Introduction and Context The proposals set out in A Structure Fit for the Future provide the background to these league structures (www.englandhockey.co.uk/astructurefitforthefuture). They are only indicative at this stage and are provided in response to requests from clubs for more detail so clubs can vote at the 2020 England Hockey AGM with sufficient insight. The proposed structure aims to create a fairer approach with more equal opportunities to progress. In light of the feedback received from clubs the aim in the proposals has been to reduce travelling time wherever reasonably possible. Alongside the new structure league rules will be aligned across the country supporting more effective approaches to technology bringing more efficiency for clubs and players. After the initial intelligent mapping exercise, supported by Llamasoft for England Hockey on a pro-bono basis, eight new Areas are proposed. These were developed using Google maps traffic data and have since been consulted on with clubs and associations through a range of workshops and an online survey. The eight Areas will sub-divide locally into smaller geographical areas at lower levels with the number of local divisions based on the density of hockey in that area. The Areas will be responsible for all adult league provision outside of the England Hockey Leagues and will have the power to refine the structures locally in line with the national principles. Clubs will be able to influence their local provision by being affiliated members of the Area bodies. There are two interactive maps available that can be used to see the proposed approach that are available here: www.englandhockey.co.uk/astructurefitforthefuture. Details on the approach for clubs on boundaries are available in the full proposal. The proposed adult league competition pyramid works alongside a traditional competition model by splitting 1, 2, 4, 8, 16 etc. The model worked up in the following pages follows the structure in the table beneath. At this stage the structure is developed based on league positions of teams at December 2019. Individual divisions have not been created below the Pyramid Level 16 as there are two promotions and relegations in the intervening period. Also with clubs selecting Areas to play in there are still too many variables to provide exact divisions. Pyramid League % Pyramid Structure Organiser Level Tier Teams 1 1 0.005% England 2 2 0.1% Hockey 4 3 0.2% 8 4 5% 16 5 11% Area 32 6 – 16+ 83% 64 If the proposals are accepted by the membership at the 2020 England Hockey AGM clubs will then be invited to select their playing Area(s) in April 2020. By September 2020 more detailed league structures would be shared for the final season played in existing structures. The new adult league structure would be in place from September 2021.
