Head(O& M), SKS, SPGCL, Raigarh Western Regional Power Committee Mumbai Title: Minutes of the Meeting Number: 512 Name of meeting: Operation & Coordination sub-Committee Date & venue: 23rd October, 2018 at WRPC, Mumbai. 512th meeting of Operation & Co-ordination sub-Committee (OCC) of Western Regional Power Committee (WRPC) was held on 23rd October, 2018 at WRPC, Mumbai. The list of participants is enclosed at Annexure-A. Member Secretary (MS), WRPC extended warm welcome to all the participants of the 512th OCC meeting. He informed the forum about the following important operational highlights and events of WR grid during the month of September, 2018: Percentage of time frequency within IEGC band was 80.22% which is slightly less compared to last month. Instantaneous maximum frequency of 50.20 Hz and instantaneous minimum of 49.57 Hz. Maximum demand of WR was 52933 MW, energy supplied was 33096 MU and shortage of 19 MU. Interregional exchange of -6056 MU (net actual export) was registered against schedule of -6081Mus (scheduled export). A meeting on “Review of Mumbai Islanding scheme” was held by CEA on 10th Oct 2018 at CEA, New Delhi. Annual LGBR meeting for the year 2019-20 was held on 15th October 2018 at WRPC, Mumbai. Meeting & discussion on “Cyber security” and “Data exchange” was held on 22nd October 2018 at WRPC, Mumbai. The following guidelines are available on CEA website: o “Amendment to standard technical specification for retrofit of wet limestone based flue gas desulphurization (FGD) system in a typical 2 x 500 mw thermal power plant” Minutes of 512thOCC meeting held on 23rd October, 2018 Page 1 o “Technical specification for agriculture residue based bio-mass pallets (non-torrefied/torrefied) for co-firing in coal based thermal power plants.” Hon’ble Central Electricity Regulatory Commission has notified Planning, Coordination and Development of Economic and Efficient Inter-State Transmission System by Central Transmission Utility and other related matters Regulations, 2018. After the opening remarks, the agenda items were taken up for discussion by Superintending Engineer (Opn), WRPC. █ Item no. 1: Confirmation of the Minutes Minutes of 511th meeting of Operation & Coordination Sub-Committee (OCC) of WRPC held on 10th August, 2018 at WRPC Mumbai were forwarded vide letter No. WRPC/OPN/OCC-Minutes/2018-19/8966 dated 28.09.2018. Discussion: S.E, (Operation), WRPC informed that discussion / decision on supplementary agenda item from MPPTCL that had been discussed during 511th OCC was not recorded in the minutes of that meeting inadvertently. He briefly explained the agenda items as follows: Supplementary Agenda: Modification/Shifting of 220 KV Sukhi-Sevania-Ashta line from Loc. No. 87 to 90 for lowering down the line for maintaining clearance between the E/W of 220 KV line with bottom conductor of newly constructed 765 KV Bhopal-Indore S/C line of M/s Bhopal Dhule Transmission Co. Ltd. (M/s as BDTCL) under consumer contribution work. MPPTCL has conveyed approval for crossing of 765 KV Bhopal-Indore S/C line with various transmission lines of MPPTCL vide letter No. 04-02/B-3132/P&D-TLD/389 dated 15.01.2013 based on the proposal and profile submitted by M/s Bhopal Dhule Transmission Co Ltd. However, after completion of erection work, BDTCL has observed that the electrical clearance of 765 KV line with 220 KV Sukhi Sevania-Ashta line between location No. 87 to 90 was not adequate. It had probably happened due to negligence workmanship as line was not erected exactly as per provisions of profile. Thereafter the BDTCL has submitted their request to MPPTCL vide letter dated 07.11.2014 wherein request was made for modification / shifting of 220 KV Sukhi Sevania-Ashta line (crossing loc. No. 88 & 89) in order to maintain adequate electrical clearance along with consent for bearing the cost of work. Based on the request of M/s BDTCL, looking to target date of charging of 765 KV Bhopal–Indore Single ckt line an agreement between MPPTCL and BDTL was executed and MPPTCL has accorded permission for lowering down the E/W of 220 KV line as a special case as an interim arrangement till 220 KV line is modified or shifted. After lapse of about 2 years, M/s BDTCL has not undertaken the required modification/ shifting work, even after persisting pursuance at different level. The E/W of 220 KV line is still in lowered position due to which the conductors are unprotected against lightening. Minutes of 512thOCC meeting held on 23rd October, 2018 Page 2 Moreover, in case of snapping of conductor of 765 KV on 220 KV line would initiate serious fault. In above scenario, it is felt that BDTCL may be advised to complete modification/ shifting work of 220 KV Sukhi Sevania- Astha line immediately under consumer contribution as per mutual agreement looking to protection issue of 220 KV Sukhi Sevania-Ashta line. Discussion /decision in 511th OCC: During the discussion, a Representative of BDTCL agreed for Modification/Shifting of 220 KV Sukhi-Sevania-Ashta line from Loc. No. 87 to 90 for lowering down the line for maintaining clearance between the E/W of 220 KV line with bottom conductor of newly constructed 765 KV Bhopal-Indore S/C line of M/s Bhopal Dhule Transmission Co. Ltd. (M/s as BDTCL) under consumer contribution work. The committee agreed to the above modifications in the 511th OCC Minutes and confirmed the 511th Minutes accordingly. █ Item no. 2: Review of System Operation during the month of September, 2018. 2.1 A. Frequency touched 49.57 Hz on 24th September 2018 and frequency was less than 49.9 Hz for more than 20 Percent for many days in the month of September. WRLDC requested all constituents to maximize their state own generation by improving more generation availability to contain overdrawl.
