333 being read together. No one objected.

L.1.j.Bylaw 12332 - To amend the Land Use Bylaw and Appendix I, Section 820D – Statutory Plan Overlay for the Boyle Street/McCauley Area Redevelopment Plan from CNC (Neighbourhood Convenience Commercial) District to RA9 (High Rise Apartment) District; located at 9020 - Jasper Avenue, Boyle Street. 

PURPOSE

To accommodate the development of a high rise apartment building with minor commercial uses on the main floor.

L.1.k.Bylaw 12333 - To amend Bylaw 10704, being the Boyle Street / McCauley Area Redevelopment Plan, Boyle Street; located at 9020 - Jasper Avenue, Boyle Street. 

PURPOSE

To allow for the redistricting of the site to accommodate the development of a high rise apartment building with minor commercial uses on the main floor.

C. Wyatt was in attendance to answer questions in favour of the passing of Bylaws 12332 and 12333.

L.1.l.Bylaw 12334 – To amend the Land Use Bylaw from RSL (Residential Small Lot) District to RPL (Planned Lot Residential) District; located north of 167Avenue and west of 112 Street, Canossa. 

PURPOSE

To allow for small lot single detached residential dwellings on the site.

D. King and R. Denboer were in attendance to answer questions in favour of the passing of Bylaw 12334.

L.1.m.Bylaw 12336 -To amend the Land Use Bylaw from AGI (Industrial Reserve) District to IM (Medium Industrial) District and A (Metropolitan Recreation) District; located east of 75 Street at approximately 62 Avenue, Davies Industrial. 

PURPOSE

To allow for medium industrial uses on the site and preserve natural areas and parkland along the Mill Creek Ravine.

There were no persons present to speak to the passing of Bylaw 12336.

PURPOSE

To amend the Land Use Bylaw as it applies to this site from IB to IH. The proposed amendment will be more appropriate for the existing use.

J. Rossal, on behalf of C.W. Carry Ltd. (in favour); and G. Stebner, Consor Developers Inc. (in opposition), were in attendance to speak to the passing of Bylaw 12289.

L.1.o.Bylaw 12311 - To amend the Land Use Bylaw from CNC (Neighbourhood Convenience Commercial) District to DC5 (Site Specific Development Control) District, located west of 199 Street and north of 45 Avenue, Hamptons. 

PURPOSE

To allow for neighbourhood convenience commercial uses, and minor alcohol sales to be developed on the site.

L. Newton, Stantec Consulting, was in attendance to speak in favour of Bylaw 12311.

L.1.p.Bylaw 12316 - To amend the Land Use Bylaw from AG (Agricultural) District (M.D. of Sturgeon) to RF4(Semidetached Residential) District and RPL(Planned Lot Residential) District; located north of 153 Avenue and west of 137 Street, Carlton. 

PURPOSE

To allow for the development of semi-detached and planned lot residential dwellings on the site.

M. Pankiw, IBI Group, and G. Cantallini, Beaverbrook Developments, and M. Webb (to answer questions), were in attendance to speak in favour to the passing of Bylaw 12316.

Mayor B. Smith asked whether there was any objection to Bylaws 12323 and 12324 being read together. No one objected.

L.1.q.Bylaw 12323 - To amend the Land Use Bylaw from CR (Country Residential) District (County of Strathcona) to DC5(Site Specific Development Control) District; located at the northwest corner of Ellerslie Road at Calgary Trail South, Blackburne. 

PURPOSE

To allow for the relocation of the Ellerslie Gift and Garden Centre from the southeast to northwest corner of the Ellerslie Road/Calgary Trail Interchange. The proposed DC5 will allow uses including Greenhouse and Plant Nursery, General Retail Stores, Single Detached Housing, Major Home Occupation and Apartment Housing.

L.1.r.Bylaw 12324 – To amend Bylaw 8818, as amended, being the Blackburne Neighbourhood Area Structure Plan. 

PURPOSE

To amend Section 3.2 (f) and Figure 5 of the Blackburne Neighbourhood Area Structure Plan which currently identify the site as a “Special Study Area”.
