Introduction Jubb have been instructed by Galliford Try Construction to provide transport planning input relating to the development of a new junior school. As part of the pre-app consultation for the proposed 2FE primary school located off Ffordd y Mileniwm within the newly developed Barry Waterfront, a Transport Statement (TS) and Travel Plan have been developed by WYG dated August 2019 and was submitted to the Local Highway Authority. The development proposal will see the creation of a 2FE primary school for 420 students and 96 nursery spaces. It is understood that the proposal forms part of the outline consent for the wider Barry Waterfront regeneration scheme and will serve as an ancillary facility to support the core residential and employment elements of the wider development. It is noted that the development proposals do not foresee any net uplift on the overall floor space and capacity of the school as previously consented as part of the wider scheme. And hence, it concluded in the WYG TS that the proposed 2FE primary school will not result in any unexpected impacts as previously assessed within the Transport Assessment in support of the outline consent with the associated traffic generation can be accommodated within the existing and proposed highway network. II. Local Highway Authority Comments In response to the submission, initial highway comments were received from the LHA on the TS with further clarifications and detailed information required in relation to the operation of the school, safe routes to school, parking provision, travel patterns as well as associated traffic generation and distribution. To address the LHA’s comments and provide a satisfactory assessment, it is proposed to expand and update the WYG TS to include: • Include any changes in planning policies, local transport provisions and the prevailing traffic conditions; • Carry out a Safe Routes to School Audit in compliance with Active Travel Act (Wales) 2013; • Set out the development proposal and provide details on the school operation including catchment area, opening hours, and potential use for community activities; • Analysis of the road traffic accidents within the vicinity of the site for the last 5 years; • Justify the design of vehicular access and school car park with swept path analysis to be conducted examining the manoeuvres of school bus and refuse vehicles; and • Provide a quantitative assessment of the development traffic in terms of trip generation, travel pattern and trip assignment during both the highway peak periods (AM and PM Peak), and the School Afternoon C4293-JUBB-XX-XX-RP-CS-0501 – Barry Waterfront 1 Peak. The school traffic will be established based upon any recent travel surveys at the existing Ysgol Sant Baruc primary school in Barry or the TRICS Database if this is not possible. It is noted that there are no specific comments raised by LHA on the submitted School Travel Plan. In view of this, we will update WYG Travel Plan to include the additional information on travel pattern, student catchment area, school operation and safe routes to school accordingly. The updates are to be developed and submitted as part of the full planning application. The WYG Transport Statement and Travel Plan are attached to this note for reference. The principle of the School and overall floor area was approved under application 2009/00946/OUT which was for the following: ‘Development of vacant land at Barry Waterfront for residential (C3), retail (A1), cafes, bars and restaurants (A3), hotel (C1), offices (B1) and community and leisure uses (D1 and D2). Development of vehicular and pedestrian/cycle access including a new link road, re-grading of site to form new site levels and associated infrastructure works, parking, servicing, landscaping, public realm and public open space provision’. 1.3 The application (2009/00946/OUT) was originally submitted in 2009 and went to committee where it was approved in 2012 subject to a number of Section 106 obligations. Most of the wider Barry Waterfront Development is now built out and the offsite highways works have been completed. 1.4 This Transport Statement (TS) has been prepared following the 2009 Barry Waterfront Transport Assessment (prepared under planning application 2009/00946/OUT) which The Vale of Glamorgan have agreed the trip rates, trip generation, highway impact, mitigation / improvement schemes and all other transport / highways elements. 1.5 It is pertinent to note that the proposed School results in no net uplift to the overall floor area of the school as previously consented as part of the wider scheme. Thus, the previous assessment work undertaken within the Transport Assessment is still accurate and suitable to appraise the current proposal. 1.6 Notwithstanding this, a standalone Transport Statement has been prepared for a planning application to be submitted for the School, which can also be used to fulfil the criteria for the early BREEAM pre- assessment criteria. This TS considers the accessibility to and from the Site by all modes of transport in regard to the Proposed school. This TS has been prepared in accordance with national, regional and local policy and will examine the sustainable modes of travel including walking, cycling and public transport, while considering the impact of the effect of vehicle traffic likely to be generated by the Development Site.
