Too often, however, the lack of a suitable guide to the confusing mass of official reports has prevented their fullest exploita­ tion and it is to provide such a key to New Jersey documents that this bibliography has been prepared. This important work, the fruit of many years of patient research on the part of the compiler, furnishes a ready guide to the principal reports of legislative commissions and the departments of State gov­ ernment for the period 1905-1945. As such, it supplements Ade­ laide R. Hasse's pioneer work, Index of Economic Material in Docu­ ments ... of New Jersey, 1799-1904, and will be welcomed by scholars and students of State government as a valuable continuation of that bibliography. McDONOUGH, Director, Division .of the State Library, Archives and History. iii PREFACE This bibliography lists the reports of special committees authorized by the Legislature and special subject studies issued by divisions of the State, together with the annual reports of State divisions and ad­ ministrative commissions. As a group these reports have no organized method of publication or distribution. Because of this, people inter­ ested in research have found them very difficult to locate. In 1914 Adelaide R. Hasse published the "Index of economic materials in documents of the States of the United States, New Jersey, 1789-1904." Nothing comprehensive has been published since that date. 1904 is really a part of the nineteenth century in the concept of State Government activities. The lack of a guide to the publications of New Jersey in this century was a great handicap. In 1928 Mr. John P. Dullard, at that time State Librarian, asked me to reorganize the scattered State publications in this library and make some sort of a list which could be used to check missing reports. I also tried to locate those still available. This initial step took years to complete in a workable form. Through many more years the missing reports continued to turn up in unexpected places. Notices in the legislative journals of reports submitted and orders to print them are the only evidence that some reports exist which have never been located. If some libraries find any of these missing items in their collections the additions can be noted on the pages left blank for that purpose. The annual reports have been grouped separately because of a difference in form. Many items in this division cover the forty­ year period. The subjects included in each group are indexed together. The continual interdepartmental shifting of subdivisions and independent agencies has been carefully noted, as well as the wholesale reorganizations of the periods of 1915 and 1944. It is quite possible that this information will be as helpful as any other feature of the bibliography. The form is approximately that of the Library of Congress. Since the L. C. policy on entries for legislative committees has changed from time to time it has seemed advisable to depart from their ac­ cepted practices in one or two instances. The joint committees, when appointed as standing committees of each House, have been entered under New Jersey. Legislature. Joint conimittee. When joint committee is merely a title for a group appointed by various officials or agencies from the membership of the Legislature and from the public at large, it is entered under New Jersey. I oint committee. vVhen a subcommittee compiles a report for a State agency, at the request of the executive of that department, it is entered under the department which authorized and published the report. v If the text of the report is also printed in the Senate Journal and the House Minutes this information is added. Many libraries have these legislative proceedings even when there is no particular need for collecting the separate reports. In some cases the report has only been "spread in full upon the minutes" and never printed as a separate publication. These items are entered as running titles at the end of each year of reports. The legal authorization, when there is one, has been included. Students working in government problems often request reports issued by a committee whose authorization they have noticed in the statutes of a particular year. For the majority of people the need is for a subject, not an author­ ization, approach. For that reason the index is very inclusive to help in locating the material available in these reports. Many libraries have sets of Legislative Documents and Miss Hasse's Index lists them up to the year 1904. The present bibli­ ography includes the contents of each volume of each year as well as an index of documents from 1905 to 1920, when the compilation was discontinued. This group of State publications is composed of annual reports with a few exceptions. There is no uniformity in the title pages of the reports issued by the same agency in succeeding years. There is little indication of the legally established title of the department. Because of these two difficulties I have used an abbreviated entry more uniform than the title pages of these pub­ lications themselves would warrant. With the use of the index it will be possible to find a document without looking in each index of each bulky volume of the set, an appalling task which would dismay even an ardent research worker. References to these reports are also indicated in the general subject index. Series of bulletins and circulars issued by some departments and periodicals published by some others are not included in the bibli­ ography of reports. This compilation has required much time, thought and patience. It has been rewarding because it has given me a new understanding of the widespread activities of New Jersey's State Government. With no claim to infallibility I can only hope that it will be useful for research in State problems of this forty-year period. DOROTHY F. LUCAS.
