C HAPTE R I I . u AFTER Domesday, the most valuable series of doc ments relating n t o fo r t o co u y history is the Pipe R lls , and the Rolls the County wa t o o o f of Derby are, generally , in no y i nferior th se other u - S O w o c o u nties . They are mixed p i nextricably ith th se po rtions relating to the Cou nty of N o ttingham that n o attempt can be t o o n o mad e separate them their value is i mmense, yet hithert use has been made o f them i n developing the histo ry of this c o f co u nty . Lysons has extra ted largely from many series Public o c c Records , but , like thers , he has negle ted these sour es , and yet c o they are the very buttresses of man orial and geneal o gi al hist ry. The meaning Of the term Pipe R o ll is in vo l v ed in o bsc urity ; and the several suggesti o ns whi c h have been made are generally O c v c o bs ure, and sometimes e en ridi ul us . It may be hazarded , c o c o w i u lu m —a co that it is a ntra ti n of the ord p p s lding , a railing, o r c cc , as is ommonly said , a rating. The a ounts of the nation are here rated , arranged , controlled , and these Rolls are strictly o applied t this pu rpose . The - fi r s t o c casion where a detailed acco unt of the scutage is ’ w c given is upon the marriage of the King s eldest d aughter, hi h wa s o mad e ab ut the 1 5th year of Henry I I . This has given rise to w c o the m istake , hi h is almost universal am ng genealogists , that it is the date of the c ertificates Of Knights O f the Red Bo ok ; but w o c c o n these certificates ere given peri d i ally , and some of those t a in e d c a I . in the Red Book are as late as the ti me of Ri h rd , or, w c possi bly , of King John indeed they only end hen the s utages ’ c S O - c and Knights ertificates of the alled Testa d e Nevil begin . The l ine cann o t be drawn very sharpl y bet ween these books ; but it may be said generally of the Red B o o k that it contai ns abstrac ts o f all the returns pri o r to the great fiscal changes O f O f 1 1 8 a nd Archbishop H ubert Walter 9 , that the Testa de Nevil I o o o w t o l s t E w . contains all th se fr m that peri d do n the 3 d ard , when the Book of Aids commen ces . There is n o evidence - o f any change i n the S cutage R o lls (omitting a remarkable collection o f Fo rest amercements i n the 2 2 n d O f r d we do h year this King), until the 33 , when not ave ’ c o f c o O f Of parti ulars a general s utage , but nly the Knights fees ’ those wh o did not go w ith the King s army into Gas cony . n u From this it has been contended , eve by Madox , that a sc tage wa s only payable by th o se wh o did not g o Ou t with the army ; c wh o w but the fa t that those d id not pay ere excused , and some THE PIPE ROLLS . w w ti mes because they ere ith the army, shows that the ex cuse was an ex cepti o n besides there wa s no co mpensating service on c o o f o w o the oc asi n a knightho d or a edding.
