Highlights . On 7 February, MoDM and the Parliamentary Committee for IDPs & Emigrants held a meeting at the Ministry's headquarters to discuss plans for receiving the IDPs from Hawija District and right (western) side of Mosul and the case of return to the liberated areas. Building a new camp in Kirkuk with 2,500 tents has also been approved. On 3 February, MoDM launched the 1-million IQD grant for the batch 21 of IDPs, which included 8,195 displaced families, in addition to the launch of the first and the second installments of the 250,000 IQD grant for the batch 12 of IDPs in all governorates who are registered in its database. The first batch included 10,614 displaced families while the second included 10,670. The High Advisory Team for IDPs held its fifth meeting on Thursday, 2 February 2017 in Erbil with the presence of the Secretary General of the Council of Ministers, MoDM Minister, K-MoI Minister, Ninawa Governor, UN Human Coordinator and the rest of the members. The attendees discussed the relief and sheltering works in the left (eastern) side of Mosul, the necessary preparations for the battle to liberate the right side, plans to receive and shelter the IDPs from the right side in the liberated left side, restoration of basic services and re-stabilization in the liberated areas of the left side to facilitate the return of IDPs, especially working on security and stability, reopening the judiciary and the local administrations and activating the education sector. On 9 February 2017, MoDM signed a memorandum of understanding with the IOM for joint cooperation in the field of IDP support and solving poverty and unemployment problems in Iraq. The MOU includes cooperation in the integration of IDPs and reintegration of returnees and the unemployed who are working below their qualifications. Meetings and coordination activities carried out by the Joint Coordination and Monitoring Center (JCMC) . On 5 February, JCMC held its regular coordination meeting with the UN Humanitarian Coordinator, Ms. Lise Grande, to discuss the humanitarian preparations for the liberation of the right side of Mosul as well as addressing the topic of demining the liberated areas in Ninawa Governorate. On 9 February, JCMC participated in the regular coordination meeting held by UNOCHA HOC with the presence of MoDM representatives, sectors’ coordinators, HOC staff and JCC. The attendees discussed the efforts of IDP relief and ways to address the arising obstacles as well as the preparation for the expected exodus from the right side of Mosul. The Center secures the delivery of humanitarian aid to the displaced families through direct coordination with international organizations and facilitation of the movement of such aid on a daily basis as 51 telegrams were issued to facilitate movement in coordination with the National Operations Center between 30 January and 14 February. The telegrams included facilitation of movement of 439 trucks carrying humanitarian aid items and 1 cargo plane carrying medical supplies to the field hospital in Bartella. JCMC also facilitated the issuance of 47 emergency and multiple-entry visas to the humanitarian workers in international organizations for the same period mentioned above. 1 مجهورية العراق اﻷمانة العامة جمللس الوزراء JCMC املركز املشرتك للتنسيق والرصد General Secretariat of the Council of Ministers Joint Coordination and Monitoring Center-JCMC Statistics Displacement Movement Government statistics . MoDM announced that the number of IDPs since the commencement of Ninawa liberation operations from October 17 until 13 February 2017 amounted to 40,076 families (212,760 people). UN organizations’ statistics . IOM reported the displacement of 25,408 families (152,448 persons) since the commencement of Ninawa liberation operations until 11 February 2017. Return Movement: . On 12 February, MoDM announced the return of 11,632 families (59,852 persons) to the liberated areas in Ninawa Governorate. IOM reported the return of 7,713 families (46.278 persons) since the commencement of Ninawa liberation operations until 9 February 2017, while Fallujah District witnessed the return of 33,199 families (199,194 persons) since early September 2016 until 12 February. Ninawa Governorate . On 8 February, JCMC Representation Office held a coordination meeting with a number of international organizations for the purpose of coordinating the relief efforts for displaced families and finding appropriate solutions to the obstacles facing the work of those organizations. On 8 February, JCMC representative in MoLSA reported that the Ministry has re-opened the Department of Social Protection in the left side Mosul in order to process the cases of the social protection program beneficiaries, as well as to conduct the field assessment of the liberated areas and register the unemployed to include them in the grants of the small income-generating projects awarded by the Ministry. UNHCR constructed a primary school (grades 1 to 6) in Hassan-Sham Camp U3, including12 classroom tents, each can accommodate 60 students. The school has started the registration of more than 1,640 students. The UN education sector in its report issued for the period between 5 and 12 February reported the main obstacles facing the education reality in IDP camps and the liberated areas in Mosul as follows: Lack of educational staffs and their monthly salaries, damaged school buildings and the urgent need for rehabilitation in order to avoid dropping another academic year for the students, the risk of IEDs and unexploded ordnance left by ISIS and the lack of curriculum books and stationery. Al-Najaf Governorate . JCMC Representation Office held the fourth regular meeting with the international organizations operating in the governorate. They discussed the current situation of IDPs in Al-Salam and Al-Hurriya camps and ways to provide them with the necessary support and treatment of scabies cases through the formation of a joint committee comprising representatives of Al-Najaf Health Directorate and Doctors Without Borders, UNICEF, IRCS and ICRC. ICRC has also launched a project for maintaining the health units and providing the Delivery Rooms with medical supplies in Al-Zahraa Teaching Hospital that provides medical services for the IDPs in the governorate. 2 مجهورية العراق اﻷمانة العامة جمللس الوزراء JCMC املركز املشرتك للتنسيق والرصد General Secretariat of the Council of Ministers Joint Coordination and Monitoring Center-JCMC Karbala Governorate JCMC Representation Office reported the implementation of coordination activities in the governorate as shown below: . A meeting with ICRC delegation was held to discuss the Committee’s plan for the year 2017 based on the governorate’s needs. As well as holding a meeting with the Doctors Without Borders delegation to discuss facilitating their work in the governorate. A meeting with the Migration & Displacement Committee in the Provincial Council was held to develop an appropriate mechanism for the return of displaced families wishing to return to their liberated areas. Wassit Governorate . JCMC Representation Office participated in the workshop organized by USAID’s Taqadum Project in Erbil for the period from 26 to 28 January on re-stabilization and post-crisis service provision. Salah Al-Din Governorate . UNHCR finalized working on 580 plots of land in Tikrit Olympic Stadium Camp in Salah Al-Din Governorate. The camp is set to include around 1,000 plots of land and the work is still ongoing to construct the drainage system, the internal roads and the camp management office. On 9 February, JCMC Representation Office reported the coordination with the Mercy Corps Organization to include the IDPs living in camps and unfinished buildings in the grants provided by the organization. Al-Anbar Governorate . On 9 February, UN-Habitat, with funding from the Government of Japan, announced the conclusion of a six-week training program for technical skills related to construction. The program included 125 persons selected from Al- Ramadi city in Anbar Governorate. They have received training and technical capacity building in the fields of carpentry, aluminum welding, plumbing, electricity and traditional construction skills within the project titled "Strengthening urban rehabilitation in the newly liberated areas in Iraq”. Dohuk Governorate . UNHCR, through its executive partner Harikar NGO and with support of the Government of Japan, has completed the rehabilitation of a number of schools in Deraluk (Al-Zab) and Chiladisah in Al-Amadiyah District and Sarokani primary and secondary schools in Semel District in Dohuk Governorate in order to provide a safe environment for the education of students from the IDPs, the host community and emigrants. Kirkuk Governorate . On 8 February, JCMC Representation Office reported the opening of Laylan C camp established by MoDM with a capacity of 2,500 tents to receive the growing numbers of IDPs from Hawija District. Diyala Governorate . On 7 February, JCMC Representation Office participated in the meeting held between the local administrations of Jalawla and Saadia Sub-districts and UNHCR delegation.
