Meeting was conducted by Chapter President Eric Dodd and began at 7:15 pm.

A motion was made to approve the minutes of the 6/27/13 Chapter 2 Meeting. Minutes approved as read.

Chapter Pres. Eric Dodd gave a SWEB Report.

SEIU 668 has been successful in stopping the privatization and attacks on pension plans for now, but the threats continue and now more than ever we need a united front to fight off these attacks and the growing threat of Right to Work legislation.

Kathy McGinty spoke at the September SWEB Meeting. She is a democrat running for the governor's seat. She does have a lot of government experience and her family has a strong union background.

A motion was passed at SWEB to now provide Short-term Disability to state workers. The company is BVS and the premium can be payroll deducted.

Staff Director Bill Brooks has retired and 668 Staff Attorney Claudia Lukert has been moved into his position. Claudia will continue to work out of the Harrisburg office. The union will now have to post for a new Staff Attorney.

An arbitration was won for a Butler County Sheriff's Deputy who was wrongly terminated. The employee was put back to work, but received no back wages. This was a major win for Court Related employees against an elected officials 1620 right to hire and fire at will. Also in Butler County a CYS caseworker has been wrongfully terminated and an arbitration is being scheduled to get her back to work.

The annual picnic was held at Moraine State Park on August 3. There were about 100 present and all had a good time thanks to the efforts of Sara Dudash, Jana Natale, Laurie Kubli, Ken Jasper, and Business Agent Charlene Smith and her daughters who took care of the kids games, prizes, and face painting.

Community Service Report

Sara Dudash reported on the Statewide Community Service activity of Ringing the Bell statewide for Saturday, 11/30/13. A flyer has been made up and distributed. It was suggested to make this a mobilization activity in the shops to get members involved.

County Assistance Office Report

Steve Yasinski reported there are many questions concerning the Affordable Care Act and few answers. The assistance workers have had training and the computers are to be down for an entire day on Monday, September 30 to input new medical categories.

The Butler CAO recently hired 27 new workers with 3 more to be hired. They are all IMCWs, but are under Harrisburg management with very limited training.

Employment Service

Ken Jasper reported the Workforce Development Partnership has been split into two different bureaus. One is Operational and the other is Administrative. This is to begin 10/1/13, but there are no definitives yet and no official knowledge of how the new bureaus will work.

New Castle YDC

Tom Barnes reported that the Thaddeus Stevens Technical School is interested in the YDC property that is currently empty in New Castle. Students from all over the state would be enrolled and live on campus.

Business Agent Report

Business Agent Charlene Smith reported that she has 2 arbitrations pending for 2 Venango County workers who were fired.

Also, she is almost finished with the Crawford County local contract.

Old Business

A motion was made to purchase a projector and screen to be available for Steward Training and Chapter meetings. Not to exceed $2,500 to be taken from the 2012-2013 Chapter budget. Motion approved.

New Business

A motion was made to pay for a table of 10 at the United Way of Lawrence County Taste of the Town to be held on Monday, 10/21/13, at the New Englander in New Castle at a cost of $325.00. Motion approved.

A motion was made to pay for a full page ad up to $200.00 for the United Way of Lawrence County Taste of the Town booklet. The cost is $100.00. Motion approved.

A motion was made to purchase a table of 8 for the Beaver-Lawrence CLC CS Banquet at a cost of $375.00. The dinner is Saturday, 11/9/13, at the Holiday Inn in Beaver Falls, PA. Motion approved.

A motion was made to place a full page ad in the booklet for the Beaver-Lawrence CLC CS Banquet at a cost of $150.00. Motion approved.

A motion was made to pay for the January 2014 Chapter 2 Holiday Dinner to be held Thursday, 1/9/14, at the Villa in New Castle, PA. Not to exceed $3,200. Motion approved.

A motion was made to pay up to $1000.00 to order Chapter 2 t-shirts to be distributed to chapter members. Motion approved.

A motion was made to award a $50.00 gift card at the Chapter 2 January 2014 Holiday Dinner in a drawing of all chapter members who participated in the "Bell Ringing". Motion approved.
