Although evolution of political leadership does not necessarily follow a logical and scientific process, PILDAT attempted to employ a rather scientific framework for the selection of these 21 potential Prime Ministers of Pakistan. This effort was made for the purpose of improving the quality of future leadership by inspiring the identified leaders to place a greater focus on their policy positions and refine their vision about a better Pakistan. PILDAT has taken a step forward this year and tried to assess the performance of the elected leadership of the Senate of Parliament, traditionally considered the upper house of the parliament. From 2002 onwards, PILDAT has consistently looked at the performance of the Pakistan's Parliament, reviewing it from the citizens' perspective with the aim of enhancing public interest in and engagement with the parliament. This year, we decided to study the performance of the individual Parliamentarians in the Senate of Pakistan during the Thirteenth Parliamentary Year of Senate, March 12, 2015 to March 11, 2016 within the overall context of mapping the future political leadership of Pakistan.
