Democracy ruling system is defined as “of, by and for the people” process. The logicity of this formula is due foundation and scale of success of democratic governance. People‟s regarding participation in governance, administration, decision making and developmental process is only possible when they are having appropriate and functional practical knowledge of Systems, Laws, Rules, Procedure, Authorities and Forums of governance. Public hearings and timely result oriented grievance redressal are the measures of the effectiveness of democratic governance. Undoubtedly elaborate institutional/structural and procedural arrangements have been made in this regard, but people can not avail optimum benefits of this elaborate arrangement unless they have sufficient and functional knowledge about it. Till then there shall remain a question mark on the utility of such a huge structure. Rule of Law is the soul of democratic governance system. Unarbitrariness and reasonableness of administrative and developmental processes, is possible only under the rule of law. Protection and safe guard of the interests of the deprived, weaker and poor sections of society and minorities can be ensured in the rule of law alone. 1 | Extension Proposal to Complete District Barabanki ( 2 0 1 7 - 18) Fortunately, India is one rare country where we have comprehensive legal framework for regulation of even smaller issues/aspects. We have a very exhaustive written Constitution which provides for guarantee of Fundamental Rights and Basic Human Rights, and leaves very little room for ambiguities in these matters. But to enjoy the fruits and avail the protection of such an elaborate and written constitutional, legal and administrative frame work, it is imperative that the common masses have adequate and functional knowledge of those Fundamental and Basic Human Rights, Entitlement Based Rights, Procedures and Process to avail those rights & entitlements and the Forums and Authorities to approach to claim those rights and entitlements. Rights Based Entitlements Approach has come into vogue for the last few decades. Special laws and rules have been enacted to provide for various entitlements and facilities, as a result whereof common man can claim those entitlements and facilities as Legal Rights in the Courts of Law. Evidently people need & to be made aware of various aspects of such Laws & Rules, Procedures & Processes, Forums & Authoriters to get the benefits of those laws & rules. It has now become imperative to educate the mass public about these new initiatives and arrangements. Even otherwise also informed citizenry is an pre-requisite for the success of democracy, which can make informed choices on various issues as and when they arise. Keeping this in mind, perhaps, the Ministry of Law & Justice, Govt. of India, in collaboration with UNDP, under its Access To Justice Project (A2J), has commissioned this unique innovative programme of 'Legal Literacy in Uttar Pradesh' and has entrusted this task to the SIRD U.P. Initially, a Pilot is carried out in 10 Development Blocks of District Barabanki. The objective of the pilot is two-fold : – (i) spreading legal literacy & awareness among general masses to access justice delivery system; and (ii) to avail various entitlements created by the Government of India and/or State Government through various social legislations, laws & rules. 2 | Extension Proposal to Complete District Barabanki ( 2 0 1 7 - 18) On the basis of the pilot a „Replicable Module of Legal literacy‟ will be prepared which, after necessary customization, may be adopted in various parts of the country. For the pilot, SIRD has carried out a Baseline Survey, identified Critical Gaps, fixed Bench Marks and prepared 07 IEC Booklets, 10 Posters, 08 Leaflets, 03 Brochures, 01 Training Module and 01 FAQs and has further prepared Audio Visuals Material including 04 Docudramas, 05 Street Plays, 02 Short Films and 01 Theme Song. SIRD has prepared and drawn a very comprehensive campaign strategy in which all 779 Gram Panchayats are covered for „Mass IEC Campaign‟ by well equipped „Legal Literacy Rath‟ and 100 „Intensive IEC Events‟ of 03 to 04 hours duration each at a central place; preferably market place/weekly Haats in a group of 07 to 08 Gram Panchayats. 3 | Extension Proposal to Complete District Barabanki ( 2 0 1 7 - 18) 2 Geographical Coverage of Legal Literacy Campaign - Pilot Project (First Round) 2.1 Geographical Coverage (in terms of States, Districts, Blocks, Panchayats) In Barabanki District, there are 15 development blocks, but in first round SIRD has covered only 10 development Blocks, the details are given below:- District Name of Sl. In addition, dedicated semi-intensive campaigns (using Docu-drama and/or Short films) of 1-to-1.5 hours duration are also being undertaken at the village level, with a view to reach-out to the community at the household level. SIRD has completed 100 IEC intensive campaigns and 610 semi-intensive campaigns under the project.
