Commenced Equipment Policy 334/13/08/13 MOVED BY Councillor Harbaruk to adopt the Commenced Equipment Policy with recommended additions. CARRIED B. Delete the Pipeline Right-of-Way Purchasing Policy 335/13/08/13 MOVED BY Councillor Halabisky to postpone the Pipeline Right-of-way Purchasing Policy to the September 10, 2013 Council meeting. August Meeting with Frank Oberle and Minister Olson On August 29th, MLA Frank Oberle and Minister Olson will be in Northern Sunrise County to meet with Council. 337/13/08/13 MOVED BY Councillor Ungarian to have Councillors Ungarian, Reese, Kamieniecki, Halabisky and Reeve Anderson attend the August 29th meeting with Frank Oberle and Minister Olson, location to be announced. CARRIED -Kelly Schram enters @ 9:20 a.m. 04.0 Delegations A. Adult Learning Centre, Kelly Schram @ 9:15 a.m. Introductions were made. Mrs. Schram gave Council a presentation on the function and the role of the Adult Learning Centre in Manning and the Area. -Amber Armstrong and Bill Downey, DMI enter @ 9:38 a.m. -Kelly Schram exits @ 10:06 a.m. B. DMI, Amber Armstrong and Bill Downey @ 9:30 a.m. Council presented Amber and Bill with a County of Northern Lights print for their 25th Anniversary. -Amber Armstrong and Bill Downey, DMI exit @ 10:18 a.m. -Break @ 10:18 a.m. -Reconvene @ 10:24 a.m. B. Canada’s North 2013 Canada’s North Summit 2013 will take place in Whitehorse October 15th to 17th, 2013. 338/13/08/13 MOVED BY Councillor Kamieniecki to accept Canada’s North Summit 2013 as information. CARRIED C. Military Recognition Book The Royal Canadian Legion is publishing the Military Service Recognition Book and is seeking an ad from the County. 339/13/08/13 MOVED BY Councillor Ungarian to purchase a ¼ page color ad at the cost of $545.00 in the Military Service Recognition Book. CARRIED D. NAEL Meeting The NAEL meeting has been moved to September 13, 2013 in Saddle Hills County. 340/13/08/13 MOVED BY Councillor Reese to accept the date change for the Northern Alberta Elected Leaders meeting in Saddle Hills as information. CARRIED E. CN Miracle Match 341/13/08/13 MOVED BY Councillor Halabisky to sponsor the CN Miracle Match in the amount of $500. CARRIED F. PRPA Networking Reception The Prince Rupert Port Authority is holding a networking reception in Edmonton on September 17, 2013. 342/13/08/13 MOVED BY Councillor Ungarian to accept the Prince Rupert Port Authority networking reception invitation as information. CARRIED G. Letter from Town of Port McNeill The Town of Port McNeill is urging other municipalities to send a letter of sympathy and support to Lac-Megantic. 343/13/08/13 MOVED BY Councillor Harbaruk to accept the request from the Town of Port McNeill as information. Mackenzie Municipal Services Agency Annual Seminar Mackenzie Municipal Services Agency is hosting their annual seminar on Friday, October 4th in the Peace River Sawridge Conference Centre. 345/13/08/13 MOVED BY Councillor Halabisky to postpone the MMSA Annual Seminar to the September 10th,2013 meeting. County of Grande Prairie Sportsplex Grand Opening The County of Grande Prairie is holding a grand opening for their Sportsplex on September 8th, 20134 from 10:00 a.m. to 3:00 p.m. 346/13/08/13 MOVED BY Councillor Reese to accept the invitation to the County of Grande Prairie Sportsplex Grand Opening as information. CARRIED K. Northern Sunrise County’s 10th Anniversary Invitation Northern Sunrise County is holding a 10th anniversary bbq on August 16th, 2013 from 12:00 p.m. to 1:30 p.m. at their administrative building. 347/13/08/13 MOVED BY Halabisky to have available Councillors attend the Northern Sunrise County 10th Anniversary barbeque on August 16, 2013. CARRIED L. Paddle Prairie 75th Anniversary The Paddle Prairie Metis Settlement is celebrating their 75th Anniversary August 15th to 18th, 2013 with the Opening Ceremonies on August 16th. 348/13/08/13 MOVED BY Councillor Kamieniecki that Councillor Halabisky attend the Paddle Prairie Metis Settlement Anniversary Opening Ceremonies on August 16, 2013. Law Enforcement Framework AAMDC has provided Council with the report Funding Options for Law Enforcement Services in Alberta. 349/13/08/13 MOVED BY Councillor Halabisky to accept AAMDC’s report, Funding Options for Law Enforcement Services in Alberta as information. CARRIED 06.2.3 Fire protection A. Remote County Fire Halls As per Council motion the remote fire sheds have been updated and two new sheds were completed for Breaking Point and Carcajou. 350/13/08/13 MOVED BY Councillor Harbaruk to accept the Remote County Fire Halls update as information. CARRIED B. Peace River Fire Hall (Reese) Cheryl Anderson, Reeve__________ Theresa Van Oort, CAO___________ f/wpdata/Council/Council2013/Minutes/August13 Rev:Aug13/2013 P a g e | 4 Councillor Reese has some issues regarding the cost of the Peace River Fire Hall and the County’s contribution towards it. Would like a cost comparison from other communities who have recently built fire halls 06.2.4 Emergency Measures & Disaster Services 06.2.5 Ambulance/First Aid 06.2.6 By-law Enforcement 06.3 Transportation/Drainage/Public Works 06.3.1 Public Works A. North Star Cemetery The work continues at the North Star Cemetery and they are seeking 6 loads of gravel, at a cost of $650 plus the cost of trucking. 351/13/08/13 MOVED BY Councillor Ungarian to contribute the required gravel for the North Star Cemetery. CARRIED 06.3.2 Roads A. Keg River Roads (Halabisky) Complaints of the roads after the gravelling project and in areas it seems it was not spread. 06.3.3 Airport 06.3.7 Drainage Ditches A. McCracken Drainage Request Mr.’s McCracken want the County to reroute the water that is collecting on their property by digging a ditch. 352/13/08/13 MOVED BY Councillor Ungarian that administration write a letter to the McCracken’s explaining that with the information provided Council sees no need to dig a new ditch and if McCracken’s do not agree with the decision they can come as a delegation to Council. CARRIED 06.4 Utilities/Public Works 06.4.1 Water A. Keg River Water (Halabisky) Sprayers have been seen filling up at the Water Treatment Plant and putting the hose into their equipment. 353/13/08/13 MOVED BY Councillor Halabisky to have administration investigate signage at the Keg River Water Treatment Plant and to write a letter to person responsible informing them to not fill sprayer at the Plant.
