Finance & Administration Committee Action Item III-B October 14, 2010 Award of the Orange/Blue Line Contract 1 Washington Metropolitan Area Transit Authority Board Action/Information Summary MEAD Number: Resolution: Action Information 100676 Yes No TITLE: Orange/Blue Line Rehabilitation Contract-Segment 1 PURPOSE: Request Board approval to: 1) Award contract FQ9206 including exercising all available options for a total of $272,772,000 within the authorized budget for system infrastructure rehabilitation for the Orange/Blue Line from Stadium- Armory to Rosslyn to Reagan National Airport, and 2) Authorize ten (10) new capitally funded positions to be used to provide project management, inspection services and field support. DESCRIPTION: This is the first of three proposed programs for the Orange and Blue lines as part of an overall system infrastructure renewal program that was presented at the July 24, 2008 Committee and Board Meetings. The program will enhance Metro`s ability to keep the system in a state of good repair, with minimal disruption, increased productivity and reduced cost. Base contract work on the Orange and Blue Lines starts at Stadium-Armory Station and extends to Rosslyn Station. Base contract work on the Blue Line starts at Rosslyn Station and extends to Reagan National Airport Station. The option work on the Orange Line starts at Stadium-Armory station and extends to New Carrollton Station. The project utilizes standard Bid-Build construction contract work, where designs currently exist; Design-Build construction, where designs need to be prepared; and job order contracting where a standardized unit price schedule can be applied to the work required. The basic concept is to accomplish all rehabilitation work in a specific length of the system one line contract and starting with the oldest segment first. The contract has two other funding sources which are: 1) CIP 072 Elevator Rehabilitation; 2) CIP 073 Escalator Rehabilitation. The work in the CIPs contained in this MEAD is in the orange blue line base contract. This type of approach will result in a more efficient use of contractor and Metro resources such as escorts, switch crews, vehicles, support offices and equipment, resulting in increased productivity. The work in CIP 072 and 073 are co-located with the base scopes of work. Week night and weekend single tracking in accordance with Metro`s Track Rights Guidelines will be implemented to accomplish the majority of the work. By providing the contractor greater access in a defined area, the productivity is increased greatly, which should decrease the overall time required to complete the work at a reduced overall cost. Typical work to be performed includes, but is not limited to, traction power, automatic train control and communication upgrades, tunnel lighting replacement, tunnel ventilation, and chiller rehabilitation. Station rehabilitation includes platform slab and tile replacement, canopy roof replacements, bridge support bearings, station vault repairs, air conditioning and ventilation equipment rehabilitation and replacement, lighting, and elevator and escalator rehabilitation. The stations involved in this System Infrastructure Rehabilitation are: Minnesota Avenue, Deanwood, Stadium Armory, Potomac Avenue, Eastern Market, Capitol South, Federal Center, L`Enfant Plaza, Smithsonian, Federal Triangle, Metro Center, McPherson Sq, Farragut West, Foggy Bottom-GWU, Rosslyn, Arlington Cemetery, Pentagon, Pentagon City, Crystal City and Ronald Reagan National Airport. Ten (10) new capitally funded positions to be used to provide project management, inspection services and field support. Project Manager will be Richard Shiflet.
