Thursday, September 10, 2015 12:40 to 3:30 p.m. **Note: This meeting will be held off site to highlight three smart growth areas that have received funding from the TransNet Smart Growth Incentive Program. TWG members will ride the SPRINTER between site visits. TWG members are responsible for purchasing their own transit pass. The regional day pass is $5 (discounted to $2.25 for seniors). Members of the public may speak to the Working Group on any item at the time the Working Group is considering the item. Please complete a Speaker’s Slip, and then present the slip to the Clerk of the Working Group. Members of the public may address the Working Group on any issue under the agenda item entitled Public Comments/Communications/Member Comments. Public speakers are limited to three minutes or less per person unless otherwise directed by the Chair. The Working Group may take action on any item appearing on the agenda. Email comments should be received no later than 12 noon, two working days prior to the meeting. Optional LUNCH TO CELEBRATE BARBARA REDLITZ 11:30 a.m. – 12:30 p.m. After nearly 27 years with the City of Escondido, and another 10 years with Cocina del Charro other public planning agencies, Barbara Redlitz will retire in early October. The Restaurant Regional Planning Technical Working Group (TWG) thanks her for her service and her continued dedication to local and regional planning issues. Congratulations and Best Wishes, Barbara! ITEM NO. TIMEFRAME 1. SITE VISIT NO. 1: ESCONDIDO TRANSIT CENTER – ACTIVE 12:40 – 1 p.m. TRANSPORTATION CONNECTIONS (Barbara Redlitz and Jay Petrek, City of Escondido) The City of Escondido was awarded $1,270,000 of Cycle 3 Smart Growth Purchase SPRINTER Day passes Incentive Program funds for active transportation connections at the and Board SPRINTER Escondido Transit Center. The capital improvements will fill gaps in the active at 1:03 p.m. transportation network immediately adjacent to the Escondido Transit Center where demand for walking and biking enhancements is the highest. Barb Redlitz and Jay Petrek will provide an overview of the infrastructure improvements that will be completed around the station. 2. TRAVEL ON SPRINTER FROM ESCONDIDO TO SAN MARCOS 1:03 – 1:17 p.m. During the SPRINTER ride, Dahvia Lynch and Johnny Dunning from North County Transit District will provide the TWG with information about projects and opportunities along the corridor. Other TWG members are welcome to provide additional information. 3. SITE VISIT NO. 2: SAN MARCOS PALOMAR COLLEGE STATION 1:20 – 1:45 p.m. (Karen Brindley, City of San Marcos) The City of San Marcos was awarded $1,000,000 of Cycle 2 Smart Growth Board SPRINTER at 1:47 p.m. Incentive Program funds for the Armorlite Complete Street Corridor capital project. The focus of the project was to construct multi-modal improvements to Armorlite Drive, including enhanced walkways, bike racks, street furnishings, pedestrian lighting, mid-block crossings, a Class I bike path on the North side of the street, and extension of Class II or III bike facilities to the Mission Sports Park. This project has been completed. Karen Brindley will talk about this project as well as recently-completed mixed use and affordable projects around the Palomar College SPRINTER Station. 4. TRAVEL ON SPRINTER FROM SAN MARCOS TO VISTA 1:47 – 2 p.m. 3 5. SITE VISIT NO. 3: VISTA PASEO SANTA FE PHASE II (John Conley, 2:05 – 2:55 p.m. City of Vista) The City of Vista was awarded $2,000,000 of Cycle 3 funds for the Paseo Board SPRINTER at 2:56 p.m. Santa Fe Phase II capital project. The focus of the project is to improve the infrastructure and streetscape in City of Vista’s Town Center through a road diet that will reduce the street width, install new curbs/gutters/sidewalks, construct roundabouts, and install decorative elements such as landscaping, street lights, street signs and pedestrian furniture. This grant builds upon the Vista Paseo Santa Fe Phase I Smart Growth Incentive Program grant. John Conley will discuss the improvements to be completed as part of this next phase. 6. TRAVEL ON SPRINTER FROM VISTA TO ESCONDIDO 2:56 – 3:26 p.m. 7.
