Council meeting minutes: 8.22.17

-Introductions- Sign in sheet.

Donna motioned to approve the previous minutes, Reecie seconded it. August minutes were approved.

-SPOE Updates: -Clare reviewed SPOE report. Average age at referral 16 months. One day child count is up and the under one population is low again. Discussed the potential concern, Parkview clinic may not be referring due to the own in-house options. Reviewed referral source in each county.

-Agency -Brigette reviewed what was discussed at the agency meeting, discussed provider recruitment and providers needs list and agency updates.

-Assessment team - There has been some relief noticed in the capacity of the assessment team schedule. There has been a new PT, Cassie Meyers added one day per week, and Kay Azar, PT was assisting for the season, 2 days per week. The AT is also completing more paper reviews for annual, medically eligible children. Children turning three within 1 quarter from the annual IFSP expiration, are now allowed to have this auth extended, no annual eval is required. There was also a 1st Kids AT training, for the entire Cluster, to help with consistency throughout the Cluster on scoring. AT members replied that they found this training helpful and enjoyed this. This was a forum that allowed for good discussion amongst the Cluster’s assessment team.

-Data -The State is NOT requiring the SPOEs to complete a “Cluster Performance Review” at this time. SPOEs are still turning a quarterly summary. Betsy reviewed what the state will be looking at for the Fall Quality Review visit. Betsy also reviewed the profile reports, which were attached to the email for this meeting. -Transition -Reminder for upcoming meetings, East at NEISEC scheduled for 9/7/17 and West at Mint City, Bremen, IN is scheduled for 9/13/17. All LEA’s and SC’s are invited to meet on 11/3/17 for the LEA/SC Rendezvous, McNaughton Park, Elkhart, IN. A new MOU is suspected to be developed to align with the PART B and PART C new MOU, and new agreements.

-Child Find -Two Spanish speaking SC’s were set to air on a Spanish radio stating this week in Goshen. Early Head Start screenings are going to be coming up soon, 76 classrooms at 4 locations.

-New Business - State Staff changes. Meghan Smith is the First Steps policy manager/ Connie Young is the First Steps outreach manager/ Maggie McCall is the Quality Assurance manager. -SPOE Staff updates. Hiring for Steuben and Lagrange County and Ericka Fugate is a new hire serving Kosciusko and Whitley County. -Family Assessment. Reviewed the family assessment and the intentions; 1st Kids is piloting positions in a few different ways to see which way is most effective and comfortable for implementing the Family Assessment, which must be completed after eligibility and prior to the IFSP. - Clare reviewed the budget report. 1st Kids had First Steps board approval to overspend and the Board has agreed to cover the overages. Budget presented for review.

-Old Business -CC Log was reviewed by Betsy. Late reports and over 30 days were discussed. An email will be sent to the agency when a concern or complaint is filed against them.

-Announcements - ICC announcements- IFSP auths will be written for an entire year. 6 month meetings are still required per State and a 9 month meeting to prepare paperwork prior to the IFSP is required per SPOE. The State Conference is set for June 14-15th in Bloomington, IN. Pat on the backs were discussed. Autumn Smith, HF, Sherry Pyke, HF, Diane Stacker, LC were all acknowledged for their outstanding work. PNE announced they are providing outpatient therapy in Auburn 1 x a week. Theresa Clark discussed that schools can now use developmental delay dx until the age of 9.
