In Attendance: WPC N. Kydd Chair: Mr R Herron Clhair's Mr Herron welcomed everyone attending the February Meeting, and he BemaIm: extended a special word of welcome to WPC Kydd. &i.nuteso The Minutes of the Meeting on 31st January had been circulated. previaus Adoption was proposed by Mr Elder, seconded by Mr Echlin and agreed MeetiILj: by the Council. &lice WPC Kydd advised that 13 person ad been reported to the Procuratay Liaison: Fiscal since the Janua Included were 6 cases of str drinking, 2 of theft, 1 of assault,l drug offence and 3 cases of Breach of the Peace. In addition enquiries were continuing regarding vandalism to the -U.F. Church, a sneak theft from which some of the property had bee recovered, bogus workmen who had targeted an elderly Resident, and the theft of a motor cycle. C Kydd asked for any information regarding the sneak thief and the boyus workmen who were targeting the elderly. After discussion of the subjects reported, Mr Herron thanked her for her attendance and assistance. Planniny Consultations: Weekly Planninq Lists The Lists from 31st January to 21st February were considered. Burnbrae Farm An alteration to the previous Planning Consent was noted, this involved replacement of a caravan by a temporary log cabin and alteration to the pigeon lofts. Proposed Residential Development at Lochend Avenue, Mount Ellen The Community Council's observations of 15th and 31st January were acknowledged and had been forwarded to Taylor WoodrowtsPlanning Consultants. In response to the Community Council's suggestion that Residents should be involved in the consultation, it was considered that consultation with the Local Councillors and the Community Council covered the local community aspect. Development/ ..... Pld -btim Development Brief for Proposed Residential Dwelopment West of arntinued: Lindsavbes Road. A copy of the Brief for 31 houses had been received. This had been considered and comments forwarded within the time stipulated. The Gas situation had been discussed at length at the Meeting. Riqhts of Way 1. The missing gate on the Railway Walkway at Bridgend would be replaced. 2. Councillor Gray had forwarded clarification of the Right of Way from Cardowan to Gartloch via IRO Villas, Woodhead. Business Mollinsburn Villase Afisiq fnmsl the Councillor Hogs had been in touch with the Divisional Planning 1MinUtes: Manayer regarding the requested consultation. North Lanarkshire Council 1. Councillor Gray had arranged for the gullies to be cleared to prevent flooding in Bthlyn Road. 2. etters regarding Old Lindsaybeg Road and L had been forwarded to the appropriate Department. 3. The footway between Bowling Green Road and<Chry included in a future programme of' planned works 4. Enquiries were still ongoing regarding the brok Road. 5. Road Gullies in Drumcave1 Road and Station Road 6. Bedlay Cemetery - anti social behaviour had been-notedand arrhgements made to secure firmly the remaining benches' The two council benches would be replaced, but the Memorial Benches were the responsibility of the persons who paid for their supply and fixing . 7. A.80 footpath between Mollinsburn and Moodiesburn - information from Councillor Gray and Administration Department stated that Amy Services were responsible for upkeep. Councillor Gray had pursued this with Arney. 8. A letter had been sent to Head of Planning and Roads regarding the traffic situation in Mount Ellen, Muirhead and Chryston. A reply was awaited. Ice Cream Van parked in Cloverhill Place durinq School Lunch Break In response to a complaint of cigarettes being sold to School Children, the Secretary had contacted the appropriate Departments and the Driver had been warned. Unfortunately it was 13censed to trade in Moodiesburn and Chryston. It was agreed to inform the Police on its obstruction by parking on the pavement. A copy of itYour Right to Knowtibooklet, a guide to rreedom of information law in Scotland was received. 2. The Second Biodiversity Forum would be held on 30th March in Bellshill. 3. North Lanarkshire Minutes for February were received and noted with interest. Greater Glasqow Health Council Recruitment of Members to Local Advisory Councils Scottish Health Council literature was received. NHS Greater Glasaow 1. Consultation Paper on Proposal to Establish a West of Scdtland Heart and Lung Surgery Centre at the Golden Jubilee National Hospital, was noted. 2. Glasgow Tobacco Strategy - a copy of the booklet was forwarded for information. Scottish Natural Heritaqe A copy of the Scottish Outdoor Access Code was received. 2. Leaflets "Know the Code before you goitwere received for distribution. The Local Channel Association of Scottish Communit cils in sole partnership ' with The Local Channel had launched National Network of Community Council web sites. A form signing up was enclosed. It was agreed not to proceed with this. Scottish Water A letter regarding the new charges was received. ENTRUST A copy of the Winter Newsletter vas received and noted. MSP Alex Neil Mr Neil sent a copy of his February Newsletter. Roads and Liqhtinq Noted for action were the cracking of the Road surface in Cumbernauld Road due to heavy vehicles, the breaking up of the road surface at Crow-wood Lights, and the worsening situation in Mollinsburn. Citizens Advice Bureau Mr Murray reported that the next Meeting would be on 1st March. Anstruther Holiday Project Applications were being received, the holidays would start in May. Beaconbus/ ..... Fage 4 Beaconbus The minibus was being made well use of by Local Organisations Beaoon Shop Project The shop was still popular - Mr Camphll was in attendance each Saturday. The aims were to raise funds to support the Holiday Project . McGladdery, before commencing her report, informed the Members Liaisan: that WPC Kydd was leaving for Australia. Since the previous Meeting the incidents involved an assault, an attempted break in, an unsuccessful break in to the ATM at the Co-op, and a school. girl found to be dealing in controlled drugs. As part of an ongoing initiative, several youths had been reported for Breach of the Peace and drinking in public Places. A further initiative aimed at tackling vandalism, and working closely with NLC Graffiti' Squad was clearing graffiti from Cunkernauld Road. Other items noted for attention were paint vandalism on the Jubilee Path and an ice cream van blocking sight lines. Mr Herron thanked WPC McGladdery for her report, and expressed appreciation of her attending in her own time. This superseded a previous scheme for a flatted development. Proposed Residential Development in Lindsaybeq Road ?"ne Community Council's comments were acknowledged. Chryston Roa,d/. e. Page 2 Planniny oaanrmltatioas Cuntd: ChWston Road - Clyde Valley Housinq Association Councillor Gray had received confirmation that of the 30 houses for rent, a number of smaller properties would be suitable for older people. He had also researched the history of the field. It had been acquired by Mr Moffat from the Garnkirk Estate, and on his death, his widow had sold it to the County Council of Lanarkshire without restriction as to its use. Woodhead Road - Provision of Public Access Since the numbering of the Rights of Way differed from those in the Community Councilispossession, an up to date copy of the Rights of Way in the Chryston Area had been requested. Planninq Aid for Scotland A copy of the February Newsletter was received and training events noted. Business Ice Cream Van in Lindsaybeq Road Arisiy fram th!e The Head Teacher at Chryston High School thanked the Community Council MiIMtes: for their concern and action regarding targeting of school children. North Lanarkshire Council 1. Councillor Gray advised the resurfacing of Bthlyn Road and Greenlea Road. 2. Overgrown bushes in Chryston Road had been cut back and an instructio. given to Residents at 26 Station Road to cut back the vegetation. 3. Proposed introduction of 2Omph Speed Limit - the Community Council was thanked for suggestions of various areas for future consideration A mandatory ZOmph at Schools would be introduced - with a section of Lindsaybeg Road fronting the High School. The Secretary had aclmowledged the letter and had requested consideration of a safe crossing for pedestrians at the junction' with Old Lindsaybeg Road leading to Main Street Chryston. 4. Damaged fence at Chryston Road - a repair had been programmed. The Secretary had aclaowledged the letter and had pointed out the hazards since the 'bus stop had been re-located to the gap in the fence leaving an unintermpted drop into the field.
