Section 1. Title

WCSA New Job Descriptions Act of 2014-2015

Section 2. Statement of Purpose

This bill proposes to replace and correct the current job descriptions as they currently exist on the

WCSA webpage.

Section 3. Statement of Policy

Executive Council

The President

The President represents the student body to the faculty, staff, administration, and the Santa

Barbara community. This representation will be fulfilled by the President’s presence on college committees and in presentations to various administrators, faculty, alumni, and/or parent groups.

The President will oversee WCSA by leading weekly executive meetings and evaluating all major decisions made by the organization.

The duties of the President include, but are not limited to, the following:

2. Serve as the official representative of the students to the faculty, staff, administration, and the

Santa Barbara community.

3. Preside over and set the agenda for WCSA Executive Council meetings.

4. Cast a vote on every Executive Council decision that comes to a vote.

5. Meet Weekly with the Vice President to discuss issues in the Senate.

6. If necessary, create a joint committee between the Executive Council and the Senate

7. Appoint WCSA members, and other students, if necessary, to college committees.

8. Fill any WCSA vacancies, which occur more than 30 days before a general election, with an

appointee. This appointment requires a three-fourths majority Executive Council vote and three-

fourths Senate vote to be confirmed.

9. Veto any vote of the Executive Council or Senate within 7 days of the initial vote. This veto can

be overturned by a three-fourths vote from both the Executive Council and Senate.

10. Meet with the College President, and other administrators, on a regular basis inform them of

student needs and to receive updates about any relevant decisions made by the administration.

11. Sit on the President's Council.

12. Unless otherwise delegated, receive and distribute all official communications from outside

Westmont on behalf of the student government.

13. Unless otherwise delegated, print the agenda, bills other and relevant documents for each

WCSA Executive Council meeting and distribute said agenda to all at the Executive Council

meetings.

14. Unless otherwise delegated, publish and distribute minutes of the Executive Council

within twenty-four hours of meeting and post minutes to collective Google Document and

WCSA Office, Kerr Student Center [email protected] (805) 565-6794 place on WCSA computer.

15. Unless otherwise delegated, maintain a record of all bills passed by the Executive

Council.

16. Unless otherwise delegated, notify Executive Council members of the time and place of

all Executive Council meetings.

17. Break ties, when they occur, on official WCSA Executive Council votes.

18. Meet weekly or bi-weekly with the Director of Campus Life.

19. Schedule individual meetings with any WCSA member as needed.

20. Maintain a minimum of two posted office hours per week.

The Vice President

The Vice President presides over the Senate. The Vice President will sit on college committees

and represent the student body in meetings with faculty, administrators, alumni, and/or parent

groups. The duties of the President include, but are not limited to, the following:

1. Attend all meetings of the Senate and Executive Council.

2. Preside over and set the agenda for WCSA Senate meetings.

3. Cast a vote on every Executive Council decision that comes to a vote.

4. Function as the WCSA President in the event that the President is unable to perform their

WCSA Office, Kerr Student Center [email protected] (805) 565-6794 aforementioned duties. When acting as President, the Vice President is not able to vote on

General Council decisions.

5. Sit on committees as appointed by the WCSA President.

6. Lend advice to the President in the process of recommending appointments (which would be

subject to both an Executive Council and Senate confirmation vote) to the Executive Council and

the Senate to fill a vacant, dismissed, or recalled position.

7. Collect biweekly reports from all Senators regarding dorm councils and important issues on

campus.

8. Serve on the Student Life committee.

9. Unless otherwise delegated, print the agenda, bills and other relevant documents for each

WCSA Senate meeting and distribute said agenda to all at the Senate meetings.

10. Unless otherwise delegated, publish and distribute minutes of the Senate within twenty-

four hours of meeting and post minutes to collective Google Document and place on WCSA

computer.

11. Unless otherwise delegated, maintain a record of all bills passed by the Senate.

12. Unless otherwise delegated, notify Senate members of the time and place of all Senate

meetings.

13. The Vice President shall have the power to commission Senate committees and appoint

chairs.

14. Schedule individual meetings with Senators as needed.

15. Break ties, when they occur, on official WCSA Senate votes.

16. Maintain a minimum of two posted office hours per week.

17. Carry out directives of both the Senate and the WCSA President.

Business manager

The Business Manager oversees the financial outlays and revenues of WCSA; this involves

proposing a semester budget, controlling funds, disbursing funds, and offering advice on the

appropriation of finances with regard to proposals and daily activities of WCSA.

The duties of the Business Manager include, but are not limited to the following:

1. Attend all meetings of the Executive Council.

2. Cast a vote on every Executive Council decision that comes to a vote.

3. Provide the Executive Council with an annual budget. This budget will be discussed, amended,

as necessary, and approved by a majority vote at the start of the school year.

4. Will annually reevaluate the stipends of WCSA representatives and will work with the various

members to assess their input before deciding if any alternations are necessary. This is to be

reviewed at the end of the first semester of the school year.

5. Oversee the revenues, expenditures, and debts of all WCSA monies, and to periodically report

the financial condition of all student organizations to the Executive Council.

6. Support and guide business managers from other affiliated student organizations funded by

student fees. The Business Manager will plan and facilitate a meeting between all of the student

organizations’ business managers each semester to discuss student fees and fund distribution.

7. Function as the WCSA President in the event that neither the President nor the Vice President is

not able to vote on General Council decisions.

8. Sit on committees as appointed by the WCSA President.

Communications Manager

The Communications Manager ensures seamless communication between the Executive Council

and the Senate and communicates the plans and purposes of WCSA to the

Student body.

The duties of the Communications Manager include, but are not limited to, the following:

1. Will work with the Senators to create a bimonthly "This Week at Westmont" summary of

important events and issues for Senator hall publications.

2. Sit on any committees to which the WCSA President appoints them.

3. Unless otherwise delegated, work with the Westmont Webmaster and Special Projects

Coordinator by helping provide meeting minutes, agendas, bills and other relevant documents to

keep WCSA website updated.

4. Work closely with campus publication groups to help publicize and promote an understanding of

WCSA Office, Kerr Student Center [email protected] (805) 565-6794 the work of WCSA.

5. Unless otherwise delegated, help coordinate design projects (either enacting the design on

various creative platforms themselves or assembling a team to create the desired material).

6. Function as the WCSA President in the event that neither the President, Vice President or

Business Manager is able to perform their aforementioned duties. When acting as President, the

Communications Manager is not able to vote on General Council decisions.

7. Unless otherwise delegated, take complete and accurate minutes of all Senate and Executive

Council meetings, and then distribute them to the respective leaders, the President and Vice

President.

8. Unless otherwise delegated, work with SB Community members on local projects such as

Montecito Beautification Day and other important events.

9. Maintain a minimum of two posted office hours per week.

Chief of Staff

The duties of the Chief of Staff include, but are not limited to the following:

1. Support the WCSA President and Vice President through administrative record keeping and

follow through.

2. Attend all weekly Executive Council meetings.

3. Collect ambassador report forms and work closely with ambassadors in their liaison roles.

4. Sit on any committees to which the WCSA President appoints them.

5. Make room preparations and reservations for all Executive Council and Senate meetings in

WCSA Office, Kerr Student Center [email protected] (805) 565-6794 accordance with the President and Vice President.

6. Be responsible for monitoring the implementation of legislation from the Executive Council and

the Senate.

7. Maintain a minimum of two posted office hours per week.

Senate

Hall Senators

Hall Senators represent the six residence hall populations on campus. One Senator will be

elected per hall. The primary responsibility of the Senators is to consult and work closely with

residence hall students to get input and ideas on ways to improve the student experience.

1. Represent students from your residence hall or specific allocation to WCSA and campus

administration.

2. Communicate with students & administration on campus issues.

3. Assist the Executive Council with the distribution of student fee funds to independent events, i.e.

Robot Food.

4. Attend and participate in weekly Senate meetings.

5. Cast a vote on every Senate decision that comes to a vote.

6. To draft and present bills to the WCSA Senate for any issues WCSA or the students deem

necessary

7. Convene and meet every other week with a hall council.

9. Meet monthly with Director of Campus Life or special projects coordinator and respective

Residence Hall Director.

Academic Senator

The Academic Senator will be elected in the general March elections and will be the

representative to the administration for academic concerns.

The duties of the Academic Senator include, but are not limited to, the following:

1. Serve on the Academic Senate.

2. Sit on committees as appointed by the WCSA President.

3. Attend and participate in weekly Senate meetings.

4. Cast a vote on every Senate decision that comes to a vote.

5. To draft and present bills to the WCSA Senate for any issues WCSA or the students deem

necessary

6. Maintain a minimum of two posted office hours per week.

At Large Senators

WCSA Office, Kerr Student Center [email protected] (805) 565-6794 At Large Senators represent an important aspect of Student Life such as Extracurricular activities or Athletics. At large senators are selected by the WCSA President and must be approved by a three-fourths vote of both the Executive Council and the Senate.

1. Sit on committees as appointed by the WCSA President.

2. Attend and participate in weekly Senate meetings.

3. Cast a vote on every Senate decision that comes to a vote.

4. Complete bi-monthly report forms.

Section 4. Enactment

This shall take place immediately upon enactment and will remain in effect until the updated job descriptions are posted in March of 2015.
