Equally, the vast Australian outback will beckon you and a visit to the majestic Kennedy Range is not to be missed. The Shire offers a rich history along with a vibrant and diverse community with an exceptional climate. Council is seeking a Chief Executive Officer (CEO) with proven extensive CEO management experience to guide the organisation and collaborate with key stakeholders to progressively achieve the community vision whilst using a leadership style that exemplifies the stated values. Reporting directly to council the successful applicant will implement Council’s strategic goals and objectives as set out in the Strategic Community Plan 2018 – 2028. You will have the skills to lead the Executive Management Team in managing the people, infrastructure and assets of the Local Government to deliver the Shire’s work program as will be set out in the Corporate Business Plan 2018 - 2022. The ability to foster positive relationships with all elected members, the community and key external stakeholders is a must for this position. As a Band 2 Local Government, Council will offer the position on a basis of up to a five-year contract with an attractive salary package of $204,455-$316,586 per annum, and will be subject to a six-month probationary period. Salary and benefits are subject to negotiation and may include, but not limited to, base salary, superannuation, utilities, communication, professional development and annual airfares. Also offered is the private use of a vehicle, housing in a premier location and a regional/isolation allowance. Reasonable relocation expenses are available. POSITION OBJECTIVES ➢ To implement Council’s strategic goals and objectives as set out in the Strategic Community Plan 2018 - 2028. ➢ To lead the Executive Management Team in managing the people, infrastructure and assets of the Local Government to deliver the Shire’s work program as set out in the Corporate Business Plan 2018 - 2022. ➢ To manage the finances of the Shire to achieve long term financial sustainability utilising the Long Term Financial Plan ➢ To advise the Council in relation to the functions of the local government (Note: The Strategic Community Plan was adopted on 22 May 2018 and the Corporate Business Plan, Long Term Financial Plan and 2018-19 Annual Budget will be adopted in late June/early July 2018 Within Section ➢ Manage and lead the Management Team. ➢ Meet corporate objectives and ensure the delegations are exercised within statutory requirements, Council Policies and strategic objectives. ➢ Lead the organisation in providing good quality service to the Community and Council. Within Organisation ➢ Administer the legal and statutory obligations of the local government functions and operations and be the chief adviser to Council on these matters. ➢ Foster a collaborative approach within the Executive Management Team to ensure efficient, effective and timely delivery of Council’s services, programs and projects. 3. COMPETENCY REQUIREMENTS (selection criteria) Note: all requirements are essential unless otherwise stated Leadership ➢ Proven leadership at the Chief Executive Officer level with the ability to understand legislation applicable to and enforced by local government. ➢ Sound Strategic Planning skills and knowledge of the integrated planning and reporting framework requirements as required under the Local Government Act, 1995 and related Regulations. ➢ Delegation skills to ensure the achievement of outcomes, accountability of management and the development of employees’ abilities. ➢ Understanding of the application of contemporary human resource management principles. ➢ Demonstrated community leadership skills in a multi-cultural environment. Governance and Compliance ➢ Demonstrated capacity to administer Local Government and associated Legislation. ➢ Excellent knowledge of contemporary issues as they impact on Local Government. ➢ Sound research and advisory skills in the preparation of Local Government policies. ➢ Comprehensive knowledge of statutory, legal and contractual obligations. ➢ Extensive experience in financial management, particularly as it applies to Local Government. KEY RESPONSIBILITIES/DUTIES ➢ Attend Ordinary and Special Council Meetings, Briefing Sessions, Committee Meetings and Working Group Meetings as required and to attend civic functions and unofficial functions as deemed appropriate and necessary. ➢ Discharge the duties of the Chief Executive Officer conferred by the Local Government Act 1995 and Regulations, and any other Act. ➢ Manage, monitor and review the integrated planning and reporting suite of documents in accordance with best practice and legislative requirements ➢ Prepare budget submissions for Council and ensure financial position of the Council is monitored on an ongoing basis, including financial management reports necessary to manage the operation of the Shire on a daily basis. ➢ Oversee the ongoing provision of local government services to ratepayers and the community
