Question on Notice No. 1457 Asked on Tuesday 9 October 2007 MR SEENEY asked the Minister for Main Roads and Local Government (MR PITT) – QUESTION: With reference to the Local Transition Committees, will he list the (a) names of all the members and all proxy members (reported separately) of each local transition committee (reported separately) and who they represent on each committee, (b) names of all the members and all proxy members (reported separately) of each employment subcommittee for each local transition committee (reported separately) and who they represent on each committee and (c) total cost of transition to date broken down into the cost of any statewide programs (reported separately by expense) and the total amount spent on individual local transition committee programs (reported separately by transition committee)? ANSWER: a) The Department of Local Government, Sport and Recreation’s records showed the names of all members and proxy members of each Local Transition Committee (at 29 October 2007) as at attachment 1. b) LTCs are not required to advise me or the Department of the membership of their employment sub-committees. The Department does not keep records regarding the details of each employment sub-committee that has been established throughout Queensland. c) The State Government has committed $27.1 million to the local government reform program to assist councils. $9.35 million is to be provided to Local Transition Committees prior to the March 2008 local government elections with a further $17.75 million to be provided to new councils following the elections. A table outlining the allocation of these funds to each new council is at attachment 2. As at 2 November 2007 a total of $8.62 million had been provided to LTCs. Funding of $9.1 million is committed to the State wide implementation of the transition and implementation. This funding includes funding for the Local Government Reform Commission A funding package for local government reform is comprised of: • $12 million for the Staff Support Package for local government employees, which includes $70,000 to each LTC towards the costs of employing an Interim Chief Executive Officer • $50,000 towards the operational costs of each Local Transition Committee; • $75,000 for Local Government Managers Australia to develop change management strategies to support the Interim Chief Executive Officers and Local Transition Committees during the transition phase. • Funding for community engagement and communications; • Funding to support business system reviews; and • Additional funding to support two new councils identified within the Local Government Reform Commission’s report as requiring special assistance.
