This will effectively be Phase 3 of their proposed development at Forge Works. 1.2 Phase 1 and 2 of the development gained outline consent under the application ref (HPK/2012/0323); this was refused planning permission in 2012 but approved at appeal. The consent is for up to 182 dwellings, 1,672sqm business floor space, 279sqm of D1 non- residential, community facilities and associated infrastructure. The appeal decision notice can be found in Appendix 1. 1.3 In 2013 an application was submitted for the approval of reserved matters (HPK/2013/0577) in accordance with Phase 1 which was approved. In 2016 a second application was submitted for the approval of reserved matters (HPK/2016/0313) in accordance with Phase 2 of the scheme which was approved. 1.4 The location of the site is indicated on the aerial photograph below: Figure 1.1 – Site Location Forge Road Phase 1 and Phase 2 Site Page 1 18056 - Proposed Residential Development, Forge Road, Chinley Transport Statement 1.5 The site is located on Forge Road, to the south of Chinley village centre. 1.6 The site is bounded by Forge Road to the north, Phase 1 and 2 of the scheme to the east, Greenfield land to the south and residential properties and a scout hut to the west. 1.7 The site is undeveloped land which backs onto the Peak Forest Tramway Trial and it is allocated as countryside in the adopted Local Plan. 1.8 This report considers the traffic and transportation aspects of the proposed development and draws upon the planning consent of Phase 1 and 2 to inform this. 1.9 The following sections of this report is sub-divided into the following: • Section 2 – Sets out the existing context and transport network • Section 3 – Looks at the accessibility of the site. • Section 4 – Provides details of the proposed development. • Section 5 – Analyses the development related traffic movements • Section 6 – Provides our summary and conclusions Page 2 18056 - Proposed Residential Development, Forge Road, Chinley Transport Statement 2.0 EXSITING CONDITIONS Overview 2.1 This Chapter provides a detailed description of the location of the site and composition, planning history, local highway network and road safety record. Site Location and Composition 2.2 The site is located approximately 800m to the south of Chinley centre, on the western edge of the Peak District National Park. Phase 1 and 2 of the development scheme was last used for industrial manufacturing purposes and incorporated areas for storages such that the use class was B2. 2.3 The site is bounded by Forge Road to the north, Phase 1 and 2 of the scheme to the east, Greenfield land to the south and residential properties to the west. 2.4 The site which has been proposed for Phase 3 of the development is undeveloped land which backs onto the Peak Forest Tramway Trial. Planning history 2.5 The outline application which was made up Phase 1 and 2 of the development which gained outline consent under the application ref (HPK/2012/0323); this was refused planning permission in 2012 but approved at appeal. The consent is for up to 182 dwellings, 1,672sqm business floor space, 279sqm of D1 non-residential, community facilities and associated infrastructure. 2.6 In 2013 the case was approved on appeal for Phase 1 and 2. 2.7 In the appeal decision the inspector concluded: 24) The proposed development would include a number of improvements to the highway network in the vicinity of the junction of Forge Road with Whitehough Head Lane/Green Lane. Firstly, the appellants propose a slight realignment of the junction such that to the north, along Green Lane, there would be visibility in excess of 36m. Further, a scheme of traffic calming is proposed including raised junction platforms, raised tables at pedestrian crossing points and a pedestrian priority area with a 40mm kerb upstand in the carriageway, along with improved street lighting and improved road signs and road markings. These works are supported by the Highway Authority. Page 3 18056 - Proposed Residential Development, Forge Road, Chinley Transport Statement In my opinion, the improvements proposed to this junction would sufficiently increase visibility for drivers exiting Forge Road to see and be seen clearly by drivers of vehicles travelling along Whitehough Head Lane/Green lane. Further, the proposed traffic calming scheme along this part of the highway would substantially reduce the speed of vehicles approaching this junction. 25) Although the existing junction of Forge Road with Whitehough Head Lane/Green Lane is substandard, given the evidence that it has operated safely since 2001, including a time when the previous factory was in operation on the appeal site, and the relatively low speeds and numbers of vehicles travelling along Whitehough Head Lane/Green Lane, along with the scheme of improvements and traffic calming proposed by the appellants, I am satisfied that the modest increase in traffic movements associated with the proposed development would be safely accommodated within the highway network. As such, it would not be detrimental to highway safety. 29) I conclude, therefore, that the proposed development would not harm highway and pedestrian safety. As such, it would not be contrary to Local Plan Policies TR4 and TR5 or the guidance in The Framework. 33) I conclude, therefore, that the proposal would represent a sustainable form of development. As such, it would accord with the guidance in The Framework. 2.8 Phase 1 and 2 of the scheme have already been granted planning permission and this transport statement supports Phase 3 of the scheme. All phases of the scheme are located on land to the south of Forge Road. 2.9 A reserved matters applications for Phase 1 (Ref: HPK/2013/0577) was granted planning permission on the 27th January 2014 for 91 dwellings, 1 No. B1 office unit and 1 No. D1 Crèche unit. The site is already under construction. 2.10 Phase 2 (Ref: HPK/2016/0313) was granted planning permission subject to conditions on the 29th November 2017 for 62 dwellings and associated work pursuant to Phase 1’s conditions. 2.11 Phase 1 and 2 included vehicle speed reducing features and areas of pedestrian priority, the improvements are included in Appendix 2 and include: • Raised junction platforms • Raised tables at pedestrian crossing points • Pedestrian priority area with a 40mm kerb upstand in the carriageway Page 4 18056 - Proposed Residential Development, Forge Road, Chinley Transport Statement • Improved street lighting • Improved road signs and road markings Local Highway Network 2.12 The site will be accessed from Forge Road, where there were no previous footways or street lighting provided, however a footway is approved as part of Phase 1 & 2. 2.13 The existing road network is made up of Forge Road from which Phase 1, 2 and 3 of the development will have direct access. 2.14 Forge Road connects to Green Lane at a priority junction at the western edge of the development site. 2.15 Green Lane is a single carriageway road and is subject to a 30mph speed limit. The road provides a connection to the B6062, through the village centre to the north of the site, and continues southwards from the site access as Whitehough Head Lane. 2.16 There is currently no footway along sections of Green Lane, to the north of the site access. As part of the permission of Phase 1, it has been agreed that the applicant is to undertake works in the vicinity of the site access to improve conditions for all road users along Green Lane. It has been acknowledged by the County Council that there is insufficient width to provide a standard footway link, therefore a pedestrian priority scheme is to be implemented.
