POSITION SUMMARY

Perform complex professional, technical and administrative work to further the Township’s objectives related to community development and municipal engineering functions. Work is performed under the general supervision of the Township Manager and Assistant Township Manager.

Protect human life, health, safety, and property; and preserve a sustainable environment.

Work is performed during regularly scheduled hours and will involve additionalhours, as needed. Attendance at evening meetings is required. The position is exempt under the Federal Fair Labor Standards Act.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Township Engineer shall:

  1. Perform duties, as directed by the Township, for the construction, reconstruction, maintenance and repair of streets, roads, pavements, bridges, culverts and other engineering work.
  2. Prepare plans, specifications and estimates of the work to be undertaken by the Township and furnish the Township with reports, information or estimates on any Township engineering work or questions submitted by the Township.
  3. Prepare designs, feasibility reports and estimates for public facilities, including but not limited to storm sewer projects, streets, recreational facilities, parking lots and buildings.
  4. Direct and control engineering matters of the Township as they are prescribed in the laws of the Commonwealth of Pennsylvania and Township ordinance.
  5. Ensure compliance with laws, regulations and permits as they relate to the duties of this job, including preparation and submittal of timely reports to regulatory and other agencies or to the public.
  6. Provide engineering advice and information to Township manager, Board of Supervisors, Planning Commission, and Zoning Hearing Board.
  7. Work with department heads and staff to develop and coordinate theplanning and execution of capital projects through preparation of bid documents and specifications, project administration and completion, project budgets, site safety, and all aspects of project management.
  8. Work with the Public Works Operations Manager to prepare the annual road improvement program bid documents and specifications; oversee the bidding process; recommend the lowest responsible, responsive bidder; coordinate the pre-construction paperwork and meeting; coordinate consultant inspections; process pay applications; and assure project completion and receipt of maintenance bond.
  9. Work with the Public Works Facilities Manager to prepare bid documents and specifications for facilities improvements; oversee the bidding process; recommend the lowest responsible, responsive bidder; coordinate the pre-construction paperwork and meeting; coordinate consultant inspections; process pay applications; and assure project completion and receipt of maintenance bond.
  10. Assist the Community Development Department staff in the administration and enforcement of the Township Zoning and Subdivision and Land Development Code including processing of:
  11. zoning applications,
  12. subdivision applications,
  13. minor land development applications, and
  14. major land development applications.

This includes engineering review and comments on the applications.

  1. Assist the Park Department Director and Assistant Director with park and recreation improvement programs to further goals of conservation, health and wellness, social equity, and stewardship.
  2. Prioritize and implement sidewalk and trail development within the Township.
  3. Overseestormwater management programs in the Township including areas of potential landslide or flood damage, erosion and sediment control, andcompliance with MS4 permit requirements.
  4. Plan, direct, coordinate, and supervise traffic engineer’s activities with regard to the overall functions of the Township.
  5. Plan, direct, coordinate, and supervise the geotechnical engineer’s activities with regard to the overall functions of the Township.
  6. Manage the retained consulting Township engineer’s activities with regard to the overall functions of the Township.
  7. Prepare grant applications and submit to appropriate agencies; administer state and/or federally funded grant projects and programs.
  8. Assist in the developmentof capital and operating budgets; coordinate and monitor Township engineering and consulting engineering budgets across all departments.
  9. Conduct inspections of field projectsand offer assistance and guidance to staff as necessary on technical issues, techniques and statutory requirements.
  10. Be responsible for and manage the use of a GPS data collection unit and entry of GPS data into the Township GIS.
  11. Prepare and maintain engineering records, reports, documents, specifications, proposals and contracts in designated areas; provide manual and electronic tracking/filing systems for the records.
  12. Examine regional engineering issues and trends; research and interpret laws, regulations and general information; identify policy, procedural and compliance issues, and recommend solutions.
  13. Perform related tasks as required.

Required Knowledge, Skills and Abilities

  1. Thorough knowledge of the philosophies, principles, laws, regulations, procedures, goals and priorities of municipal engineering, planning and community development programs.
  1. Thorough knowledge of zoning laws, comprehensive plans, and subdivision and land development including the formation, process of adoption and enforcement.
  1. Thorough knowledge of the Pennsylvania Municipalities Planning Code, public notice requirements, all applicable Federal, State and local laws, codes, and regulations.
  1. General knowledge of the scope and functions of municipal government.
  1. Working knowledge of personal computers and other standard office equipment.
  1. Ability to work with software products including MS Office Suite and Geographic Information System (GIS) applications.
  1. Ability to gather, analyze and evaluate facts and to prepare concise and informative reports.
  1. Ability to read site plans and maps as well as the ability to prepare and analyze comprehensive and technical reports and data.
  1. Knowledge of civil engineering principles, practices and methods for planning studies, designs, plans, specifications, estimates and reports.
  1. Knowledge of federal, state and county health and environmental regulations.
  1. Knowledge of the FEMA Flood Insurance regulations, PA Stormwater Management Act, and U.S. Clean Water Act
  1. Knowledge of and experience with the public competitive bidding and purchasing process.
  1. Knowledge of methods and techniques in the areas of construction compliance, field engineering, surveying and inspections.
  1. Ability to work collaboratively with Township staff to ensure effective and efficient operations.
  1. Work collaboratively with department staff to prepare department budget and monitor budget expenses.
  1. Ability to communicate complex ideas orally and in writing to developers, elected officials, and staff.
  1. Ability to interpret a wide variety of technical instructions, in book, manual, mathematical or diagrammatic form.
  1. Ability to read and understand, project and building plans, technical drawings and maps from various disciplines.
  1. Ability to establish and maintain professionally effective relationships with other township employees, vendors, community agencies, government officials and members of the general public.
  1. Excellent presentation, communication (verbal and written) and analytical skills.

QUALIFICATIONS

Education

  1. Bachelor's degree in civil engineeringor closely-related field from ABET accredited school (Accreditation Board for Engineering);Registered Professional Engineer (P.E.) in the Commonwealth of PA.

Experience/Training

  1. Must have a minimum 5-8 years of related experience in civil, land development, and municipal engineering.
  1. Demonstrated project management experience and a history of working with municipal staff and elected officials.

  1. Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land developments and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
  1. While performing the duties of this job, the employee is frequently required to talk or hear; sit; use hands to finger, handle, feel or operate objects, equipment, or controls; and reach with hands and arms. The employee is periodically required to stand or walk.
  1. The employee must possess the ability to lift and carry basic surveying and engineering equipment and maps; occasionally climb ladders; walk up and down stairs and enter manholes or other confined spaces.
