Santa Clara Valley Transportation Authority Santa Clara County, California Adopted Biennial Budget Fiscal Years 2010 and 2011 Adopted by the Board of Directors June 4, 2009 ABOUT VTA The Santa Clara Valley Transportation Authority (VTA) is an independent special district responsible for bus and light rail operation, regional commuter and inter-city rail service, Americans with Disabilities Act (ADA) paratransit service, congestion management, specific highway improvement projects, and countywide transportation planning. As such, VTA is both an accessible transit provider and a multi- modal transportation planning and implementation organization involved with transit, roadways, bikeways, and pedestrian facilities. VTA provides services to cities throughout Santa Clara County including Campbell, Cupertino, Gilroy, Los Altos, Los Altos Hills, Los Gatos, Milpitas, Monte Sereno, Morgan Hill, Mountain View, Palo Alto, San Jose, Santa Clara, Saratoga and Sunnyvale. The two-year budget was developed amid a climate of economic distress, declining sales tax revenues, and evaporating state funding for transit operations. The growing financial crisis affects not only VTA’s operations, but also our many capital programs. At the outset, VTA established five objectives to guide the development of this budget: maintain core service, preserve jobs, continue to make infrastructure investments, advance capital programs,
