MINUTES OF THE 97th MEETING OF MAPPLEBOROUGH GREEN PARISH COUNCIL HELD ON MONDAY 20th January 2020 at 7:30pm, in Mappleborough Green School PRESENT Cllrs. Coley (Chair), Berry, Cameron (Vice), Lyon and Badwal District Cllr Peter Hencher-Serafin and County Cllr Rickhards Becky Howes Clerk 1. THE CHAIR DECLARED THE MEETING OPEN AT 7:30pm 2. APOLOGIES: Cllr Chadwick 3. DECLARATIONS OF INTEREST: none 4. PUBLIC FORUM: One member of the public was present, Carolyn Lewis, resident from Pratts Lane. Carolyn addressed the Parish Council, following recent discussions with Cllr Berry, identifying her and neighbours concerns regards recent flooding in the parish. A discussion took place regards the serious flooding issues in Pratts Lane, Common Lane and Orchard Place and the dangerous outcome of the most recent floodings, with cars being abandoned on the main roads. Carolyn stated that she was arranging a meeting with Warwickshire and Worcestershire Council representatives and Nadhim Zahawi MP and asked if a Parish Council member could also be present and for support of the Parish Council in this matter. The Parish Council agreed for representation to be made at the meeting and offered support. Cllr Rickhards stated that he had contacted the Flood Management Team today and suggested the Parish Council do the same, all agreed, Clerk to action. Cllr Coley thanked Carolyn for attending. 5. To Approve and Sign the Minutes of the 96th meeting of the Parish Council on Monday November 11th 2019, Vice Chair Cllr Cameron to sign the Minutes as a true record Cllr Lyon proposed the minutes, seconded by Cllr Berry all agreed, Cllr Cameron signed as a true record. 620 Signed Cllr Coley 9th March 2020 6. To Approve and Sign the Minutes of the Extra-ordinary meeting of the Parish Council, held on Monday January 13th, Vice Chair Cllr Cameron to sign the Minutes as a true record, items to be addressed in this agenda Cllr Lyon proposed the minutes, seconded by Cllr Berry all agreed, Cllr Cameron signed as a true record. 7. District & County Councillors Reports County Councillor – Cllr Rickhards stated that the school crossing was due to start being installed before the end of January and hoped it would be in use by mid-April. Cllr Rickhards stated that he would report to Warwickshire County Council the lack of notice given to the Parish Council regards the works and planned highway disruptions. Cllr Rickhards stated that the corporate board recommended general budget will be announced in February. He explained the likelihood of a Government recommended 2% increase plus 2% levy for social care. There are insufficient resources to implement a Council Tax freeze between 2020-2025, if this was the case it would mean further reductions in services. The Social Care levy is due to the demographic of the ageing population. The number of 70+’s during 2020-2025 will increase by 14% and so on, as well as an increase of 20% of residents in care homes. A discussion took place regards the explosion of the population but the continuing cuts to services and increased charges for services, such as green garden waste. Cllr Rickhards confirmed he would inform the Parish Council of outcomes once the budget is agreed. District Councillor – Cllr Hencher-Serafin stated he had spoken to the owner of the Summer Palace restaurant again regards the demolition of the canopy; Mr Loo is continuing to obtain estimates before the work can be carried out. Cllr Hencher-Serafin stated he will meet with the Planning Officer regards the discrepancies concerning the agreed planning application for car wash and will report back at the next meeting. Cllr Hencher-Serafin stated he had arranged for all the road signs in the Parish to be cleaned, including the speed signs, 40mp school sign and Parish signs. Cllr Coley thanked Cllr Hencher- Serafin for this action and improvement. 8. Matters Arising from previous meeting(s), not otherwise dealt with (including): . Update from Cllr Cameron regards :- • IT support and back-up hardware Cllr Cameron stated that there had been no progress, and that he needs the permission from each Councillor to pass on addresses and telephone numbers for the IT Men to support the installation of Councillor emails, for which they will need to access computers to set them up. Cllr Badwal stated that he had done it himself and was happy to help others if they needed assistance, however Cllr Cameron stated that the IT Men need to be able to do it due to disclosing of passwords etc…but thanked Cllr Badwal for his offer. A discussion then took place regards backing up to the ICloud, Cllr Cameron stated for a small monthly fee the Clerk could back up to the Cloud, rather than purchasing additional external hard drives and the lengthy process of backing them up and rotating. It was proposed by Cllr Coley to go ahead with this form of backing up immediately, seconded by Cllr Lyon. Clerk and Cllr Cameron to implement. 621 Signed Cllr Coley 9th March 2020 • Ankhorn House postal address/meeting venue Cllr Cameron had spoken again to the Church, urging them for an agreement following the verbal ‘okay’ late last year. Cllr Cameron agreed to continue his chase on a written agreement. • Website accessibility – Cllr Cameron stated there had been no progress regards the implementation of making changes to the website and confirmed he was investigating external services who are able to make the changes without hosting. The proposed deadline for the changes is September 2020. Cllr Cameron to report back at a future meeting. • Update regards Summer Palace removal of canopy As discussed earlier. Update from Cllr Berry regards Redditch Gateway and Project Group A4189 Email received from Project Group regards a meeting arranged for January 29th, Cllr Berry stated she could not attend, Clerk to send apologies. A meeting has also been arranged for Friday January 31st, where MP Nadhim Zahawi will be present, which the Parish Council has been asked to circulate details of, all agreed Clerk to advertise on noticeboards and website. The request was for as many people as possible to attend. Cllr Berry and Cameron agreed to attend, Clerk to send response. To include responses regards road diversions It was agreed the Clerk would reply to the Lead Project Engineer and Team Leader, together with Highways England request regards the M42 Following late notice of school crossing improvements, it was agreed that the school crossing letter to Traffic and Road Safety would be kept on hold until works start. Ramblers response to footpath repositioning The response from the Ramblers Association raised the question of responsibility for the footpath at the gateway site. Cllr Berry stated that she would speak to Richard Gardner from the District Council and report back. Confirmed response letter to WALC Liaison Group regards Planning concerns, letter sent 10th January. Update regards Sign positioning on Haye Lane Cllr Coley read a copy of text messages received from the resident who reported the issue, stating that the they have moved the sign up the pole which has rectified the problem. The Clerk had replied. No further action. 9. Items for Discussion • To discuss flooding issue in Pratts Lane Discussed in the Public Forum. • To discuss recommended Emergency Plan After discussion it was agreed that the Clerk and Cllr Cameron would investigate an Emergency Plan and to speak to neighbouring parishes. 622 Signed Cllr Coley 9th March 2020 • To confirm agreed future meeting dates After a brief discussion it was proposed by Cllr Cameron, seconded by Cllr Lyon, all agreed that the Parish Assembly date be changed to Monday March 30th and the Clerk to invite a speaker regards the flooding issues from Warwickshire County Council. 10. Any items for Community Forum – none 11.To Consider Planning Applications and Enforcement Updates Cllr Coley addressed the items below. The outstanding applications were considered, Clerk to action. Cllr Cameron to draft letter to David Jeffery, Team Leader, Planning, Stratford District Council 12.To note items of Correspondence . Letter from Resident – Cllr Coley read email from resident in Pratts Lane regards a number of road signs left around the Parish. It was agreed the Clerk would reply suggesting the resident contacts Highways to remove any equipment/signs left after works are complete. 623 Signed Cllr Coley 9th March 2020 . Grounds Maintenance email – Cllr Coley read email from grounds maintenance provider, all agreed Clerk to reply, keep details on file, no further action.
