
ROYAL DECREE ON CONTROL OF EXPORT ARMAMENTS AND WAR MATERIALS OUT OF THE KINGDOM (NO. 2) B.E. 2552 _____________ BHUMIBOL ADULYADEJ, REX; Given on the 1st of June B.E. 2552: Being the 64th Year of the Present Reign. His Majesty King Bhumibol Adulyadej is graciously pleased to proclaim that: Whereas it is expedient to amend the law on control of export armaments and war materials out of the Kingdom; By virtue of section 187 of the Constitution of the Kingdom of Thailand and section 3 and section 4 of the Control of Armament Act B.E. 2530 contains certain provisions in relation to the restriction of rights and liberties of a person, in respect of which section 29 in conjunction with section 41 of the Constitution of the Kingdom of Thailand so permit by the virtue of law; the Minister of Defense upon the approval of the Council of Ministers hereby issues the Notification as follows: Section 1. This Royal Decree is called the “Royal Decree on Control of Export of Armaments and War Materials out of the Kingdom (No. 2) B.E. 2552”. Section 2. This Act shall come into force as from the day following the date of its publication in the Government Gazette. Section 3. The annex of the Royal Decree on Control of Export of Armaments and War Materials out of the Kingdom B.E. 2535 shall be repealed and replaced by the annex of this Royal Decree. Weapons, component of the weapon, rocket launcher, or launcher for Electromagnetic radiation and equipment which may be used in battle or war; 1.1 type of weapons and launchers and equipments; 1.1.1 short gun; 1.1.2 gun; 1.1.3 rifle; 1.1.4 machine gun; 1.1.5 gun with the width of 0.6 inches and above and there are more than one gunman; 1.1.6 cannon; 1.1.7 gun with nuclear or biochemical or chemical which causes danger or poisonous; 1.1.8 submarine weapon; 1.1.9 nuclear, biological and chemical weapon; 1.1.10 rocket launcher, missile and drop weapon; 1.1.11 bomb launcher; 1.1.12 firework signal launcher; 1.1.13 chemical releaser, military chemical; 1.1.14 smoke or fog making machine; 1.1.15 efficiency promoting machine of releasing weapon including target searching, target identifying, target distance, inspection or monitoring, searching equipment, data collection, party identification, proof identification, inspection machine; 1.1.16 anti weapon launcher under 1.1.1 to 1.1.15; 1.1.17 component and equipment under 1.1.1 to 1.1.16; 1.1.18 tool, equipment for the manufacturing, testing, composing, repairing under 1.1.1 to 1.1.17; In this regard, except the weapon which the Registrar may issue the license under the Firearms, Ammunition, Explosives, and Fireworks Act B.E. 2490; 1.2 ammunitions, bombs, component and tools: 3 1.2.1 dynamite, soil submerge, rocket propellant, missile and releasing machine for both solid and liquid fuel. In this regard, it shall include combustible container; 1.2.2 ammunitions; 1.2.3 rocket, missile, releasing machine; 1.2.4 torpedo; 1.2.5 explosive bomb; 1.2.6 mine and trap mine; 1.2.7 nuclear, biochemical and chemical ammunition; 1.2.8 nuclear biochemical and chemical bomb; 1.2.9 rocket, missile and releasing machine, nuclear, biochemical and chemical missile; 1.2.10 military firework signal; 1.2.11 smoke bomb, smoke can and others; 1.2.12 slate point, releasing machine under 1.21 to 1.2.11; 1.2.13 machine including tool for manufacturing, testing or destroying armament under 1.2.1 to 1.2.12; In this regard, except for ammunitions which the Registrar may issue under the Firearms, Ammunition, Explosives, Fireworks, and the Equivalent of Firearms Act B.E. 2490; 1.3 type of water, land and air vehicle used for military purposes and equipment which may be used in battles or war; 1.3.1 battle vehicle; 1.3.2 battle support vehicle including a vehicle transformed for the military purpose by changing its structure, electronic system or mechanism which shall involve the component designed particularly for the military purpose, for instance; 1.3.2.1 tire which is a tire designed especially for bullet proof or being able to use without air inside the tire; 1.3.2.2 air pressure system of inside the tire of a vehicle; 1.3.2.3armour for important points of vehicle, for instance, fuel tank, or passenger room; 4 1.3.2.4equipment or extra machine for weapon installation; This does not include civil vehicle, or truck which is designed or transformed for money or valuable transportation and armour and vehicle especially designed for commercial purpose. 1.3.3 warship 1.3.4 supporting war ship except for a ship designed especially for commercial purpose; 1.3.5 combat aircraft; 1.3.6 supporting combat aircraft including UAV (unmanned aerial vehicles), Remotely Pilot air Vehicles designed for the military purpose except for combat aircraft designed especially for commercial purpose; 1.3.7 component and other equipment in 2.1.3.1 to 2.1.3.6; 1.3.8 bullet proof vest or protective shield; 1.3.9 protective sheet or shield; 1.3.10 bayonet; 1.3.11 military fire; 1.3.12 preventative machine or wire made specifically for making the danger to prevent soldiers and military vehicle; 1.3.13 Camouflage in the military; 1.3.14 every kind of military communicative tool and electronic equipment; 1.3.15 ariel photography including film and printing paper; 1.3.16 Military surveillance equipment for the type that can see pictures in during the day and at night and military satellite except satellite registered with the United Nations for educational, research and commercial purposes; 1.3.17 military distance measurement; 1.3.18 special equipment with the necessary importance in containing or packaging for transporting the armament; 5 1.3.19 mask and chemical preventative equipment, chemical agents and biological agents which is solid, liquid, gas, smoke or aerosol under the particular specification as follows: 1.3.19.1 mask made with rubber or other materials resistant to chemicals, biological agents which upon composing it with the glasses on the mask and wearing it, it can protect the whole face and is able to prevent the chemical, solid, gas or air military biological agent transmitted into the skin and destroy the skin around the facial area and; 1.3.19.2 being a mask used with an air filter like aerosol and air filter (gas- particulate filter) with has the capability to filter chemical and military biological agent. A mask which has the above capability and characteristics may be a mask which can be brought to other places or is a mask designed to prevent poisonous gas under the specification as a bag covering head preventing poisonous gas from fire with the purpose to ear while escaping the fire and designed to use only once and can be used for 20 minutes; 1.3.20 tools, equipments and objects for measuring, inspecting, comparing the standard, analyzing , testing, composing, repairing, preventing, destroying, searching or using it to compose with other objects under 1.3.1 to 1.3.19. 2. chemical used in chemical war Number Name of the chemical CAS NO.
