Selection Criteria for Schools Under Seqip

MINISTRY OF EDUCATION State Department of Early Learning & Basic Education SECONDARY EDUCATION QUALITY IMPROVEMENT PROJECT (SEQIP) SCHOOLS WITH SUB-PROJECTS UNDER THE KENYA SECONDARY EDUCATION QUALITY IMPROVEMENT PROJECT (SEQIP) 1.0. Introduction The Government of Kenya has received financing from the World Bank toward the cost of the Secondary Education Quality Improvement Project (SEQIP) and is applying part of the proceeds to implement improvement of school infrastructure in 110 targeted Sub- Counties. An infrastructure improvement intervention in a school is referred to as a sub- project. Under the project, primary schools were to receive sanitation blocks based on need and secondary schools were to receive classrooms and laboratories based on need. The sub-projects were selected based on needs informed by a school infrastructure needs assessment carried out in 2019. The specific sub-projects include construction of 859 laboratories in 785 secondary schools, 962 classrooms in 561 secondary schools and 1843 toilets (each with 4 cubicles for boys and 4 cubicles for girls) in 1783 primary schools. 2.0. Criteria for Selection of beneficiary schools All schools that were assessed were rated using a criteria that was developed based on guidelines from the Project Appraisal Document (PAD). The schools were then ranked based on a composite needs index that focused on parameters that were critical in determining school needs for infrastructure facilities. Accordingly, lists of schools ranked from the most needy to the least needy with respect to; Laboratories and classrooms for secondary schools and Sanitation units for primary schools were generated. The Criteria and parameters considered for specific school facilities were as follows: I. Selection of Special Need Schools All Special Needs (SN) Schools in the targeted areas were selected to benefit in improvement of infrastructure. Determination of projects in Special Needs Schools was informed by the specific priorities established during the needs assessment. The 1 number of Special Needs Schools that will benefit under this intervention are 60 primary and 4 secondary schools. II. Selection of Secondary Schools for Construction of Laboratories and Classrooms Relevant infrastructure indicators for laboratories and classrooms were included in the data collection tools. The indicators were assigned scores which were used to compute the composite needs index for the respective facility. Selection of Primary Schools for Construction of Sanitation Facilities The parameters (indicators) that were used for sanitation facilities were as follows: • Existence • Adequacy • Availability of facility for small children (ECDE category) • Condition The parameters were assigned scores which were used to compute the composite sanitation needs index for a school. The indices were then used to rank the schools from the most needy to the least needy.
