HRD Ministry Releases All India Survey on Higher Education According to HRD Ministry, the Gross Enrolment Ratio (GER) in higher education registered an increase from 24.5 % in 2015 - 16 to 25.2 % in 2016 – 17. 1 of 12 The survey findings were based on responses of 795 universities, 34, 193 colleges, and 7, 496 standalone institutions. There are total of 864 universities, 40, 026 colleges, and 11, 669 standalone institutions in the country. Tamil Nadu has highest GER in India at 46.9%. Bihar has the lowest GER (14.4%). CABE Committee Recommends Free Education for Girls Up to PG Level The Central Advisory Board of Education (CABE) recommended free and compulsory education for girls up to post-graduate level across the country. CABE committee headed by HRD Minister is generally made for three years. All these schemes are already being successfully implemented in Telangana. The committee recommended: Establishing exclusive residential degree colleges for SC and ST women. Provision of health and hygiene kits for girls. Schools to maintain academic atmosphere, besides providing basic amenities like toilets, maintenance, running water, safety measures and power supply Appointment of a counsellor for adolescent girls National Fellowship and Scholarship for Higher Education of ST Students During the year 2015 - 16, the two Central Sector scholarship schemes for ST students were merged into a single Central Sector Scheme. Two scheme are: ‘Rajiv Gandhi National Fellowship for ST students’ ‘Top Class Education Scheme for ST students’ It’s called ‘National Fellowship and Scholarship for Higher Education of ST students’. Objective is to encourage the ST students (a section of society with the lowest literacy levels in the country) to acquire higher education in the form of fellowships to pursue M. Phil and Ph. D. Freedom to fix and charge fees from foreign students without restriction Flexibility of course structure in number of credit hours and years to take a degree Flexibility in fixing of curriculum and syllabus Steinbeis University in Germany Now Offering Course with Focus on ‘Make in India’ Germany’s Steinbeis University announced an MS degree in Global Technology Management Asia. 4 of 12 Program is specially designed by the Berlin-based University to build technology framework for ‘Make in India’ initiative. Program managed by Steinbeis Global Institute Tubingen (SGIT), Germany with collaboration from Ivory Education. Ivory Education aims to bridge the gap between employment and education. Higher Education Funding Agency (HEFA) Higher Education Funding Agency provides additional funds for research and related infrastructure. HEFA Board in its 2nd meeting approved projects for Rs. 2, 066.73 Cr for six institutions – IITs Bombay, Delhi, Madras, Kharagpur, Kanpur, and NIT Suratkal. Funds are for improving the research infrastructure to improve their standing at the global level. Institutions can avail funds base on progress of the projects and completing them. Funding under HEFA in addition to the grants given to these institutions. HEFA will be a not-for-profit organisation that will leverage funds from the market and supplement them with donations and CSR funds. Amendment in the National Council for Teacher Education Act, 1993 Union Cabinet gave approval for introduction of a Bill in Parliament to amend the National Council for Teacher Education Act, 1993, namely the National Council for Teacher Education (Amendment) Act, 2017.
