Germany / By ports / The federal states Bremen and Schleswig-Holstein have implemented national rules from 01.01.2010. Other federal states & ports like Hamburg will do this during the first three months of 2010.

Ireland (Republic) / YES / The Irish Department of Transport issued a notice reminding the maritime community of new restrictions relating to the sulphur content of marine fuels.Marine Notice 17-2010 (30/06/10).
Italy / YES / DGL No.205 dated 09.11.2007. Penalties suggested for non compliance are between 15,000 and 300,000 Euros. In addition, failure for multiple non-compliance may result in suspension of the master licenses for the Italian flagged ships masters and suspension of the trading licenses for bunker suppliers.
A Circular issued by the Italian Ministry of Environment regarding the EU provision relating to the use of maximum 0.1% sulphur fuel at berth wasreleased on 19 April 2010:

The UK MCA issued a Marine Information Notice MIN 376 (M+F) acknowledging the EC guidance with respect to LS Fuels in boilers.
