To receive declarations of interest from councillors on items on the agenda 1.1.1. Cllr. J. P. Candy declared a disclosable pecuniary interest relating to item 4.1.2., being the applicant of planning application PA13/11471. 1.1.2. Cllr. S. J. Parry declared a disclosable pecuniary interest relating to item 13.1.2., (Tanver Yate), because of a business connection with an interested party relating to that land. 1.2. To receive requests for dispensations for disclosable pecuniary interests (if any) No requests were made. 1.3. To grant any requests for dispensations as appropriate It was noted that a dispensation had been granted at the previous meeting for Cllr. S. J. Parry to speak for information on item 13.1.2. for a six month period from that meeting. 2. 10 MINUTE PUBLIC PARTICIPATION PERIOD for public comment on the items below: There being no requests from members of the public to address the meeting, the Chair closed the public participation period. 3. PLANNING CORRESPONDENCE: 6.1. CORRESPONDENCE RECEIVED BY THE DATE OF THE MEETING 6.1. Notice of Order for Tree Preservation on Land to the north of Chy An Drea, Keveral Lane, Seaton (Ref: 39003/JB 17 th December 2013) Request for comments from the Parish Council as part of the consultation process by 28 th January 2014 The Vice-Chair proposed support of this T.P.O.; this was seconded by Cllr. Mrs. M. C. Williams and agreed unanimously by the Meeting. 7. MATTERS RAISED BY MEMBERS 7.1. Cllr. Ms. H. M. Brockbank informed members that during recent storms a large branch had fallen onto Main Road, Downderry, from a Monterey Pine tree, located at Briar Cottage, Trewall Hill, Downderry. This tree was subject to a recent T.P.O. The Clerk was instructed to contact the Mr. Colin Hawk, Cornwall Council Tree Officer, in order to request that this tree be inspected. The Vice-Chair handed back chairmanship of the Meeting to the Chair. 8. MINUTES: 8.1. Minutes of the Ordinary Meeting of 14th November 2013 It was proposed from the Chair, seconded by the Vice-Chair and AGREED by the Meeting to accept the minutes as a correct record. 9. REPORTS ON MATTERS ARISING FROM THE MINUTES: There were no matters arising. 10. POLICE MATTERS: 10.1. Police matters 10.1.1. Vandalism of public toilets and Parish noticeboards The Clerk stated that the Perspex in the notice board outside St. Nicolas Church, Downderry had been broken and replaced 3 times over the last couple of months. It had now been broken again and had not yet been replaced. This matter had been reported to the police. Small windows in the door of the gents’ toilet at Downderry Public Toilets had been broken on two occasionsFROM in December 2013. Vandalism of public toilets and Parish noticeboards (continued) The Seaton toilets had been blocked with rolls of toilet paper and paper smeared on the walls and floor in December 2013. These matters had also been reported to the police. 10.1.2. Speed Watch in Deviock Parish The Clerk stated that he was currently waiting on Police Sgt. Angela Crow to confirm the suggested speeding hot spots in the Parish. Speed checks can only be carried out where there is already a speed limit of 40mph or less in place. So far three people had offered to take part in the scheme. The Clerk was advised to advertise the scheme locally. 10.1.3. The Chair stated that he had spoken to the new Chief Inspector regarding P.C.S.O. presence in the parish. The Chair proposed that the Clerk be instructed to write to the Chief Inspector lodging a formal complaint regarding the lack of local policing and supporting the deployment of more resources at the Torpoint police station; this was seconded by Cllr. Mrs. A. Robinson and agreed unanimously by the Meeting. 11. FINANCE: 11.1. Income & Expenditure 11.1.1.
