Annexure- III 25 INTRODUCTION: As per the guidelines issued in Para 7 (iii) of Part-II- Section-3-Sub Section (ii) of Extraordinary Gazette of MoEF&CC, Government of India, New Delhi dated 15.01.2016 and in concurrence to directives issued by the Chief Secretary to Government, Government of Jharkhand vide letter no. 1874/C.S. dated 01/08/17 a District Survey Report (DSR) is to be prepared for each district in Jharkhand. The main spirit of preparing this report is to encourage Sustainable Mining and development. In this direction a team comprising of Mines and Geology, Irrigation, or Remote Sensing departments were given the task for preparing this report. An extensive field work was carried on 28/08/2017 and 29/08/2017 by the members of the committee to assess the possibilities of sand mining in the Godda district. Due to time constraint and continuing monsoon season remote sensing was also utilized during the survey. -1- GENERAL INFORMATION OF GODDA DISTRICT 1. Introduction : Godda district is one of the twenty-four district of the Jharkhand state in eastern India. It lies in the north-eastern part of the Jharkhand state. Godda is 350 KM’s away from Ranchi. It is surrounded by Sahebganj and Pakur district in the East, Bhagalpur and Banka District of Bihar State in West, Bhagalpur District of Bihar State in North and Dumka district in South. It is situated between 24o55’20” to 25o22’67” Northern Latitude and between 87o04’80” to 87o50’96”. The geographical area that now comprises Godda district used to be part of the erstwhile Santhal Pragana. Godda town is the headquarters of Godda district. The area of the district is 2110 km², with a population of around 1,311,382. The literacy rate of the district is 57.62% and the sex ratio is 933 (2011 Census). The district is without any rail link, the nearest railway station being Hansdiha, Dumka district. The main economic activity of the people is agriculture, and major crops are paddy, wheat and maize. Godda is the land of a tribe called Santhal. Godda is not only a land of tribes, the local inhabitants also include the non-tribal and urban people. Economy : Godda is mostly famous for the Rajmahal coalfield in Lalmatia. It is an integral part of Jharkhand and is known for its hills and small forests. The mine present here is an integral part of ECL coalfields and is among the biggest in whole Asia. -2- Until the late 1980s Godda was full of forests and was a remote place far from science and technology and was living in a dark age as other districts of Jharkhand. The entire scenario changed after coal was first discovered in abundance under the Rajmahal Hills by a team of the Geological Survey of India. Central Mine Planning and Design Institute Ltd. conducted a detailed survey of the area. The Rajmahal Opencast Coal mine project was conceived in early 1980s, initially to supply coal to Farakka Super Thermal Power Project of NTPC, with an initial annual capacity of 5 million tonne. For expansion of this coal mine project to 10.5 million tonne per annum, an agreement was signed between Coal India Limited and Canadian Commercial Corporation in January 1989 where MET-CHEM Canada Inc. was designated as the Canadian Executing Agency for implementing the project. The Project was completed in July 1994 and is being run by Eastern Coalfileds Limited personnel. This mine is producing 11.5 million tonne coal per annum. This is being expanded further to 17 million tonne. Two more opencast coal mine of Eastern Coalfields Limited are coming in Godda district, Chuperbhita opencast coal mine project (capacity - 4 million tonne) and Hurra 'C' opencast coal mine project (capacity - 3 million tonne). Coal is mined extensively across the entire district with Lalmatia Colliery having the reputation for the largest open pit coal mine in Asia. There are some artificial irrigation facilities like dams, tunnel, tube wells. Several floods and droughts have occurred during the last decade. Adani Power is going to set up a thermal power plant in the Godda Poreyahat region of Godda. The central government has allotted coal blocks for this thermal power plant to be set up. 2. Overview of Mining Activity in the District : During 1980’s after the successful exploration by GSI and CMPDI the district is well known for its coal mining. The centre of mining activity is therefore located in Lalmatia area of Godda district. Other mining activity includes basic rocks which is mainly located in Poraiyahat block and Boarijore block, mining activity of granite is not very common. Sand mining is mainly practiced in Godda, Mahagama, Pathargama and Basantarai blocks of Godda district. At places mining of quartz and feldspar was also prevalent during the past but no working mines are there in present. -3- 3.
