Health facilities have also been 100% restored. The client has requested an extension of the Loan closing date in view of the fact that the Infrastructure Component has accrued US$ 40 million in loan savings for which complementary works are being prepared. The new works should improve traffic flow and improve safety for pedestrians and cyclists. To foster sustainability, the Sichuan Provincial Health Bureau will also conduct additional training and install additional medical equipment in the second half of 2014. In Gansu, restoration of essential water infrastructure has reached 70% with the hold-up related to slow progress at the Moba Gorge Dam and ancillary water supply facilities. Full restoration of roads has reached 50% pending completion of works in Wudu District and Cheng County. Progress has been rather slow due to unresolved resettlement issues and coordination issues between the project implementing unit (PIU) and contractors. About 85% of schools have been substantially completed, but finishing and cleanliness of the buildings need to be addressed. The construction of health facilities is substantially completed, although, again, issues with cleanliness and quality of finishing remain. The proposed extension of the Loan closing date will allow for full completion of these works and will allow additional time to rectify outstanding quality problems.
