Funding and program guidelines depend upon legislative approval of an appropriation. Awards cannot be made until the legislative process is complete. Shepard Harlingen Carlos Villa El Paso Coordinating Board Mission The mission of the Texas Higher Education Coordinating Board is to provide the Legislature advice and comprehensive planning capability for higher education, to coordinate the effective delivery of higher education, to efficiently administer assigned statewide programs, and to advance higher education for the people of Texas. Coordinating Board Philosophy The Texas Higher Education Coordinating Board will promote access to quality higher education across the state with the conviction that access without quality is mediocrity and that quality without access is unacceptable. The Board will be open, ethical, responsive, and committed to public service. The Board will approach its work with a sense of purpose and responsibility to the people of Texas and is committed to the best use of public monies. The Texas Higher Education Coordinating Board does not discriminate on the basis of race, color, national origin, gender, religion, age or disability in employment or the provision of services. FOR 1999 U The 1999 ARP/ATP Program Announcements contain the first step in an effort to re-allocate funds to strategically address some of the priorities identified by the Texas Science and Technology Council, the Texas Strategic Economic Development Plan, interests of the Legislature, and the rapid development of some fields of science. U The preliminary allocation of funds includes increased funding for BIOLOGICAL SCIENCES, BIOMEDICINE, and MEDICAL BIOTECHNOLOGY, reflecting a priority placed on the LIFE SCIENCES for future economic development. Increased funding is also being provided for TELECOMMUNICATIONS, ENVIRONMENTAL SCIENCE, and WATER RESOURCES. TRANSPORTATION research will be separately funded for the first time, reflecting the importance of this area in the Texas economy. In selecting proposals, reviewers will also place particular emphasis on projects that address the ENVIRONMENTAL AND WATER RESOURCE ISSUES OF THE BORDER REGION. U MEDICAL BIOTECHNOLOGY now exists as a separate research area and AGRICULTURAL BIOTECHNOLOGY is recognized as a component of agriculture. U The upper limit used to define small research institutions has been changed from $6 million to $8 million U A pilot two-step review process will be used for submissions to the biological sciences, biomedicine, and medical biotechnology research areas.
