Bartholomew, City Manager From: Kathy Puetz, Community Social Worker cc: John Light, Director of Human Resources Subject: 2019 Social Service Funding Issue: During the FY2019 Budget, the City Council approved $150,000 be allocated to Social Service Funding. These funds will be disbursed to social service agencies that provide services to Des Plaines residents that are in need. The Health and Human Services Division (HHS) has solicited and evaluated grant requests from the social service agencies that serve the Des Plaines community and seek City Council concurrence with the funding allocation as discussed and recommended. Analysis: The Health and Human Services Division contacted all of the social service agencies that received funding in prior years. In addition, a press release was created and released through the Media Services Division. The press release and the application were both available on the City’s website. HHS staff met with representatives of each agency that requested funding for 2019. The meeting included a brief agency presentation followed by questions. All of the agencies expressed their gratitude for the City’s program and stressed how valuable local support is for leveraging funding from other sources, government and/or private, which strengthens their service capabilities for residents. Of the 39 agencies requesting funding this year, there were 3 new applicants: “Clean-Up/Give Back” - “Community Backpack Project” - Northwest Compass “Helping Hands Program.” Of the 20 agencies that receive State funding, 8 agencies expressed that their funding has been delayed between 1 to 4 months. The remaining 13 agencies shared that at this time the State is current with their funding. HHS continues to utilize a point system to help assist with the allocation and distribution of the 2019 funding. The attached funding recommendations are based on the following criteria: • The number of Des Plaines clients served. • The percentage of Des Plaines clients served within the agency/program. • The program budget. • The abundance or scarcity of a service. Page 1 of 13 • Staff feedback of an agency’s performance (resident feedback, staff experience, need of program, and application/presentation). • Distribution of funding each year for agencies is based on the total number of applications received. • First time applicants received $1,500.00. • In 2018, Health and Human Services staff received over 2,000 office visits and calls for information and/or referrals. The agencies, along with the services they provide, assist in meeting the vital needs of Des Plaines residents. Recommendation: As a result of this process the 2019 recommendation is to fund the 39 agencies. A list of the 2019 recommendations and the point system spreadsheet are attached for review and approval of the City Council. WHEREAS, Article VII, Section 10 of the 1970 Illinois Constitution authorizes the City to contract with individuals, associations and corporations, in any manner not prohibited by law or ordinance; and WHEREAS, the City has appropriated $150,000 in funds for disbursement during the 2019 fiscal year to social services agencies that provide services to Des Plaines residents ("Social Services Funding"); and WHEREAS, the City Health and Human Services Division has received and reviewed applications for Social Services Funding from various social services agencies that serve the City; and WHEREAS, the City Council has determined that it is in the best interest of the City to disburse the Social Services Funding in the manner set forth in this Resolution; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Des Plaines, Cook County, Illinois, in the exercise of its home rule powers, as follows: SECTION 1: RECITALS. Friedman, General Counsel DP-Resolution Authorizing the Disbursement of Social Service Funds to 39 Agencies 2019 Attachment 1 Page 5 of 13 2019 Social Service Agencies and Recommendations The following is an alphabetical listing of the agencies that the Health and Human Services Division recommend for funding. Advocate Lutheran General - Older Adult Services 2019 Recommendation: $ 4,500 Funding Request: To increase the frequency and duration of therapeutic activities provided to adults with memory loss, which has proven to decrease overall anxiety and wandering of individuals. In the last 12-months 1,800 residents utilized this program. Alliance for Immigrant Neighbors 2019 Recommendation: $ 3,500 Funding Request: To expand workshops/services to the residents of Des Plaines to help complete the paperwork to apply for citizenship. Assist qualified residents of Des Plaines with completing the U.S. citizenship application by providing immigration legal services to those who qualify by moving legal consultations forward with an immigration benefit application. Avenues to Independence 2019 Recommendation: $ 2,500 Funding Request: To provide nursing and other staff support at the Des Plaines group homes. Support adults with intellectual, physical, and developmental disabilities so that they may live, learn, and work in the most independent settings possible. Avenues runs two group homes in Des Plaines. Bessie’s Table 2019 Recommendation: $ 2,000 Funding Request: To provide food and supplies needed for the weekly community dinners, which items are not donated. Provides a meal to anyone in need of assistance each Monday night. Last year, approximately 2,998 guests attended this program, except during the month of August. Catholic Charities 2019 Recommendation: $ 6,000 Funding Request: To provide financial support for their “The Nourish Your Neighbor” program that consists of their Food Pantry, the twice-weekly Supper Program, and special holiday meal distributions at Thanksgiving and Christmas. Clients can visit the Food Pantry once a month and get a 4-day supply of food, which can include canned/dry goods, meat, produce, and dairy products. The Supper Program provides a hot, nutritious dinner on Tuesday and Thursday nights. Center of Concern 2019 Recommendation: $12,500 Funding Request: To provide housing programs, senior support service, counseling and emergency assistance, support services primarily for the elderly, disabled, and needy in the Des Plaines community. Funding will support the services they provide to Des Plaines residents. Such services include: case management, CHORE housekeeping services, home visits, counseling, family support, professional volunteer services, financial assistance to prevent homelessness, home sharing, transitional housing, transportation/shopping for seniors, and information and referral. Children’s Advocacy Center of Northwest Cook County 2019 Recommendation: $ 2,748 Funding Request: To provide partial salary support for a Licensed Counselor, who provides services to Des Plaines residents in the both the CASI and Family Support Services Programs. They provide direct services for child victims of sexual abuse, severe physical abuse and other Attachment 2 Page 6 of 13 violent crimes, and their non-offending parents and family members. The CASI Program provides 24-hour emergency response, coordination of the child abuse investigation, expert child interviews, crisis intervention, court advocacy, on-going support, and referral services.
