Background One of the priorities described in the Government Program is the fight against inequalities and regional asymmetries and the promotion of equality for all. The technological developments and the digital world have not been available to all and the digital exclusion exists and contributes for a bigger problem which is the social exclusion. The digital inclusion seeks to ensure that everybody, regardless of the social class, ethnicity, religion or economic power, have the conditions to enjoy the potentialities of the ICT. For such purpose, it is necessary to implement actions and projects that aim at breaking barriers at the level of: Material Access – Devices and internet Knowledge - Command of the tools available to generate knowledge Use – Creation of opportunities to use these tools In many sections of the said Program, one identifies the need to reformulate the training and capacity- building plans, the introduction of teaching Technologies, the creation of technology centers and innovation environment at schools and the technological proficiency with imperative measures considering the developments of the digital world. One also assumes the existence of a clear gap between the needs and the expectations of youth regarding the use and knowledge of Technologies and contents of the current education system in this area. No teaching method can keep up with the changes happening in the world, especially because what was important yesterday is not important today and it is difficult to predict what knowledge will be necessary to teach tomorrow. This fact makes us ask about which skills should be taught to children and youth so that they can cope with this context. The importance of ICT introduction in the school curriculum, as early as possible, is justified not only because digital literacy is an ever increasing primary need, but also for the benefits and skills acquired with teaching Technologies. Many exhibitions and studies have been carried out about this, and the conclusion is that we should increasingly invest in methods that develop skills that don’t get obsolete due to the permanent changes and that provide to people the capacity to adapt to the environment and to change: 4 | P a g e 2020 UNITED NATIONS PUBLIC SERVICE AWARDS - WEBLAB the focus of teaching should be on the development of creativity, logical thinking, resolution and decomposition of problems, cooperation and independent learning; Technology, specially programming, is built through a creative process of mistake attempt. This method teaches an important value, one that mistakes are challenges rather than failures. The creation of these competences and skills is a critical step towards sustaining another critical project which is the construction and implementation of the Cabo Verde Technology Park. With the construction of this Project some questions arise: How to provide the Park with “brains” in this area? How to promote the creation of ICT in Cabo Verde and consequently create the conditions for the export of services in this field? How to bring the Park to all islands and communities breaking down the barrier that is the insularity? How to promote the de-territorialization of the technology park? The Weblabs, training centers, must work as the tentacles of the technology park, in all municipalities in the country. 2. Objectives General Objective The Weblab is an initiative that aims at contributing for the reduction of the digital exclusion, enabling access to equipment and connectivity, knowledge and use of Technologies. However, besides teaching how to use Technologies, one aims to teach how technology is produced, that is, to train young people how to build and develop ICT, qualifying them to know how to use, but also to know how to build and make, to know how to dream, but most of all, to build dreams. Especific Objectives • Install WebLabs, training centers in all municipalities; • Provide complementary and module training in the fields related to ICT to students, public servants and community; 5 | P a g e 2020 UNITED NATIONS PUBLIC SERVICE AWARDS - WEBLAB • Support the ICT sector through capacity-building of youth and training target groups by creating knowledge in this field, at the national level; • Support and promote ICT companies that can be later integrated and incubated in the Technology Park; • Promote the economic growth with the provision and export of ICT services; • Contribute for the reduction of the digital exclusion; 6 | P a g e 2020 UNITED NATIONS PUBLIC SERVICE AWARDS - WEBLAB 3.
