Agenda Item 1 SEVENOAKS JOINT TRANSPORTATION BOARD Minutes of the meeting held on 11 March 2020 commencing at 7.00 pm Present: District Cllr. London (Chairman) District Cllrs. Collins, McGarvey and Roy County Cllrs. Brazier, Crabtree and Lake KALC representatives Mr Parry and Mr Kirby Apologies for absence were received from Cllrs. Chard, Gough, Ball and McGregor Cllrs. Dr. Canet, Clayton, Osborne-Jackson and McArthur were also present. 21. Minutes Resolved: That the minutes of the meeting of the Sevenoaks District Joint Transportation Board held on 3 December 2019 be agreed and signed by the Chairman, as a correct record. 22. Declarations of interest No additional declarations of interest were made. 23. Matters Arising/Update (Including Actions from Previous Meetings) The matters arising and actions were noted. It was queried whether, there was any progress with voting rights for Parish/Town representatives on the Board. 24. Receipt of petitions No petitions were received. 25. Requ est for 20 mile per hour restrictions outside St John's Primary School and Sevenoaks Primary School The Chairman invited the Lead Petitioner, Katy Winkworth to address the Board. The KCC Schemes Project Manager set out the report which summarised the outcome of an investigation by Officers into the feasibility of introducing 20mh speed limits in Bayham Road/Quakers Hall Lane, Sevenoaks, and Bradbourne Road/Bradbourne Park Road, Sevenoaks, and Brittains Lane, Sevenoaks. The Local 15 Page 1 Agenda Item 1 Sevenoaks Joint Transportation Board - 11 March 2020 KCC Member supported the proposals and if the Board agreed to the proposals the next steps would include identifying a funding source to implement the scheme (the local KCC Member would assist with the funding from her Member Highways fund) and commence Traffic Regulation Order (TRO) consultation process. Resolved: That a) based on the survey results 20mph speed limits in the vicinity of the school be introduced in: i) Bayham Road/Quakers Hall Lane, Sevenoaks between the boundary of number 14 Quakers Hall Lane and Serpentine Road and to include the entire length of Kennedy Gardens; ii) The entire length of Bradbourne Park Road, Sevenoaks between Hitchen Hatch Lane and Bradbourne Road. Bradbourne Road, Sevenoaks between Sackville Close and Amherst Road and b) 20mph speed limits not be introduced in Brittains Lane. c) a funding source to implement the scheme, be identified d) the TRO consultation process be commenced and e) the scheme be introduced by March 2021, subject to consultation responses. 26. Request for new parking restrictions for Station Road , Otford and change to waiting times on High Street Otford Members considered a report detailing the outcome of an investigation by Officers into the feasibility of introducing new waiting restrictions within Station Road and High Street, Otford. Officers had concluded that the measures did not meet the criteria for relieving congestion nor were considered safety critical. It was therefore not recommended that the restrictions be introduced presently. Members discussed the report and expressed their support for a scheme to be implemented and requested that the proposal be revisited. Resolved: That KCC Officers revisit proposals as set out in the summary of the report in consultation with the local SDC and KCC Councillors and arrange a site visit. 27. Highways Works Programme 2019/20 The Board considered a report which updated them on the identified schemes approved for construction in 2019/20 with the Sevenoaks District Manager giving 16 Page 2 Agenda Item 1 Sevenoaks Joint Transportation Board - 11 March 2020 any relevant updates on schemes listed. Members discussed Developer funded Highway works at Trinity School, Seal Road. Action 1: The Sevenoaks District Manager (KCC) to follow up and report back to the local member on the safety issue for pavements in Otford. Resolved: That the report be noted. 28. Electrical Vehicle Charging in Sevenoaks Members considered a report which set out the current and proposed future Electric Vehicle charging in Sevenoaks. Members were advised that there were grants available for installing home charging points. Bradbourne car park had 8 charging points and if there was a demand, these could be increased. Cables were not allowed to run across public footpaths for charging vehicles. Members discussed alternative ways for charging vehicles if a property did not have a private driveway. Resolved: That the report be noted. 29. Application for Disabled Persons (Blue Badge) Parking Bay The Parking Engineer presented the report which detailed a proposed disabled persons (blue badge) parking bay within the District, which met KCC’s assessment criteria and had been the subject of an informal consultation with neighbours, together with Officers’ comments. Resolved: That the report be noted. Some footway repairs have 1 11/03/2020 follow up and report back to taken place and more works are planned outside the KCC- Mike Payton the local member on the safety builder’s merchants. These works will need to be issue for pavements in Otford carried out at night. Page 5 Agenda Item 3 This page is intentionally left blank Agenda Item 4 Shoreham Road, Shoreham – Request for Reduction of National Speed Limit to 40MPH To: Sevenoaks Joint Transportation Board, 15th September 2020 Main Portfolio Area: KCC – Growth Environment and Transport By: Director of Highways, Transportation and Waste Classification: For information Ward: Otford and Shoreham Division: Sevenoaks North Summary: This report summarises the outcome of an investigation by Officers into the feasibility of reducing the existing National Speed Limit along Shoreham Road to 40mph. It is concluded that the location and existing speed vehicles do not meet the criteria to install an enforceable 40mph limit. As such, the current proposals are not considered for installation by KCC. For Information 1.0.1 Introduction and Background 1.1 Kent County Council has received a report from Shoreham Parish Council requesting a reduction in the existing National Speed Limit along Shoreham Road to 40mph. The report details the local communities’ concerns with road safety at this location and requests numerous highway improvements to be carried out. 2.0 Investigations 2.1 The A225 is in a unlit rural location and caters to a high volume of a variety of road users. There are few properties along Shoreham Road which are set back away from the carriageway with no existing footways. 2.2 Traffic surveys were carried out at four sites along the Shoreham Road to ascertain existing vehicle speeds. Data from the speed surveys have been provided to Shoreham Parish Council with a summary of the findings. 2.3 The key factors considered when making decisions on setting local speed limits are existing speed, collision history, road environment, road users and purpose. Most of Kent’s rural network is subject to a National Speed Limit. The posted limit is an absolute maximum and drivers are encouraged to respond in accordance to the environment and the geometric characteristics of the road. National Speed Limits are set with terminal signs placed at the start of the restrictions with no additional repeater signage required. With any reduction in the speed limit it will be necessary to install additional signage to remind drivers throughout the route of the set limit. There is a risk a driver may believe that it is safe to consistently drive at the new stated speed limit throughout the route which is likely to be inappropriate when negotiating hazards such as bends. 2.4 Within the report the Parish Council have expressed concerns with pedestrian safety and requested the installation of pedestrian refuge islands between the bus stops at Shoreham Railway Station and the Public Rights of Way.
